Dapitan City lies on the northwestern coast of the island of Mindanao. It is a double wedge-shaped mass of land bounded on the north by the Sulu Sea and linked on the south by the Municipalities of Mutia and La Libertad, on the east by the Municipalities of Sibutad and Rizal, on the west by Dipolog City and the Municipalities of Polanco, Sibutad, La Libertad and Rizal, all of the province of Zamboanga del Norte.

History of Dapitan City, Province of Zamboanga del Norte, Philippines

Dapitan traces its beginnings long before the Spanish conquistadores set foot on the island of Mindanao. Its earliest settlers were the Subanens, a nomadic tribe of Indonesian stock known to have settled and lived along the banks of the river or “suba” out of which their present day tribal identify originated. Fear of pirates taking shelter during foul weather in the natural harbors of Dapitan’s irregular coastlines forced the timid Subanens to move further into the hinterlands.

Early cartographers of the Philippines showed Dapitan’s location in their maps of Mindanao in varying names in which they had known it such as: “Dapito” in Kaerius’ map of 1598, “Dapite” in Dudley’s map of 1646, “Dapyto” in Sanson’s map of 1652, and “Dapitan” in Moll’s map of East Indies 1729 and in Murillo Velarde’s map of 1734.

There are two versions of how Dapitan got its name. One is from Fr. Urdaneta, who called the place “Daquepitan” which was later changed to “Dacpitan” and still later to “Dapitan” because

of the difficulty in pronouncing the former. The second version is derived from the word “Dapit” which means “to invite” in the local Cebuano dialect. This refers to the original group of Boholanos from Panglao, Bohol who were invited by Datu Pagbuaya, the acknowleged founder of the city, to go with him to the “Dakung Yuta”, that is Mindanao, and the settlement they established was called Dapitan. This is the traditional version of how Dapitan got its name.

In various historical reports, there are authentic accounts of trading voyages in the early periods and it is hinted that commercial relations may have been established with Dapitan, already a thriving settlement. It is probable that interaction occurred with the traders and there may have been a mingling of culture.

In addition, the divergent cultures brought by the European invaders, the Americans, the Japanese and the different Visayan groups of settlers in Dapitan which caused the emergence of a distinct culture the present crop of Dapitanons have.

Dapitan was already a thriving settlement when Miguel Lopez de Legaspi arrived in 1595. It is believed that with Legaspi in the expedition were some Agustinian friars who converted the natives to Christianity. Foremost of the converts were Pedro Manooc, son of Pagbuaya, and Manooc’s daughter, Maria Uray.

Even long before the Jesuits were expelled from the Philippines in 1768, they had already established mission stations in Zamboanga, Dapitan, Iligan and Butuan. Outside of these strategic beachheads, however, the whole Mindanao hinterlands remained untouched by the Cross. The permanent Dapitan mission was founded in 1629 headed by a Jesuit missionary, Father Pedro Gutierrez.

It was only after the establishment of the Jesuit mission that a strong and stable form of government was finally erected. The Spanish authorities adopted the local form of government that was already existing but placed the officials under the absolute control of the Spanish government. The settlement came to be known as the “pueblo”, and its head variously called either “Datu”, “Capitan” or “Cabeza de Barangay”.

The politico-military commandancia of Dapitan until the end of the Spanish domination in 1898 was still dependent on Misamis. It was only during the revolutionary period that Dapitan became an integral part of the Filipino forces in Zamboanga.

During the American occupation, Dapitan continued to be a part of Zamboanga, one of the two districts comprising the Provincia Mora. Dapitan remained a part of Zamboanga province until 1952 when it was divided into two provinces, Zamboanga del Norte and Zamboanga del Sur.

The first election for the Provincial Governor of Zamboanga took place in 1922. Atty. Florentino Saguin, a Dapitanon, won over two opponents who were leading citizens and political veterans of Zamboanga City. In the second regular election in 1925, another Dapitanon, Don Jose Aseniero, was elected governor of the province.

From a small town replete with history, Dapitan took a giant step forward and became a chartered city by virtue of Republic Act No. 3811 which was signed by then President Diosdado Macapagal on 22 June 1963, thus becoming the first city in the Province of Zamboanga del Norte. It is officially known as the “Shrine City of the Philippines”. It is one of the four cities of Region IX (Map 1) these are Zamboanga City, Pagadian City, and Dipolog City. Today, it is at the threshold of finding its rightful place in the global village.

While the Rizal Shrine is continuously attracting both domestic and foreign tourist, the City is an attraction by itself. Concrete and well paved roads, stretching to the coastal barangays in the north and towards the interior barangays have turned it into a showcase of beauty and cleanliness. The Dapitan Bay with its expanse of clean beaches is also a constant attraction to tourists.

Here lies the greatest potential of the City with respect to the Region and the regional economy. Its value in the tourism industry cannot be overstated and with proper support from the national leadership, this potential can still prove to be the triggering device towards development.

Saint James Church

A lasting heritage and symbol of Christianization of the region and locality. Built in 1871, in honor of St. James the Greater – Dapitan’s parton saint; The second church in Dapitan-the first one was constructed between the years 1631-

1767; The design and exterior walls which is more than a meter thick are original except for the

finishing; The altars and interiors had undergone several renovations; A priceless heritage piped organ that bears a year marking “1827” can be found at the

choir loft. It was brought to Dapitan in 1864 by the Augustinian Recollect Father. It is a German made with European pipes and a manual pump.

There is a historical spot where Rizal stood while hearing mass on Sundays during his exile in Dapitan from July 17, 1892 to July 31, 1896;

The Jesuits missionaries stayed in Dapitan for about 221 years {1629/1631-1767} and {1864-late 1940’s};

The Recollect priests stayed in Dapitan also for about 96 years {1768-1864}; In 1944, Japanese soldiers used this church as a resting/sleeping area for about five (5)

days.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

Rizal Shrine o Philippine National Hero Dr. Jose P. Rizal spent his last four years in exile in

Dapitan. His original estate here has been declared a national shrine and is being administered by the National Historical Institute. Hence, the city monicker, "Shrine City of the Philippines." By the year 2020, Dapitan is poised to become the Dr. Jose Rizal Heritage Center of the Philippines, owing to the wealth of Rizal memorabilia and memorable places associated with the hero.

Dapitan City Plaza o Occupying an area of more or less one hectare (2.711 acres), the Dapitan City

Plaza was developed and beautified by Dr. Jose Rizal, the Philippines' National Hero, with the assistance of Gov. Carcinero. His plan had been to make it comparable to the plazas he had seen in Europe.

Relief Map of Mindanao o Across St. James Church is found a huge map of Mindanao, resting on a total land

area of roughly 900 square meters. It was done by Philippine National Hero Dr. Jose Rizal. He intended it as a motivating device for teaching history and geography to the townsfolk.

The Aqueduct o It is a reservoir that had also served as a good water system. Bamboo tubes were

used to connect the diversion canal to the kitchen and lavatory. The original dam still exists today.

Casa Redonda o It is an octagonal dwelling that served as the quarters for Dr. Jose Rizal's pupils.

Later converted to a clinic, it was here that George Tauter, the foster father of Josephine Bracken, had his eye operation.

Casa Cuadrada o It is the main house that served as the residence of Dr. Jose Rizal together with

members of his family, who came to visit him every so often. It has been faithfully reconstructed using its original light native materials.

Casa Redonda Pequeña o It is a hexagonal structure that had served as a chicken house during Dr. Jose

Rizal's stay in Dapitan.

Casitas Hospitales o Two of these structures were originally intended as tea houses but Dr. Jose Rizal

converted them into clinics to accommodate patients from far-flung municipalities.

Mi Retiro Rock o A naturally heart-shaped rock, it is so called because it was where Dr. Jose Rizal

had scribed the beautiful verses of his poems, "Mi Retiro" and "Himno a Talisay." It is also known as Batong Lumayag as it appears to be afloat during high tide. Presently, it lies within an artificial lagoon.

Amphitheater o It is an open-air auditorium with a seating capacity of 500, which was constructed

beyond the Mi Retiro Rock. Dakak Park and Beach Resort (world-renowned five star resort)

o One of the developed beach resorts with complete accommodation facilities. Located at Dakak, Batangay Taquilon, about 9 kilometers from the city proper. The resort is ideally situated in a natural cane of pure sand. Facilities include quite a number of cottages, aquacycles, swimming pools, hobbicats, surf board for windsurfing, a disco house, tennis court, bowling alleys, billiard, horseback riding and a nice chapel. EVENTSJune 22 - Dapitan City Charter Day Pageantry deriving from colorful religious, cultural and enthronement rites culminating in the exchange of goodwill among traders and local folk.

June 12 -July 25 Kinabayo Festival Traditionally, this festival is a re-enactment of the Battle of Covadonga, where the Spanish forces under Pelagio took their last stand against the Saracens and were only able to reverse the tide of war with the miraculous apparition of St. James, the Greater. The annual revelry is on its 2nd year only, but it promises to become a popular, exotic, and colorful attraction, which will lure thousands of visitors to the city.

June 24 -"Sinulog" A dance profession in honor of the City's patron saint, St. James the great, It is an expression of prayer and thanksgiving. Eye-dazzling costumes of devotees, unison shouts of "Viva Senor! with solid resonance of drums and lively bands make Sinulog colorful, exciting and memorable.

June 25 - City Annual Fiesta Preceded with a nine-day novena and highlighted with a celebrated mass at the Church. Colorful bindings adorned the streets and the residents hospitality is at its peak. Visitors treated to banquet of Spanish, Chinese, Filipino and the famous Crustacean dishes of Dapitan.

Inauguration of P71-M bridge in Zamboanga del NorteDapitan City, Zamboanga del Norte (19 May 2010)President Gloria Macapagal Arroyo inaugurated today the 88-meter Opao Bridge in barangay Opao here that would connect Regions nine and ten.

The President said the P71-million bridge, which received funding from the British government's bridge program, will also make the transport of people and goods from Mindanao via the "roll on roll off" (RORO) station in Dapitan to Luzon and Visayas cheaper and faster.

After leading the unveiling of the project marker and the inaugural drive, thru, the President talked to Dianna Mae "Yan Yan" Diao and Alejandrino Andein Jumel, who both benefited from the construction of the bridge.

Diao, an incoming high school senior and a resident of Rizal, Zamboanga del Norte, said the bridge will shorten her traveling time to and from school.

Jumel, a Barangay Opao resident who used to earn P2,000 pesos a month, now earns double as a construction worker.

In her nine year term, President Arroyo has poured P19 billion in building infrastructure projects in the region, which has resulted in the removal of Zamboanga Del Norte from the country's top ten poorest provinces.

The President was received by Dipolog Gov. Rolando Yebes, Reps. Cecila Carreon and Cesar Jalosjos, and Dapitan mayor Dominador Jalosjos Jr.

PPA integrates Dapitan Baseport to Southern Mindanao Dapitan City (14 October) -- Philippine Ports Authority Port District Office-Southern Mindanao (PPA PDO-SoMin) observed here the inauguration of its newest family member: the Port Management Office (PMO)-Dapitan in formal rites held at the Dakak Park and Beach Resort on September 30, 2009.

With the program dubbed as "PMO-Dapitan-Gearing Up for a New Beginning", the inauguration also doubled as a turnover ceremony for the transfer of its jurisdiction to PDO-SoMin which is based in Davao City from formerly being part of the PDO-Northern Mindanao (NoMin) located in Cagayan de Oro City. Dapitan used to be a terminal port under the PMO-Ozamiz which is part of the territory of NoMin.

PDO-SoMin Port District Manager Abdussabor Sawadjaan revealed that what the guests witnessed was a symbolical gesture to formalize both the launching of Dapitan as a PMO and its turnover to the SoMin area of responsibility. He stressed that a working relationship with SoMin has already been in place since 2008. In fact, the newly-created PMO was already included in SoMin's 2010 Annual Plans and Programs budget deliberation held earlier on September 23-24, 2009 in Davao City.

Now officially functioning as a PMO, Sawadjaan added, Dapitan would be the fifth constituent of the major PMOs of SoMin, namely, Cotabato, Davao, General Santos and Zamboanga which are also called as baseports of the PPA Port System. It will also wield greater influence as its maritime territory and administrative scope expands. As such, more port infrastructure projects and funding will be poured in by the Authority for its holistic development.

Among the local officials present during the ceremonies were Zamboanga del Norte Provincial Board Member Atty. Edgar Baguio and Dapitan City Vice Mayor Patri Bajamunde-Chan. PDO-NoMin was represented by Management Services Division Manager Lolita Cabanlet and PMO-Ozamiz Port Manager Noeme Calderon.

Dapitan was upgraded into a PMO from its Terminal Management Office (TMO) status through a Department of Budget and Management (DBM) Memorandum Order No. 2008-D00742R in July 28, 2008 approved by no less than the President Gloria Macapagal-Arroyo. PPA issued Special Orders No. 2009-128 and 2009-310 for its transfer to the SoMin District to heed stakeholders' request citing better coordination with the rest of the Zamboanga Peninsula ports and terminals. The transfer was also endorsed by the Regional Development Council-IX.

PMO-Dapitan evolved from being a terminal also known as Pulawan Port from the vernacular "pulaw", meaning to stay awake even during the wee hours of the night since its location has been customarily known having a prominent lighthouse to guide sailors in transit.

It is hugely popular as a heritage destination due to its historical links with the Philippine national hero Dr. Jose Rizal's four-year exile there in the 18th century from 1892 to 1896. Its city government still retains the memorabilias and authentic pieces in its museums and landmarks of the said period, hence, the continuous influx of both foreign and local tourists.

At present, Dapitan baseport is a viable conduit of the Strong Republic Nautical Highway (SRNH) using the Road Roll On-Roll Off (Ro-Ro) Transport System (RRTS). It serves as the last leg of the Western Nautical Highway which connects seven other local routes from Luzon, Visayas and Mindanao, and vice versa, namely: 1) Batangas City; 2) Calapan City, Oriental Mindoro; 3) Roxas, Occidental Mindoro; 4) Caticlan, Aklan; 5) IloIlo City; 6) Bacolod City and; Dumaguete City, Negros Oriental. As such, it offers more affordable sea transport with the least

possible time involved – a maximum of four hours for each stopover, thereby also ushering in brisk domestic trade and commerce.

There is a daily trip from Dapitan City to Dumaguete City in the Visayas island which actually takes only one hour via fastcraft leaving at 12:00 noon. There are five other daily trips to the same city using Ro-Ro vessels with conventional speeds starting at 8:00 a.m. up to 8:30 p.m. Dapitan's proximity to other city-destinations such as Dipolog, Ozamiz, Pagadian and Zamboanga as well as the towns of Ipil, Malangas and Margosatubig also makes it an excellent alternative route for those who wish to maximize sea travel and inland adventures.

SoMin's newest PMO is currently headed by Acting Port manager Atty. Roger Asprer, who together with nine (9) regular staff, also supervises the terminal ports of Liloy and Sindangan - both in Zamboanga del Norte Province, the municipal ports of Roxas, Sta. Maria in Siocon municipality and Galas in Dipolog City, and two registered private ports.
