Dairy Value Chain project in Jaunpur had the privilege of having the visit of UN Under- Secretary-General and UNDP Associate Administrator Ms. Rebecca Grynspan who inaugurated one of the new BMCUs followed by the visit of the directors of RABO Bank. New assignments too came in to our way as well as we completed a few earlier ones. Two new members - Nihar and Nakul - joined the ICSD team. So, it was a hectic, encouraging and satisfactory quarter and year 2012! Looking forward to your valued support, guidance and good wishes for the year ahead. Dear IC Friends and Well Wishers,Th is eventful quarter began on a promising note. Tamil Nadu State Action Plan for Climate Change Th is quarter saw a number of meetings between Government of Tamil Nadu, GIZ and ICSD resulting in fi nal draft ing of sectoral papers of the SAPCC. Th e draft sectoral papers in Energy, Sustainable Agriculture, Coastal Area Management and Sustainable Habitat have been formulated and are being reviewed. Planning is also on to prioritize the formulated adaptation and mitigation strategies for all the sectors.

Project Updates

Reducing GHG Emissions during Rice Production

In the second phase of the Sustainable Production of Organic and Fair Trade Basmati Rice in India project, GHG mitigation in paddy has emerged as an important element. At the research stations in KVK and G.B. Pant University in Uttarakhand GHG emissions from trial plots were collated, the analysis of which will reveal trends in GHG emission from the cultivation of Basmati. Th e analysis of this will feed into the identifi cation of strategies to reduce GHG from the production of rice. Ms Shazneen Cyrus Gazdar presented the status and way forward on GHG mitigation from organic Basmati production at the Knowledge Sharing Workshop held in GB Pant Nagar University on 16th – 17th October 2012.

Getting Climate Smart for Disasters A capacity building workshop is being planned in February 2013 for understanding the CSDRM approach and caring out a “self assessment” exercise. Th is will involve the analysis of programme, policies and projects at the Orissa State Disaster Mitigation Authority (OSDMA) and the ICSD Health and Sanitation programme with Institute for Women’s Development (IWD) in Gajapati district in Odisha for identifying the various entry points to the suggested pathways of incorporating climate change concerns to existing programmes and policies hence making the institutions work more robust against climate induced disasters thereby decreasing vulnerability.

Sustainable Production of Organic and Fair Trade Basmati Rice in IndiaTh e preparations for Basmati production for Kharif 2012 went well in the last quarter, which yielded a good harvest in this quarter. Th is is in spite of delayed rainfall and broken irrigation facilities in some of rice project areas. Total quantity procured this season from producers was 88 MT. Better management practices and more active staff activities resulted in controlling the pest and disease incidences. PTD trials for Rabi were initiated during the quarter. Th e focus during Rabi PTD is for crop cycles. It was decided to take up trials with Gram, Lentil and Wheat respectively aft er Basmati.

Sikkim State Action Plan for Climate ChangeBased on ICSD’s previous work in facilitating the Sikkim SAPCC, the GIZ commissioned ICSD to produce the fi nal technical report, a shorter abstract and a brochure of the same, with an overview of the key points from the Sikkim SAPCC. Th e documents have been submitted.

Organic Cashew Value Chain – Goa & MaharashtraDuring this quarter there were a few trainings and exposure visits undertaken: • 20 Farmers of Organic Cashew Value Chain project

attended BioFach 2012 exhibition in Bangalore.

• 500 new farmers have joined organic cashew value chain project from Maharashtra. Th e farmers were also trained for ICS management skills.

• Production technology training campaign was conducted at Sindhudurga district during the campaign where more than 400 farmers were trained in the subject, fi eld visits were also arranged for demonstration.

Organic Cashew Value Chain – OdishaDuring this quarter training camps were organised where more than 400 cashew growers were trained on the best practices at their farm on organic farming of Cashew.

Innovations in Small Ruminants Value ChainTh e fi nal RAC meeting of the project on Innovations in Small Ruminants Value Chain was held on 9 November 2012. Findings of the fi eld study were presented. It was also decided to fi nalize the capacity development module and the report with case studies by the end of January 2013.

Dairy Value Chain Project, Uttar PradeshTwo more Bulk Milk Chilling Units (BMCUs) were established at Ramnagar and Etayein thus taking the total number of BMCUs to four.

BMCU at Etayein was inaugurated by the UN Under-Secretary-General and UNDP Associate Administrator Ms. Rebecca Grynspan on 14th October 2012. Th ere was also the ‘Buyer and Seller Meet’ in Varanasi on 13th and 14thOctober 2012 where we could bring many key players in the sector including Mr. Batol (Chairman Banas Dairy) who was a key speaker.

BMCU at Ramnagar was inaugurated on 30th November 2012 by the Rabo Bank Foundation, Director – Ms. Julianus Koinun. Th e other Board members of Rabo Bank Foundation also attended the function.

What is new in Intercooperation?

Terminal Evaluation of CDLG - TEIntercooperation has been awarded the contract by UNDP for the Terminal Evaluation of the Capacity Development for Local Governance (CDLG-TE). Th is is a project being implemented in seven states of India and at the national level by Ministry of Panchayati Raj (MoPR).

TNA ToT trainers – We have been selected by the UNDP-MoPR CDLG project to be the trainers for ToT on Training Needs Assessment for Panchayati Raj Institutions.

UNDP Democratic Governance Roster of Experts in Local Governance and Local Development- Dr. Joy Elamon has been selected and included in the UNDP Democratic Governance Roster of Experts in Local Governance and Local Development.

Preparing guidelines for projects based on Small Ruminant Value Chain• We organized a one day workshop on Preparing

guidelines for projects based on Small Ruminant Value Chain under National Rural Livelihood Mission (NRLM) supported by UNDP- Aajeevika Project which was held on 16 Novemebr 2012 in New Delhi.

• Knowledge Sharing Workshop on organic production of basmati rice was organized at GBPUAT on 16-17 October 2012.

• Mr. Mustak Khan and Mr. Ashish Srivastava visited Th ailand to participate in Knowledge Sharing Event from 3-5 November 2012 of a similar project being run in Th ailand.

• Mr. Mustak Khan, Organic Programme Coordinator attended the Bonn Sustainability Days. He also attended Th e World Sustainability Conference on green economy from 27th – 28th Dec 2013 at World Conference Centre Bonn.

• On 9 October 2012, Dr. Joy Elamon gave a lecture in the Programme on Innovations in Public

Service for Offi cers of Th e Bihar Administrative Service (Sponsored by Bihar Institute of Public Administration & Rural Development) and organized by Administrative Staff College of India.

• Dr. Joy Elamon was a speaker in the National Convention on Union Budget 2013-14 organised by People’s Budget Initiative in New Delhi on 5 and 6 December 2012.

• Decentralization Community of UN Solution Exchange organized a National Consultation on Peer Learning methodology for strengthening Local Governance on 7th December 2012, in New Delhi. Dr. Elamon chaired the opening session.

• Dr. Indrani Phukan attended “Th e CORDEX (Co-ordinated regional downscaling experiment) South Asia Training Workshop” from 17th -20th October at Indian Institute of Tropical meteorology, Pune.

• Dr. Indrani Phukan represented Intercooperation at the “WASH” F2F Workshop in November 2012 organized by HELVETAS Swiss Intercooperation Bangladesh, where she gave a presentation over the CSDRM approach as a tool for integrating climate change aspects in to WASH programmes.
