Dear Ms. Rhodes:
Attached herewith is a Variance Application for the above referenced property m SylvanShores on Granville Creek near the South River. The property is R-5 and is served byPublic water and sewer. The lot is all IDA Critical Area and is BMA.
The property is improved by an older (built in 1946) 1-1/2 story cottage with deck,driveway and garage on the water fi^nt side of the lot. The lot is narrow and "pie shaped"being 41 feet wide at the road and approximately 100 feet wide at the shorelme ofGranville Creek. The driveway accesses Cove Road and nms across the southwestboundary line into a Community Property and then back onto the subject lot to serve thegar^e on the water side of the site. The lot contains steep slopes and even though the siteis BMA it is impacted by the 100 foot buffer from an intermittant st-eam situated to thesouthwest of the site.
The existing cottage will be razed and removed and replaced with a new home. The newhome proposes a garage on the street side of the house which will allow for the removalof a considerable amount ofon-site and ofif-site impervious surface (driveway and garage)
which is currently in the BMA Buffer and expanded Stream Buffer. The existing lot coverin the 100 foot buffer is 1,300 square feet. The proposed lot cover in the 100 feet bufferwill be 790 square feet.
As for drainage and Storm Water Management, the site currently contains no fonn ofSWM. In the proposed re-development condition, on-site SWM will be addressedutilizing Environmental Site Design to the Maximum Extent Possible.
On May 2, 2018, 1 met with OPZ staff (Rob Konowal and Dan Bevenmgen) andfollowing that meeting we reduced the size of the garage and increased the setback of thenew house away from the water.
Our Environmental Consultant, Eric See, has made two visits to the site and hasprepared the Critical Area Report which is attached.
