Counties with NO MAP are like closed record counties; neither enjoys broad use due to a lack of data availability. Establishment of a broadly used digital parcel map for five years or so will arguably yield comparable accelerated property tax revenue growth enough to easily pay back the initial map production and ongoing maintenance costs.
