Dated: 25.01.2012 24110/HRY PARLIAMENT OF INDIA RAJYA SABHA SECRETARIAT ON THE HIGHER EDUCATION AND RESEARCH BILL, 2011 The Higher Education and Research Bill, 2011 as introduced and pending in the Rajya Sabha has been referred to the Department-related Parliamentary Standing Committee on Human Resource Development headed by Shri Oscar Fernandes, MP, Rajya Sabha for examination and report. 2. Rapid growth of Indian Higher Education Sector has given rise to numerous con- cerns about the regulatory structure in various fields of knowledge in institutions of higher learning. The Higher Education Sector as a whole is seen as ``over-regulated but under-governed’’ with a multiplicity of regulatory agencies. It has, therefore, become imperative that a holistic view of higher education is taken because of the increasingly converging nature of the disciplines and the opportunities of knowledge creation that lie at the intersections of existing disciplines. The Higher Education and Research Bill, 2011 accordingly, seeks to promote autonomy of higher educational institutions and universities for free pursuit of knowledge and innovation; to provide for a comprehensive and integrated growth of higher education and research keeping in view the global standards of educational and research practices and for that pur- pose to establish the National Commission for Higher Education and Research to facilitate determination, coordination, maintenance and continued enhancement of standards of higher education and research including university education, vocation- al, technical, professional and medical education other than agricultural education. 3. The Committee has decided to invite memoranda containing views/suggestions from individuals/organizations interested in the subject matter of the Bill. 4. Those desirous of submitting memoranda to the Committee may send their written memoranda, either in English or Hindi to Shri Arun Sharma, Joint Director, Rajya Sabha Secretariat, 540, Fifth Floor, Parliament House Annexe, New Delhi-110001. The factory workers at-tacked K C ChandraShekhar at his residence af-ter they learnt about thedeath of their union leaderM Murali Mohan.

Police had detained Mu-rali Mohan after the com-pany lodged a complaint

against him for allegedly in-citing workers to agitate forbetter wages on Thursdaynight. He was releasedwithin a few hours.

On Friday, Murli Mohanaccompanied by some work-ers tried to obstruct otherworkers from going to thefactory for the morningshift. A large posse of po-licemen posted at the fac-tory gates for security beatup Murli Mohan who col-lapsed on the spot.

Yanam Police admittedMurli Mohan to a local hos-pital where he died.

As the news spread, hun-dreds of workers descendedat the factory and went on aramage, smashing vehicles,

equipment, window panesand office furniture. Theyalso set fire to about 30 vehi-cles. The workers then wentto the house of ChandraShekhar where an argumentbroke out following whichhe was hacked to death.

Police baton charged theworkers and, when it failedto stop them, fired tear gasshells and then opened fireinjuring three workers. Cur-few has been imposed in thetown, Circle Inspector P Pe-riaswamy said.

Police said Yanam Policesought additional policeforces from AndhraPradesh, and reinforce-ments were rushed fromEast Godavari district.

VOTE-BANK politics hasspilled on to the streets ofAndhra Pradesh — and tak-ing the brunt of it are the stat-ues of Dr B R Ambedkar.

Over the past one week,at least six incidents of dam-aging of statues of the Daliticon have been reported,mostly in East Godavari dis-trict, forcing the state govern-ment to issue a direction onFriday to all collectors anddistrict police chiefs to takeaction to protect them.

The latest incident of des-ecration of an Ambedkarstatue was reported early onThursday when unidentifiedpeople desecrated a statue atDowleshwaram near Rajah-mundry, leading to tension.Dalits staged protests andblocked highways. Two daysbefore that, three statues ofAmbedkar were demolishedin Amalapuram town.

The provocation was saidto be a statement by Con-gress MP from AmalapuramG V Harsha Kumar, whosaid that while two PRPmembers belonging to Kapucommunity were inducted in

the recent Cabinet expan-sion, Dalits were ignored. Inthat Cabinet reshuffle, Tex-tiles Minister P Shankar Rao,who is from Mala commu-nity, was dropped. HarshaKumar’s statement and alle-gations that Kapu leadersarm-twisted the Congress toinduct the two leaders fromtheir community heightenedtensions between Kapus andDalits. The attacks on statuesof Ambedkar are learnt to bein retaliation for opposingthe induction of Kapus.

Police officials said whilethey are aware of the ten-sions between Kapus andDalits, they are also investi-gating the role of activists ofTDP and YSR Congress whoare fighting a turf war to cor-ner locations where statuesof their leaders — N T RamaRao and Y S RajasekharaReddy — can be installed.

“It is possible that some-one is taking advantage ofthe tensions between Kapusand Dalits and demolishingthe statues. To avoid furthertrouble, local residents maynot oppose installation ofstatues of other leadersalongside Ambedkar,” an of-ficial said.

A RELATIVE of Sasikala,estranged aide of Tamil NaduChief Minister J Jayalalithaa,was arrested here on Fridayon charges of abduction forransom, extortion and crimi-nal conspiracy, police said.

Ravanan’s arrest fol-lowed a complaint by oneRavikumar, a contractor atSirumugai, that he was ab-ducted by him on October 9last year and Rs 10 lakh wassought as ransom for his re-lease and to continue hisbusiness, police said.

He alleged that he wasforcibly taken in a car by Ra-

vanan’s aide, Mohan, andsome henchmen to a godownin Tiruchirapalli and threat-ened of dire consequences ifhe failed to pay the money orcomplained to police.

A case was registered un-der various sections IPCsections, police said, adding,Mohan was also arrested.

THE Supreme Courton Friday stayed po-lice investigation

against External Affairs Min-ister S M Krishna into hisrole to de-reserve over11,000 sq km of forest landsfor mining when he was Kar-nataka chief minister.

Bringing relief to Kr-ishna, a Bench of Justices Al-tamas Kabir and GyanSudha Misra said it was “pre-mature” to subject the For-eign Minister, at this point of

time, to a criminal investiga-tion on the basis of aLokayukta report whichdoes not identify officials orpersons who “dealt” with thede-reservation issue.

The de-reservation deci-sion was taken in 2002 whenKrishna was chief minister.

An FIR was registered bythe Karnataka LokayuktaPolice against Krishna onthe basis of a private com-plaint filed by one T J Abra-ham for allegedly permittingillegal mining in Bellary andother locations in the state.The FIR also named former

chief ministers H D Ku-maraswamy and DharamSingh.

Charges were levelled un-der the Prevention of Cor-ruption Act, Forest Conser-vation Act, Forest Act,Minerals and Metals Regu-lation and Development Act

and the Indian Penal Code.Krishna had moved the

Supreme Court after theKarnataka High Court gavethe green signal for investiga-tion into the matter on Janu-ary 20 this year.

In the Supreme Court,the Foreign Minister, whowas CM from October 1999to May 2004, alleged that theentire case is politically mo-tivated, saying, “The presentcase is itself a classic exam-ple, where the complainant isan active member of a rivalpolitical party (the BahujanSamaj Party)”.

Quoting the KarnatakaLokayukta Act, the Benchfound fault with how Abra-ham, who is a party in theSupreme Court and repre-sented by advocate PrashantBhushan, “immediately”filed his criminal complaintagainst Krishna without evenwaiting for a follow-up re-port from the ombudsmanwhich would identify the per-sons involved.

The fact, as noted by theBench, that the secondLokayukta report too didnot allegedly name anyonewent in favour of Krishna.

THE Supreme Court on Fri-day stayed the AndhraPradesh High Court ordergranting bail to Maoistleader Kobad Ghandy whois accused of killing of aCongress leader and eightothers in 2005.

A Bench of Justices B SChauhan and K S Radhakr-ishnan also issued a notice toGhandy on a petition filed bythe Andhra Pradesh govern-ment seeking quashing of thebail granted to him by theHigh Court. The Maoistleader, who has been in jailsince 2009, is facing trial inaround 20 criminal cases indifferent parts of the country.

Congress leader ChittemNarsi Reddy, his son Chit-tem Venkateswara Reddyand 7 others were killed byMaoists in Narayanapet inMahbubnagar district onAugust 15, 2005.
