British multinational companyin Bangladesh. He is also agovernment nominatedDirector of BangladeshCommerce Bank Ltd.Mr. Ahmed has a brilliantacademic and professionalcareer. He obtained first classin B.Com (Hons) inAccounting from DhakaUniversity in 1981 and passedM.Com in Accounting from
the same University. Heattended various training

The Institute of CharteredAccountants of Bangladeshorganized a CPE Seminar in theICAB Auditorium of the city on 21
December 2008. The topic of the Seminar
was “Code of Ethics For Professional
Accountants” Mr Faruq Ahmad Siddiqi,
Chairman, Securities and Exchange
Commission (SEC) in his speech as Chief
Guest focused on the appropriate
application and compliance of the
accounting and auditing standards and the
IFAC code of ethics as adopted by the
ICAB. He said that good governance,
transparency and accountability of an
entity is the basic infrastructure which a
professional accountant must demonstrate
through his presentation and audit of
financial statements containing appropriate
disclosure. Mr Siddiqi stressed that
disclosure is a very important element of
an audit report prepared by a Chartered
Accountancy firm which helps the
investors, stakeholders and the
shareholders of an entity to take decision.
To achieve this goal a professional
accountant must have integrity,

competence, confidentiality and an
approach to the conceptual framework of
code of ethics for professional accountants.
A professional accountant while
discharging his responsibility may receive
threats from various vested interests which
he must encounter with the ethical spirit
and strict compliance of the codes of ethics
adopted by the Institute.Mr Md Humayun Kabir FCA President–ICAB in his address of welcome said thatthe Institute has adopted the IFAC Code ofEthics for the benefit of the accountancyprofession. He stressed that whiledischarging responsibility, a professional
accountant must remain conscious andaware of the ethical issues involved withhis activity and he must keep himselfabove all such issues that may give rise toquestions on his activities and the auditreport framed by him. A professionalaccountant must remember that he is anindispensable part of the society and theeconomy as a whole and his observationsof the financial statements of an entity maycast an impact on the whole economy ofthe country.Mr Nasir Uddin Ahmed FCA MemberCouncil-ICAB presented the key notepaper on the topic. He explained about
Code of Ethics for the ProfessionalAccountants. He said, a professionalaccountant has a continuing duty tomaintain professional knowledge and skillat the level required to ensure that a clientreceives competent professional servicesbased on current developments in practice,legislation and techniques. The Institute of CharteredAccountants of Bangladesh(ICAB), the regulatory body ofthe Accountancy Profession in the countrythrough its Review Committee forPublished Accounts and Reports (RCPAR)evaluated the published accounts andfinancial statements of the listedcompanies and NGOs/MFIs whoparticipated in the 8th ICAB NationalAwards for Best Published Accounts andReports 2007 Competition. The PublishedAccounts and Reports of the listedcompanies, NGOs/MFIs and Public SectorEntities were evaluated by RCPAR-ICABunder guidelines and criteria set by theSouth Asian Federation of Accountants(SAFA). In a ceremonial function organized byICAB on 04 December 2008 atBangladesh-China Friendship ConferenceCentre, Mr. Md Humayun Kabir FCA,President-ICAB in his address of welcomecommented that since establishment in1973, ICAB has been relentlessly trying topromote the accountancy profession inBangladesh and as result the number of
qualified accountants has increasedsubstantially. He narrated the scenario ofpublished accounts and reports in theSAARC region. He thanked theorganizations that participated in thecompetition of Best Published Accounts &Reports-2007.Dr. A B Mirza Mohammad Azizul Islam,Adviser in charge of Ministry of Financeand Planning, Government of People’sRepublic of Bangladesh (GOB) in hisspeech as Chief Guest highly appreciatedthe evaluation process of ICAB of thePublished Accounts and Reports and hopedthat this will have a positive impact inbringing about transparency, accountabilityand good governance among the entities.He stressed on the application andcompliance of accounting and auditingstandards in the preparation of financialstatements. Prime Bank Ltd., Dutch-Bangla Bank Ltd.and BRAC Bank Ltd. were evaluated 1st,2nd and 3rd respectively and Dhaka BankLtd., Mercantile Bank Ltd and South EastBank Ltd were awarded with Certificatesof Merit. In the Financial Sector Non-Banking category, Prime Finance andInvestment Ltd., IDLC Finance Ltd andLanka-Bangla Finance Ltd. were evaluated1st, 2nd and 3rd respectively while UttaraFinance & Investment Ltd. and IPDC ofBD Ltd were awarded with Certificates ofMerit. In the Non-Financial Sector-Manufacturing category SingerBangladesh Ltd, Renata Ltd. andGlaxoSmithKline Ltd. were evaluated 1st,2nd and 3rd respectively and SquarePharmaceuticals Ltd and ACI Ltd. wereawarded with Certificates of Merit. In theNGOs/MFIs Sector BRAC and Buro wereevaluated 1st and 2nd respectively. In thesector of public entities InvestmentCorporation of Bangladesh (ICB) wasevaluated 1st. He is survived byhis wife, three sons, other familymembers, relatives and well wishers.An illustrious member of the InstituteMr. Md Yunus FCA was one of thesenior most Chartered Accountants of
the Country. Mr. Md Yunus FCA was
associated with various organizations
including FBCCI, DCCI. He was the
President of ICAB in 1984 and South
Asian Federation of Accountants
(SAFA) for the year 1984. President,
Mr. Md Humayun Kabir FCA, the
Council Members and the Members of
ICAB expressed deep sorrow at the
demise of Mr. Md Yunus and prayed to
Almighty Allah, the merciful for
salvation of the departed soul and to
give the bereaved family the strength
and courage to bear the irreparable loss.

IFAC'S Public SectorASB Launches Work on
Int'l Public SectorConceptual Framework
The International Public SectorAccounting Standards Board(IPSASB), an independent
standard-setting board of the InternationalFederation of Accountants (IFAC), hasissued for comment the first in a series ofconsultation papers focused on thedevelopment of an international publicsector conceptual framework. EntitledConceptual Framework for GeneralPurpose Financial Reporting by PublicSector Entities, the consultation paperrepresents a landmark achievement for thepublic sector financial reportingcommunity. The consultation paper identifies theIPSASB's preliminary views on theobjectives and scope of financialreporting, the qualitative characteristics ofinformation included in general purposefinancial reports and the characteristics ofpublic sector reporting entities.
"Our ultimate goal is to develop aframework that makes explicit theconcepts, definitions, and principles thatunderpin the development of IPSASs,"states IPSASB Chair Mike Hathorn."Since it will apply across countries andjurisdictions with different politicalsystems and forms of government, theframework will recognize the diversitythat exists in the many jurisdictions thatmay adopt IPSASs and help to strengthenthe transparency and consistency offinancial reporting by governmentsworldwide. This makes receiving a broadspectrum of comments on this paper, andall our consultation papers, all the moresignificant." "Given the important role the conceptualframework will eventually play in thefuture standard-setting activities of theIPSASB, I strongly urge constituents torespond to the views expressed in thismilestone paper," adds Mr. Hathorn.

The International Federation ofAccountants (IFAC) supportsrecent moves by the
International Accounting Standards Board(IASB) to contribute to greater consistency
in financial reporting and to work towards
convergence of international standards, an
objective which IFAC views as critical to
the efficient operation of global capital
markets.
While accepting the value of moving
rapidly to remove differences in the
application of fair value accounting in
different jurisdictions, IFAC strongly
opposes attempts to change more radically,
IFAC Supports Convergence in the Reporting of Financial Instruments
Leaders of over 100
accountancy organizations
worldwide met in Rome on
November 11-14 to participate in the
International Federation of Accountants'
(IFAC) Board and Council meetings, where
they addressed the global financial crisis,
convergence to global auditing and ethics
standards, and the profession's role in
sustainable development. At the conclusion
of the meeting, President Robert Bunting of
the United States assumed the IFAC
Presidency for a two-year term ending in
November 2010. Göran Tidström of
Sweden assumed the position of Deputy
President. In addition, the Council
approved the appointment of three new
members to the IFAC Board and the
reappointment of four members to a second
term.*
Newly elected IFAC President Robert
Bunting, a past Chairman of the American
Institute of Certified Public Accountants
and an IFAC Board member since 2005,
commented on the global financial crisis,
pointing out "The financial crisis has
clearly demonstrated how interconnected
global markets are. This makes IFAC's
initiatives to achieve convergence of
international standards ever more urgent.
Convergence to a common set of high
quality accounting and auditing standards is
essential to assuring the quality of the
profession's services and is vital to the
effective operations of markets and to
promoting cross-border trade and
investment."
"I believe that IFAC has a key role to play
in restoring confidence in the markets,"
emphasizes Mr. Bunting. "We must
demonstrate that our standard-setting
processes are rigorous. And we must
continue to promote strong corporate
governance and the highest quality
practices by the world's accountants,
whether they work in public practice or in
business and industry. Additionally, we
need to scrutinize ourselves and look at
what we can do better or differently. And
lastly, we must be even more engaged with
all market participants and actively
collaborate with them in identifying and
implementing the solutions that can prevent
future crises."
Supporting these goals, the IFAC Council
approved an updated Strategic Plan for
2009-2012. This plan has an increased
focus on the implementation of
international standards, on enhancing the
relevance and sustainability of the
profession, and on communicating more
vigorously on regulatory, financial
management, financial reporting, corporate
governance, and other issues.
"Another area of focus in the strategy and
one to which I plan to give my attention is
meeting the needs of small and medium
practices (SMPs) and enterprises (SMEs),"
adds Mr. Bunting. "The SMP/SME
community did not cause the current
financial crisis, but they will be very much
affected by it. We must do what we can,
including ensuring that they are not subject
to overly burdensome regulatory
requirements, to contribute to their health
and effectiveness."

or to suspend, the use of fair valueaccounting without adequate due process.In particular, IFAC considers that makingchanges at a national or regional level thatexacerbate reporting differences wouldserve to further confuse financial marketsand would result in a reduction ofconfidence in financial reporting - exactlythe opposite of what is required in currentcircumstances. "Reducing transparency isnot the answer," says IFAC President
Fermín del Valle, "and it will not serve theinterests of investors." IFAC believes that the additional guidancegiven to those applying both accountingand auditing standards relating to fairvalues has been very valuable and willcontribute to the public interest throughmore consistent application of thestandards. This guidance has come fromthe IASB and the United States FinancialAccounting Standards Board, as well as
from the International Auditing and
Assurance Standards Board in its Staff
Audit Practice Alert, Challenges in
Auditing Fair Value Accounting Estimates
in the Current Market Environment.
IFAC and its independent standard-setting
boards are continuing to monitor the
impact of the credit crisis and will consider
whether further guidance is needed. n

The 36th Annual General Meeting(AGM) of the CharteredAccountants of Bangladesh(ICAB) was held on 27 December 2008 atthe ICAB Auditorium under theChairmanship of outgoing President MrMd Humayun Kabir FCA. The meetingconsidered and approved the AnnualReport, Auditors Report, FinancialStatements 2007-2008 after discussion bythe members and answered their questionsby the President. The meeting also approved the proposal toappoint Mr Md Atikur Rahman FCA ofAtik Khaled & Co., Chartered Accountantsand Mr Md Abdul Momin Khan LohaniFCA of M Abdus Salam & Co., CharteredAccountants as auditors of the Institute forthe year 2008-2009. Mr. Md. Humayun Kabir FCA, President,ICAB expressed his deep gratitude andsincere thanks to the Past Presidents,Council Members and Members of theInstitute for their kind advice, guidance,support and cooperation which greatlyinspired him in the dispensation of hisduties and responsibilities during the year
2008.There was a lively floor discussion onvarious issues relating to the Institute andthe profession. The members presententhusiastically participated. The outgoing president introducedPresident-elect Mr. Nasir Uddin AhmedFCA for the year 2009. He also introducedthe three Vice-Presidents elect for 2009.They are Mr. Showkat Hossain FCA, Mr.Md Syful Islam FCA and Mr. Md ShahadatHossain FCA.
Mr. Kabir offered his full cooperation to
the new president and said that the
dynamic leadership in the year 2009 will
further strengthen the professionals’
fraternity among the members of the
Institute.
