    North Shore renaissance moves forward!Ground is broken on Empire Outlets project

    Standing just feet away from what will become New York Citys first outlet mall, I

    joined my fellow elected officials, Empire Outlet developer, BFC Partners, and

    other business leaders and city officials to break ground on The Empire Outlets.

    With 340,000 square feet of designer stores, the Empire Outlets will draw visitors

    from all over the globe. Along with the New York Wheel, Lighthouse Point and the

    Urban Ready Living project at the Homeport, the Empire Outlets will help give Staten

    Islands North Shore a prominent place on every map.

    This project will bring $285 million in private investment, 800 construction jobs and

    1,000 permanent jobs to the North Shore, and its economic ripple effects on our

    neighborhoods and small businesses will be immeasurable. These projects will fuel

    our economy, provide much needed jobs and meet the needs of future generations

    of Staten Islanders.

    Jersey Street, reimagined.Revitalization of commercial corridor begins

    As part of the land use agreement for the New York Wheel and

    Empire Outlets, I secured $75,000 while negotiating these

    projects to formally organize the merchants in the neighborhood

    with a Local Development Corporation.I wanted Jersey Street to

    benefit from the economic development that was going on at the

    waterfront, and I knew that an LDC could bring about the resources

    the community needs. Read more on Page 2.

    North Shore rezoningExpanding our neighborhoods

    Our city can only remain great if families can thrive in the neighborhoods

    they have called homeand if new families can find opportunity here, as

    they have for centuries. In keeping with Mayor de Blasios efforts to retain

    middle class families, City Planning, along with my office and several other city

    agencies, are in a process to review the number of housing units along the Bay

    Street corridor from Tompkinsville to Stapleton. Read more on Page 2.

    This spring, as the first step to establishing an LDC, I connected the

    citys Small Business Services with the New Brighton Coalition ofConcerned Citizens.

    As we work in the coming months to establish an LDC, I also remain

    committed to the long-term process of relocating the Jersey Street

    Garage to a more appropriate location in Fresh Kills, ridding the area

    of an eyesore that impedes revitalization. My vision is to restore the

    town centers in each of our neighborhoods. I want to ensure that

    resources and infrastructure exist in these communities so that

    economic development opportunities are there, that they can

    continue to grow, and that people wont have to leave their home

    community to do their day-to-day shopping. We want our

    businesses to thrive, and I want these neighborhoods to benefit

    from our North Shore renaissance.

    The process will look at options to rehab existing housing or consider

    new housing so that we can maximize the potential of these

    neighborhoods while preserving their culture, fabric and opportunities.

    With all parties at the table, we will have a conversation about zoning,

    transportation, education and infrastructure on the North Shore. I look

    forward to engaging our neighbors in this process, as we work to

    ensure a housing mix for all residents, including middle class families,

    seniors who are downsizing, and our sons and daughters who are just

    starting out. We will work to maintain economic diversity so that the

    North Shore continues to provide the same life-giving opportunities to

    our grandchildren as it did to our grandparents.

    As part of my negotiations for the New York Wheel and Empire Outlets projects, I also secured $51 million to fund improvements in the area.

    These will be implemented over the next several years, but below is a snapshot of some of items that the city is working on now:

    ! Improved signage at the Staten Island Ferry terminal.This should be implemented by the end of this year.

    ! The DOT has installed countdown clocks at most intersectionson Richmond Terrace between Bay and Jersey streets.

    ! The Parks Department will complete a site-selection study by the end of this year to replace the Cromwell Center.

    ! NYCEDC recently issued an RFEI for the Jersey St. garage site, yielding proposals for mixed residential and retail complexes.

    ! Waterfront access. I secured $700,000 to study a greenway along the waterfront , and the governor committed $200,000 to study apromenade connecting Lighthouse Point Plaza with Bay Street Landing.

    ! Triangle Equities is maintaining the Lighthouse Point Plaza, esplanade and pier, which will soon include ramps and security cameras.

    ! The NYCEDC is in negotiations with a respondent to an RFEI for private ferry service to St. George, but an operator has not been selected.

    Working with the New York Academy of Medicine,

    the City Council identified communities around the

    city to serve as pilots for making neighborhoods

    more age-friendly. West Brighton was the

    community I selected for this pilot, and I have been

    engaging the community to see how seniors can be

    better served there.

    It is my hope that through an advisory board andtown hall meeting that I convened this spring, local

    seniors can help us develop fresh ideas on improving

    our streets and small businesses. For more

    Age-friendly initiativeHelp us help you

    The North Shore is home to a wealth of cultural organizations, many of which wererepresented at a meeting in my district office last month. Additional funding is a high

    priority, and I work every year to secure council funds so that they can continue to

    offer quality exhibits and events to Staten Islanders.

    I encourage friends and family to visit these institutions often. This year,

    you have a unique opportunity to enjoy them for free. New Yorkers with

    an NYC ID card can apply this calendar year for free annual memberships

    to 33 museums, performing arts centers, botanical gardens and zoos,

    including Snug Harbor Cultural Center & Botanical Garden, Staten Island

    Children's Museum, and Historic Richmond Town, Staten Island Museum and the

    Staten Island Zoo.Visit nyc.gov/IDNYCfor information on making your ID a key to the

    citys premier assets in culture, science and entertainment.

    Following a bill I helped to pass that mandates round-the-clock every-half-

    hour ferry service, I can report that funding for this was added to the budget. As a

    first step on May 1, we saw the addition of the following trips to the ferry schedule:

    For Staten Islanders, especially those who work late hours or weekends, this service

    increase will be a game changer. And for the business community, which stands to

    benefit from the boost in tourism, it will provide a financial boon and continue to spur

    the renaissance of the North Shore.

    Thank you to all who joined me for my Women in History event in March.

    I honored these women, not only for their work beautifying, nourishing and

    building bridges in our neighborhoods, but because they encourage others

    to do so as well.

    I continue to work with the Borough President, my S.I.

    Council colleagues and local residents to keep our

    streets, sidewalks and storefronts clean. Among the

    many who deserve recognition in this area are those

    volunteers who work with H.E.A.L.T.H. for Youthsto clean

    and maintain landscaping on Richmond Terrace, from the

    ferry terminal to the 120th

    precinct, as well as Kathy

    Romanelli for her work on the quarry in Graniteville. My

    office is proud to partner with these volunteers.

    I want to encourage all of my constituents to be a part of

    our campaign this year to continue cleaning our

    neighborhoods and support the Islands Clean Team.

    Keep Staten Island Clean!Borough-wide effort underway

    The 120 Precinct welcomed Deputy Inspector Robert Bocchino as its new

    commanding officer. His leadership along with that of Commanding Officer

    Terence Hurson of the 121Precinct assures me that the North Shore is in good

    hands.

    A Staten Islander, Bocchino previously worked in the 120 precinct, and he

    has also led the 122 and 123 precincts, and the Staten Island Task Force. He knows

    the North Shore well, which was evident when we met last month to discuss

    public safety. Among the topics we discussed were the success of increased

    street patrols in Park Hill and the

    expansion of these patrols to

    Jersey Street. As part of the NYPDs

    community policing efforts, these

    new officers are working with veteran officers and community leaders. Im also pleased to report that

    the NYPD will again offer its 6-week Summer Youth Police Academy at Curtis High School for youth

    between 10 and 16. Applications are available at tinyurl.com/NYPDYouthand are due May 29, 2015.

    I am proud to announce that the City Council is fighting for additional capital

    funds to fix our roads and to pave 1,000 new lane miles.We need to resurface

    more lane miles every year if we are ever going to get ahead of the deterioration

    of our roads.

    The Jersey StreetGarage is moving!

    Persistence pays off!

    The city's budget includes funds to finallymove the Jersey Street sanitation garage!

    While we wont see progress overnight, the

    wheels are finally turning. Moving this garage

    has been a long-term goal of mine,

    something I have fought for for years.

    The garage is an impediment to the health of

    residents and to the economic development

    and revitalization of the entire Jersey Street

    corridor. I want to thank Sanitation

    Commissioner Kathryn Garcia for her

    advocacy on this issue and all those who

    have fought this battle for so many years.
