THE SOUTHERN GATEWAY PROJECT
NEED AND PURPOSE Interstate 35E/US 67 carry about 180,000 vehicles per day just south of downtown Dallas on pavement that was first constructed in the 1950s. The proposed Southern Gateway project would rebuild the aging highway from Colorado Boulevard to the I-35E/US 67 split and address the aging pavement, capacity needs and safety improvements of one of Dallas’ major urban arteries. The proposed project would add managed lane and some general purpose lane capacity and smooth out the sharp Zang Blvd. curve. The existing Zang curve is 5 degrees and the proposed curve is 3 degrees to upgrade the deficient geometry. The project would also substantially reduce the ongoing maintenance demands for TxDOT on one of the primary North American Free Trade Agreement (NAFTA) corridors.
The Southern Gateway Project (TSG) was approved during the 83rd Legislature as a possible Public Private Partnership (PPP) project. The potential impacts of the project, hereby referred to as “TSG Managed Lanes Project” would be addressed in an environmental assessment (EA) and would include a section of I-35E within the Dallas Horseshoe (HS) Project. In the future, two separate EAs would be prepared to complete the ultimate TSG configuration, one for the I-35E section south of US 67 and another for the US 67 section.
The TSG ultimate project was previously cleared environmentally as a facility that included HOV lanes. However, in place of the existing and proposed HOV lanes, 1-2 reversible tolled managed lanes would be implemented, which would allow for dynamic tolling of both HOV and single occupancy vehicles.

I-35E | COLORADO BLVD. TO I-35E/US 67 SPLIT – Full reconstr. to ultimate config. including change of 1 existing reversible HOV lane to 2 reversible tolled managed lanes and widening of mainlanes in select locations from 8 to 10 lanes and non continuous frontage road from the split to Beckley/12th.

US 67 | I-20 TO I-35E/US 67 SPLIT – Reconstruction to change existing 1 concurrent HOV lane to 2 reversible tolled managed lanes within the median.
