The information contained in this Addendum replaces a portion of the information contained in the originally issued Construction Contract Drawings and answers questions about the project in written response. The addendum is made up of two pdf files, Addendum 3 part A and Addendum 3 part B. Addendum 3 part A pdf file contains the replaced drawing sheets and the Addendum 3 part B pdf file contains all other information provided in the addendum. Both PDFs are available for download on the City website. The replacement of plan sheets are limited to sheets listed below. All bidders shall acknowledge this Addendum No. 3 by completing Article 8.0 provided in the bid specifications in Volume 1 regarding addendums and listing all addendums received, signing and returning the form with the bid documents to verify receipt. Questions and Responses:

Question No. 1: Reference is made in specification section 321313 to color concrete. Please verify what color we are supposed to use for the bid.

Response: This section is for concrete paving and no concrete paving is required to be color.

Question No. 2: Countertops indicate plastic laminate. However we have not been able to identify the material to be used for vanity tops. Please clarify.

Response: The vanity tops in the restrooms will also be plastic laminate.

Question No. 3: Where does the price for decorative metal fence and gates belong

Response: The site landscaping portion shall include all fencing and gate costs.

Question No. 4: How should allowances be considered in addition or part of the plans?

Response: The allowances should be held at values provided in specifications and be considered additional to the work shown on the bid plan sheets.

Question No. 5: Are dynamic or static pile tests required or both?

Response: Only dynamic pile tests will be required.

Question No. 6: Please provide Davis Bacon Wage Rates.

Response: The wage rates are included below.

Question No. 7: Please clarify what type of mooring piles are required, what kind of finishing cap and what kind of rope holder.

Response: Please see updated plan sheets per Addendum 2 and 3.

Question No. 8: An adjustable platform is shown on drawing M-111. Do you have any details for this platform? Dimensions, details, and quality are needed in order to include these platforms in our bid. Please provide.

Response: Please see updated plan sheets per Addendum 2 and 3

Question No. 9: Drawings have notes for aluminum handrails. Specifications mention steel. Please clarify what are the handrails made out of and if aluminum is it going to be powder coated finish and if steel is it hot dip galvanized.

Response: All gangways and handrails associated with the floating docks are standard aluminum gangways and handrails. No steel is proposed.

Question No. 10: Are “semi rigid bolted connections” required or can a proven “.600 Dia grade 270 ksi ASTM A416 prestressing strand, greased and extruded in 40 mil sheating meeting the requirements of the PTI unbounded tendon specifications” be substituted?

Response: If bolted connections are proposed for the floating docks they must meet the specifications listed. However, alternative floating dock systems can be submitted with the bid as long as the engineering calculations can meet the storm surge and wind load requirements.

Question No. 11: Does the City of Dania Beach logo need to be stamped on the concrete or can a time with the cities logo be imbedded? Is one available for inspection?

Response: The City of Dania Beach Logo must be stamped concrete and must be able to be replaced without having to replace the entire section of dock. The logo is stamped concrete with the logo colors and the diameter is 4 feet. There is not one available for inspection.

Question No. 12: Us a Polyurethane Coating acceptable as a bottom coating?

Response: No, only concrete.

Question No. 13: Is the HDPE fender to be a true 4” x 6” or nominal 4x6 (3 ½” x 5 ½”)?

Response: The manufacturer must be specified with the fender specification provided and this must be 4” x 6”.

Question No. 14: “No cracked concrete floating section will be accepted at time of delivery.” What is defined as a crack?

Response: Any floating dock section that is delivered with cracks in the concrete on the deck or pontoon will be rejected at the discretion of the Engineer and Owner.

Question No. 15: Pile guides call for pads, are rolls an acceptable substitution?

Response: Yes

Question No. 16: Liquidated damages in the contract calls for 1/10 of 1% of the contract value. When they say “contract value”, do they mean overall total contract value or just our contract value for our bid?

Response: This is for the total contract value.

Question No. 17: What does maintenance warranty all entail?

Response: Please review specifications.

Question No. 18: Cast-In-Place concrete for seawall. Drawing S-01. Please clarify if Class IV concrete should have additives such as silica fume or corrosion inhibitor.

Response: Yes. Please see revised sheet S-01 in Addendum 3.

Question No. 19: Please clarify if a FDOT Certified Plant could be used as precast supplier or if any other kind of certification (PCI Certification) is needed for precast suppliers.

Response: Please follow FDOT specification in this regard.

Question No. 20: Please clarify if a pile test program is required for the 12” sq concrete piles located at the seawall.

Response: Yes. Please see revised sheet S-01 in Addendum 3.

Question No. 21: Please clarify bid length for 12” sq concrete piles located at the seawall.

Response: Please see revised sheet S-01 in Addendum 3.

Question No. 22: The revised dock specification section 329700, 1.02 – D, states that “the foam core shall be encapsulated by concrete to prevent any contact between the foam and seawater and protect it from damage.” A common coating for the bottom portion of the foam is Polyeuro MPL-11FR (see attached spec sheet). This coating has been used successfully for many years and in all climates around the world. Will dock manufactures be allowed to continue to use this proven sealant/protective coating if they can provide adequate documentation and case studies to prove it’s effectiveness?

Response: No, only concrete.

Question No. 23. The revised dock specification section 329700, 1.02 – L, states that the stamped city logo shall be 4 feet in circumference, which is 15” in diameter. Should this be 4 feet in diameter?

Response: The City of Dania Beach Logo must be stamped concrete and must be able to be replaced without having to replace the entire section of dock. The logo is stamped concrete with the logo colors and the diameter is 4 feet. There is not one available for inspection.

Question No. 24: Must the stamped logo be in full color, or is it just to be a stamping in the concrete decking with no color?

Response: The City of Dania Beach Logo must be stamped concrete and must be able to be replaced without having to replace the entire section of dock. The logo is stamped concrete with the logo colors and the diameter is 4 feet. There is not one available for inspection.

Question No. 25: Addendum #2, page 2, Item 17: Please clarify, no “Equipment Mounting Rack”

Response: Please review all electrical sheets beginning with ES. All ES sheets were revised in Addendum 2 and sheets ES-100 and ES-501 were further revised in Addendum 3.

Question No. 26: Addendum #2, page 2, Item 18: Reference notes on Power Pedestal. Revised Sheet M-11 (addendum 1) does not have notes Power Pedestal notes.

Response: Sheet M-11 specifies that the power pedestals are to be Accmar 38 inch or the Eaton Lighthouse SS Model or equivalent alternative. See revised Sheet M-111.

Question No. 27: How is fire pipe to be run along docks.

Response: Per spec section 329700 the docks shall have utility troughs to run required utilities.

Question No. 28: What is phasing of marina work cost.

Response: It is the intent of the plans to phase the marina work so that 50% of marina operations are in place at all times and that marina parking spaces are down for as little time as possible. For this item please provide the cost that is associated with implementing the phasing that will allow the marina to maintain 50% operation.

Question No. 29: Is an asbestos survey required?

Response: All federal and state requirements shall be followed to perform the construction. All costs to meet these requirements are the responsibility of the contractor.

Question No. 30: Reference is made to detail 4/A103. The detail does not indicate what kind of fascia board is required behind the gutter. Typically there is a metal closure piece by the truss installer and then the fascia board could be Cedar, Spruce, PVC? Please clarify.

Response: Fascia board to be pressure treated 2x8, painted.

Question No. 31: Drawings have notes for aluminum handrails. Specifications mention steel. Please clarify what are the handrails made out of and if aluminum is it going to be powder coated finish and if steel is it hot dip galvanized.

Response: Handrails to be Anodized Aluminum as called out on the drawings and Specification section 05 50 00 paragraph 2.1 F and 2.3 D (Revised per Addendum 2)

Question No. 32: Addendum #2, Page 3, Item 15: Please clarify; if the prime contractor employs a marine

subcontractor for the scope of work pertaining to ‘water or navigational exposure’, that the

marine subcontractor will provide the stated insurances, and in that case, the prime

contractor is not required to provide the stated insurances in addition.

Response: The insurance arrangement must meet Federal Law including but not limited to Jones

ACT and USL&H ACT and the original specifications.

Question No. 33: Under which Bid Item should the renovation work on sheet A-301 be included?

Response: Please include this work with the Dockmaster building in the price summary.

Question No. 34: Addendum 2, Page 5, question/answer #12; Due to the non-specific information available

about permit costs, and in the interest of a fair and level bidding process, can the Owner add

an allowance to the bid sheet for permits?

Response: All permit costs are to be included in mobilization. See addendum 2 regarding

permitting for additional information.

Question No 35: In reference to the seawall pre-cast panels & since this is not a design build project, should all bidders be bidding on a specified panel length, width & depth to be sure pricing is comparable?

Response: The average panel size is 8’ width x 11’ height x 7.5” thick. The approximate total panel area is 15510 square feet.

Question No. 36: In Reference to the coating for the T & G decking and Timber framing.

Section 09 90 00 – Protective Coatings does not have any information on a stain, sealer or paint for wood.

Section 06 13 23 – Heavy Timber calls for a sealer on the beams but does not provide a spec. Section 06 10 00 – Rough Carpentry does not indict any stain, sealer or paint for the wood decking.

Can you specify a coating for each of these project components? Response: T&G decking to receive Cabot, Semi-transparent stain, color to be New Cedar. Timber framing to receive Cabot, Solid color stain, color to be Frontier. Sheet A-204 (attached) has been revised to show finishes.
