IT was created the computer department – Office in charge specifically to coordinate andto manage the computer system network of the National Assembly.

There weren’t necessary equipment's available for all the workers of the parliament.

The Internet access was strict to the members of the board, some deputies and someservice managers, on an individual basis.

There weren’t a structured data network. There were small networks in the Division ofFinancial Management, Editorial staff, Human Resources and Patrimony.

There weren’t an institutional e-mail system, which hampered the information exchange.

The parliament web site kept only static information. Its update was centralized andcarried by a private company (which hampered the update process).

The plenary sessions were recorded in cassettes and the records served only foraccomplishment of the minutes of the sessions.t

The phone communication system was analog, which contributes for highcommunication costs.

Until 2004, the Capeverdian Parliament had a single IT expert. Mid 2004, there was hiredone more.

In the early 2005, all the workstations were combined in structured data network in theparliament domain (with controller of the main domain (CD), DNS Server, DHCP Server).

The Capeverdian Parliament had access to an internal e-mail service.

All the workstation had access to the Internet, through CVTelecom direct access.

There were installed access points to allow internet access in specific points of thePalace (Parliamentary Session Room, library, Specialized Commission Room, etc.).

It was built an Parliament web page, which comes to have more dynamic contents.

Was hired an fixed IP Address, allowing the publication of services such as e-mail, Web,etc.

The Plenary sessions were now digitally recorded.

The Capeverdian Parliament has invested in human resources for IT’s andcommunication (it was recruited more experts). Was created a Computer ServicesAdministration.
