REPRESENTATIVE PROJECT EXPERIENCE Featured Project Descriptions Fredericton-Moncton Highway Project Toll Highway (FMHP) Project Name: Fredericton-Moncton Highway Project (FMHP) Project Location: Trans-Canada Highway between Fredericton and Moncton, New Brunswick Value: $585 million Status: Completed Description: The first P3 highway project in New Brunswick.

It consists of 195 km of four-lane divided Trans-Canada Highway (Route 2) and approximately 12 km of four-lane divided highway connectors (Routes 1, 7, 8). There are 21 interchanges (15 full and 3 partial interchanges along with 3 high-speed connecting interchanges to other major highways) and over 100 structures on the facility including 73 bridges (Saint John River bridge and Jemseg River bridge, each approximately 1 km long) and numerous large pipe arch culverts, and wildlife passages under the highway. Four maintenance depots located along the highway corridor serve as the bases of highway operations and were also constructed as part of the highway design-build project.

During the third season of the highway construction, a change in the Provincial policy prompted the removal of toll collection on the FMHP. This resulted in removal of all tolling infrastructure constructed up to that point in time, including several tolling plazas and support facilities.

New Brunswick Route 1 Gateway Project (R1GP) Project Name: New Brunswick Route 1 Gateway Project (R1GP) Project Location: Route 1 Highway between USA/Canada border in St. Stephen and the Route 1/Route 2 connector in

River Glade, NB Value: $540 million Status: Completed Description: The third P3 highway project in New Brunswick.

The R1GP consists of the design-build of 59 km of new main four-lane highway, 5 new or modifications to existing interchanges and associated crossing roads and numerous access roads, and selected upgrades along the existing four-lane sections of Route 1. The R1GP crosses through three groundwater wellfield sources, has over 180 watercourse crossings, 34 new bridge structures (11 river crossings and 23 grade separations (8 major river crossings under NWPA)), replacement of 2 bridge structures and widening of 1 existing structure, over 250 culverts of various shapes and sizes, over 100 km of wildlife fencing and several wildlife passages under the highway.

A previously unknown archaeological site was discovered in one of the design-build sections after the start of construction. The archaeological site was determined to be Paleoindian age (approximately 11,000 years old) and is one of the oldest sites in Northeastern North America. Given the significance of the find and the length of time that would be required to adequately investigate and mitigate construction impacts to the site, avoidance was recommended and alternative alignments had to be considered. This resulted in realigning approximately 3 km of the highway approximately 200 m north of the original alignment.

Role (Environmental Coordinator-Senior Environmental Management Specialist for Dexter Construction Company Limited – Construction Phase):

Identification and acquisition of all environmental Approvals, Authorizations, Permits, Permissions, and Licences required for development of 26 Ancillary Project Sites (off-ROW) and acquisition of NWPA Approvals for 3 water crossings (bridge construction, demolition, or modification) (42 AAPPLs); retained and managed consultants and/or conducted field work for collection of environmental baseline information (watercourses, wetlands, species at risk, archaeological resources) required to support AAPPL applications; identification and communication of anticipated schedule for acquisition of various AAPPL to Environmental Manager and Construction Managers for coordination with construction schedule; distribution and communication of regulatory requirements/terms and conditions associated with each AAPPL, and environmental concerns/issues associated with respective sites to R1GP Environmental Management Team and Construction Managers; provided ongoing liaison with regulatory agencies during acquisition and maintenance phases of AAPPL in order to expedite issuance of AAPPLs, and to ensure required maintenance of AAPPLs; participated in R1GP Regulatory Liaison Committee (Deputy Co-Chair) to facilitate coordination and management of environmental and regulatory requirements; conducted meetings/discussions with property owners (private and Crown Lands), representatives of municipalities, and District Planning Commission representatives to identify/manage concerns/issues related to proposed land-use at Ancillary Project Sites; conducted meetings/discussions/negotiations with regulators and prepared submissions for reduction and/or release from previously imposed environmental requirements that became obsolete due to changes in project scope of work; identified and communicated site rehabilitation requirements for Ancillary Project Sites to Environmental Management Team and Construction Managers; identified and compiled register for R1GP archaeological monitoring requirements and monitor status to ensure compliance with regulatory requirements; identified and compiled register for R1GP environmental monitoring and reporting requirements and monitored status to ensure compliance with regulatory requirements; liaised with R1GP Departments, New Brunswick Department of Environment and Local Government, and Ducks Unlimited Canada for development of Wetland Compensation Plan for R1GP Ancillary Project Sites; developed and implemented Design-Build Phase R1GP Wetland Monitoring Plan; prepared

Barakah Nuclear Power Plant Project (Units 1-4) Project Name: Barakah Nuclear Power Plant Project (Units 1-4) Project Location: Located at Barakah in Al Gharbia Region of Abu Dhabi Emirate, United Arab Emirates – approximately 75

km from Saudi Arabia border and approximately 270 km WSW of the City of Abu Dhabi Value: US $20 billion Status: Ongoing Description: This is the first nuclear power plant construction project on the Arabian Peninsula, and it is currently the

largest nuclear power plant construction project in the world, with four 1,400 MW nuclear power plants concurrently under construction. In addition to the Prime Contractor, there are 70 subcontractors conducting construction works onsite. The work force onsite is approximately 20,000. Construction and commissioning works are being conducted primarily under the regulations of the Environment Agency Abu Dhabi and the Federal Authority for Nuclear Regulation.

The project site covers a land area of approximately 13 km2 along approximate 8.3 km of marine

coastline. The project is complex and site construction works include temporary and permanent infrastructure and marine and land-based construction activities.

Temporary Infrastructure consists of construction workforce housing and living accommodations;

construction utilities; transportation; construction/haul roads; construction materials lay-down and staging areas; concrete batch plants and ice plant; concrete bulk materials storage; hazardous material and fuel storage facilities; construction buildings; sanitary waste management facilities (13 sewage treatment plants); construction waste management facilities; construction security facilities; vehicle parking; training facilities; inland dike area for dredge spoil management/disposal; coffer dam structures for intake and discharge channels; and temporary wharf/barge docking facility.

Permanent Infrastructure consists of nuclear building for each unit (including nuclear reactor, nuclear

steam generator, new and spent fuel handling, heat removal and support systems and equipment); turbine building for each unit (including turbine, generator and supporting systems, structures and components); power transmission system (including switchyard, connecting circuits); seawater cooling system (intake and discharge structures); seawater by-pass pump house; transportation (onsite); utilities (onsite); maintenance facilities; petroleum fuel storage; administration facilities; emergency services facilities; security facilities (perimeter fencing and physical protection system); waste management facility; landscaping and irrigation system; training facilities; permanent wharf/barge docking facility; navigation channel.

The intake and discharge channel works consist of breakwaters, revetments, and dredging. The

dredging/excavation works removed approximately 10,300,000 m3 of materials for the intake channel and 2,500,000 m3 of materials for the discharge channel. The total length of breakwaters constructed is approximately 15 km, of which the intake channel breakwater is approximately 8.1 km long and the discharge channel breakwater is approximately 4.6 km long. The navigation channel is approximately 2.4 km long and required the dredging of approximately 1,400,000 m3 of materials.
