The competition was initiated by the City of Lörrach and the Schöpflin
Foundation, joining efforts to develop a 2 Ha site next to a former textile
factory. The masterplan formulates an integrative and adaptive answer to
their respective demands: a peculiar kind of housing neighborhood in line
with the philanthropic activities of the foundation, a large sports/
communal center to be the urban catalyst of this suburban area. The
project is thought of as a flexible system, a framework opened to future
changes. Built and unbuilt substance alternate within a single whole,
mutually reinforcing each other, broadening the possibilities of living, and
participating in an ever changing urban identity.

Status Competition, 2012 Location Warsaw, PL Promoted by Europan
Program Urban strategy (metropolitan/local scale) Surface 150 Ha
(strategic site), 7 Ha (project site) Team David Levain + Veljko Markovic
The project addresses the transformation of Za Zelazna Brama, a
modernistic housing estate (1965-1972) located in the center of Warsaw.
While its mono-functional character calls for more programmatic diversity
and adaptability, the ongoing densification process brought by liberaliza-
tion in the early 90’s has led to deny some of its specific qualities. The
project takes on the hybrid qualities of Downtown Warsaw and formulates
a vision for its future development. It defines a framework for a transfor-
mation over time: to each strategic issue (parking, green areas, programs)
a set of tools for a more qualitative and sustainable environment.

The masterplan for the former custom posts of Strasbourg and Kehl tries
to reunite the two cities/countries along the Rhine River. The scheme
unfolds out of and towards the Rhine, simultaneously absorbing the site’s
infrastructural lines, reconnecting existing urban fragments and
enhancing the physical presence of the river. The dense new urban fabric
is combined with programmatic diversity and a strong presence of nature
– a potential model for contemporary urban riverscapes. New bridges and
passages help overcome the many borders on the site: connected with
public programs and uses, they contribute to a multitude of original micro
situations.

The study was led within the framework of Atelier International du Grand
Paris – an international workshop of 15 multidisciplinary teams working
together since 2010 to develop a shared vision of a prosperous and
ecologically balanced Greater Paris. LIN’s focus is the transformation of
the most mono-functional zones within the metropolis (detached housing
areas, industrial zones, mass housing units, etc.) into a resilient yet
diffuse condition – the ville légère – that could complement the agglome-
ration’s dense polarities. Here the comparative analysis of 10 world cities
helps define alternative transformation tools and new representations for
an active periphery.

The North-Eastern territory of Greater Paris concentrates the problems of
the parisian banlieue. It represents a testbed for a socially, economically,
ecologically and culturally more balanced model. The study was commis-
sioned by the French state to anticipate future urban developments along
the new subway ring that will serve the territory by 2025. LIN foresees an
overall empowerment of the territory out of its existing (hidden) qualities
– beyond the hotspots. Urban intensification around transport nodes,
programmatic diversification of mono-functional zones, introduction of
micro-mobility and the activation of large parks and forests are combined
to make the territory a new destination within Grand Paris.

Angers – one of France’s major western cities – has been separated from
its river by a highway for about 40 years. Three multidisciplinary teams
were invited to imagine the transformation of its riverbanks over time,
during a one year participative process. The model proposed by LIN
integrates very diverse conditions, from the very urban to the very natural,
within a single whole. It combines new urban developments with
alternative mobility modes, water regeneration systems and a strong
presence of landscape. More than a finished project, it is thought of as a
process, a multitude of steps/scenarios towards a more attractive and
resilient fluvial landscape.

As much as a transformation project, Grand Paris is an investigation on
representation(s). How to show the complexity and uncertainty of the
metropolis? How to achieve collective appropriation on a territorial scale?
The installation "Paris periphär: Potenziale jenseits des Zentrums" was
presented within the exhibition "Grand Paris in Berlin" in 2011. It sets a
focus on LIN’s project for the North-Eastern territory of Greater Paris.
While animated maps are projected on a round base, images and/or
statements complement the story on a screen. The user is active in the
process, launching himself the different chapters: "grand paris", "dense/
light city", "gradual mobility", "multifunctional landscapes".

Urban Strategy Surface 550 km2 Team Antoine Brochard, David Levain,
Jean-Marc Pitet
The 2G competition proposed to rethink the Venice lagoon as a whole and
imagine prototypes for a decentralized and sustainable development. The
strategy takes on the layout of the existing canals within the lagoon: they
define vast areas of water, all potential urban parks, waiting to be
programmed. The posts bordering the canals represent starting points for
a conceptual plugging operation: to each post a potential prototype,
ranging from light structures (observatories, refuges, energy way stations,
pavilions), to floating hotels or vaporetto hubs, or larger energy modules
(solar panels, wind turbines) – according to the found situations.

Surface 11 Ha (site) - 100.000 m2 (courthouse)
The aim of the competition was to propose solutions for the relocation of
the Paris Courthouse within the Seine Rive Gauche district, across the
French National Library. One of the constraints was to integrate a 300m
long former industrial hall built by French engineer Freyssinet in the 20‘s.
The project is structured around three main elements: a thin tower/urban
signal, Freyssinet’s transformed hall, and a 6-storey "block" building. They
are connected to one another and "plugged" into large urban stairs. The
stairs represent the main feature of the project: as a reinterpreted symbol
of a courthouse, an important public space, a link between the different
urban levels and a strong identifying element for the neighborhood.

The project proposes the transformation of a former gypsum quarry in the
South-Eastern periphery of Paris, trying to maintain its character as a
structuring void. Here the "green" – not a mere alibi – is the conceptual
matrix for the future urban developments. The masterplan is structured
around three parks, each of a different nature : a botanical park, a public
"beach", a housing park. Within the botanical park, two buildings structure
the internal parcours: a museum emerging from the topography, and a
research institute – programmed terraces covered by an oblique
structure/roof – thought of as a flexible hall gently accompanying the
slope.

Rem Koolhaas: La part de Berlin (1971-2004)
The research ambitions to evaluate the importance of Berlin within the
work of Rem Koolhaas and his office OMA. It is structured around 4 key
episodes/projects: "The Berlin Wall as Architecture" & "Exodus" (1971-72),
"The City in the City - Berlin as a green Archipelago" and the encounter with
O.M. Ungers (1977), OMA’s competition entry for Friedrichstrasse/
Kochstrasse and the IBA debates (1980), the Dutch Embassy and the
critical reconstruction (1997-2004). These episodes/projects tell about
some key aspects of the work of Koolhaas and OMA. They also tell about
Berlin as a city, its character and its evolutions over the last 30 years – the
other object, between the lines, of this research.
