SPECIFICATIONSFOR

1000 GALLON PRESSURE BITUMINOUS DISTRIBUTOR AND TRUCK

The following specifications and dimensions shall apply to purchases of 1000 GALLON PRESSURE BITUMINOUS DISTRIBUTOR AND TRUCK for the Kansas Department of Transportation. The State reserves the right to waive minor technicalities under this specification. Federal and State laws supersede any conflicting part of this specification.

The unit shall be a current model, new and unused, under standard production by the manufacturer, and of which parts are stocked at one or more locations in Kansas or Greater Kansas City. All parts utilized on the unit shall be new and unused.

The bidder agrees, if his proposal is accepted, to guarantee the design, material and workmanship of the unit bid according to the standard factory warranty, or for one year, whichever is greater. A copy of the warranty shall accompany the bid. Warranty coverage shall include costs of transporting the unit to and from dealer's shop, when outside a 150 mile radius of the delivery point.

Complete specifications and literature on the unit bid shall accompany the bid. Any exceptions to these specifications shall be indicated on the bid or on a separate attachment to the bid, labeled as such.

Any "or equal" or "equivalent" items for brand specified components shall be listed with the bid package. Complete description and literature on the "or equal" components shall be supplied for consideration by the KDOT. The burden of proof regarding "or equal" items will be upon the vendor.

PRE-DELIVERY SERVICE: The unit shall be delivered complete and fully operational. It shall be properly serviced, free of leaks, and all mechanical adjustments made prior to delivery. A minimum of three days notice prior to delivery shall be given to the person to whom the unit is to be shipped.

TECHNICAL SERVICE: The services of a competent technician, thoroughly trained in the use, operation and servicing of the unit, shall be furnished for a minimum period of one working day for each delivery point. The technician shall instruct the KDOT personnel in the proper use, safety, operation and preventive maintenance of the unit and to test the unit for satisfactory performance. This instruction shall be performed on a date to be agreed upon by the District Engineer.

PRINTED MANUALS: One shop manual, parts manual, wiring diagram, and operators manual shall be supplied with each unit, with one additional set of each manual supplied to each delivery point. The manuals shall fully and clearly cover all components of the unit, including motors, drive systems, and attachments. Shop manual shall explain, in detail, procedures for overhauling the engine, transmission and differential.

_____________ _____________ The tank shall contain a flanged surge plate and shall be completely insulated with insulation equal to or exceeding 2" of 1 pound density fiber-glass and a minimum of 20 gauge aluminum jacket.

_____________ _____________ The manhole shall be mounted in the center or in the front half (opposite end from burners) of the tank and be a minimum 18" diameter round opening complete with strainer and quick opening hinged lid with gasket. If material is strained prior to reaching pump, no strainer is required.

_____________ _____________ A 2" minimum diameter dial type temperature indicator shall be mounted to indicate the temperature of the hottest portion of the oil, capable of reading 50 to 500 F, accurate to within 10 degrees.

_____________ _____________ The tank shall be provided with a 3" overflow above the top of the tank and draining through bottom of tank, in such a location as to clear all chassis members and to remove all overflow material.

_____________ _____________ The tank shall contain a easily accessible gravity draw-off cock for bucket filling, a float-type dial gauge capable of registering the amount of fluid in the tank at all levels which is mounted to be readable from operators platform, and a measuring stick, both to be graduated in a minimum of 50 gallon increments.

TANK (Continued):

_____________ _____________ A ladder shall be permanently installed to provide safe and easy access to the manhole from the ground. The first rung on the ladder shall not be more than 2'0" from ground level. A folding or retractable ladder is acceptable.

_____________ _____________ The asphalt circulating piping system inside the tank shall be so located as to discharge the return asphalt in bottom of the tank.

_____________ _____________ The suction piping system shall draw asphalt from the bottom of the tank at the drainage sump to provide for complete usage of asphalt.

_____________ _____________ The valving controls shall be outside the tank with all openings sealed.

HEATING UNITS:

_____________ _____________ The heating units shall be two, high pressure, electrically driven fuel oil burners with thermostatic controls, auto ignition, outfire protection and push button ignition.  Capacity of 428,660 BTU per hour per burner 857,320 BTU TOTAL

____________ _____________ The burners shall be equipped with the necessary regulator and valves, with the regulator mounted as far from the burner as practical, and the burners mounted at the rear end of the tank in such a manner that they fire directly into two, 8" minimum, return type heating flues made from heat resisting tubing and stainless steel external exhaust stacks (or stack with divider) with hinged covers that close the flue opening when the burners are not firing. 8" flues reduced to 6" are acceptable.

HEATING UNITS (Continued):

_____________ _____________ Decals or placards shall be installed, in a conspicuous location near the burners, regulator and valves, giving burner operation and safety information.

_____________ _____________ Thermostatically controlled 220 volt single phase electric heat strips shall be installed in the tank belly maintaining liquid asphalt temperatures at up to 150 degrees Fahrenheit overnight or over a weekend with an ambient temperature of 50 degrees. The heater elements shall be installed so as to be removable from without the need to drain the tank or disconnect fluid lines.

FLUSH TANK:

_____________ _____________ The tank shall have a 20 gallon minimum capacity and shall be separate from fuel oil tank supplying diesel burner.

_____________ _____________ The tank shall have a manual valve for filling containers.

_____________ _____________ A 3/8" line with shut-off cocks (one shut-off at the tank and one at the pump) shall be installed from the tank to the bituminous pump for flushing and cleaning.

_____________ _____________ The shut-off at the pump shall be accessible from outside the pump housing and the tank shall be located to allow for cleaning of the pump, distributing lines, and spray bar quickly and thoroughly.

_____________ _____________ A wash down system shall be included and shall consist of a pump, spray wand, and be tied into a flush tank.

BITUMINOUS PUMP:

_____________ _____________ The pump shall be capable of handling all types of asphalt, including emulsions.

BITUMINOUS PUMP (Continued):

_____________ _____________ The pump shall contain a relief valve in pump head (not required if compensating pressure regulating system is furnished) permitting circulating of material in pump when valves are closed.

_____________ _____________ The pump shall be equipped with a pump digital tachometer showing pump output in gallons per minute, mounted within easy access of driver and at rear controls.

_____________ _____________ A removable cone screen shall be installed in the suction line ahead of the pump.

CONTROLLER:

_____________ _____________ When in the "MANUAL" mode, the controller shall be capable of controlling the asphalt pump speed and direction (forward or reverse). A non reversible type pump is acceptable as long as there is some method of sucking the asphalt back into the tank.

POWER UNIT:_____________ _____________ The bituminous pump shall be driven by a constant

displacement, high torque hydraulic motor capable of driving the pump at its rated flow capacity and pressure.

_____________ _____________ Hydraulic pump shall be crankshaft driven.

_____________ _____________ An infinitely variable displacement hydraulic pump, appropriately sized, shall be installed.

_____________ _____________ The entire unit shall be capable of operating speeds up to 2,800 rpm and temperatures up to 200F, with a high temperature warning indicator in the cab.

_____________ _____________ The hydraulic motor shall have internal valving and shall be fitted with a relief valve.

_____________ _____________ The hydraulic system shall contain a minimum of a 20 gallon fluid reservoir containing an internal baffle, a filter screen in the filler opening, tank vent, filler cap, fluid level check gauge, a thermometer and a drain plug in the bottom.

_____________ _____________ A hydraulic oil filter shall be installed in the suction line to the reservoir or in hydrostatic charge pressure line and shall contain a 10 micron replaceable filter element, and a gauge for indicating the condition of the filter.

_____________ _____________ The filter shall be mounted on the truck frame where it can be easily serviced and the oil will not drain out of the reservoir when changing the filter.

_____________ _____________ All plumbing and controls which will provide a constant bituminous application rate regardless of truck or engine speed and will provide protection from damage to all components shall be installed.

in adjustable sections to provide uniform application with any length up to 14 feet, with both lateral and vertical movement to provide various spraying widths and heights, with instant start, cutoff, no drip feature and an impact relieving feature.

_____________ _____________ Each nozzle or pair of nozzles shall have a shut-off valve and shall be standard V-jet nozzles with a slot opening of 1/8".

_____________ _____________ The distributor air system shall include a separate air tank with check valve set at 80 pounds to prevent loss of truck chassis air.

_____________ _____________ The spray bar sections are to be easily folded and locked firmly in folded position within distributor width providing for positive protection when traveling.

PIPING AND VALVES:

Lubricated leakless type valves must be arranged in the piping so that operations can be performed as follows:

_____________ _____________ 4. Spray from tank through hand spray bar, or full circulating bar. Spray through full circulating spray bar at a constant application rate, regardless of truck speed, and automatically return to bar circulation mode when spray nozzles are closed.

A cross reference list to a common (Fram, Baldwin, Wix, etc) replacement filter must be provided for each delivery point at time of delivery. Failure to provide cross reference list may result in retention of 5 percent of total bid.

SERVICEABILITY:

_____________ _____________ Major engine tune-ups and valve adjustments must be performed without requiring removal of engine from its mounts, jacking up cab, or removing any structural members of the chassis.

_____________ _____________ In cab accessories, auxiliary panels and wiring shall

not restrict access through the engine doghouse and cab side inspection panels, nor shall they have to be removed for access.

ELECTRICAL SYSTEM:

_____________ _____________ The unit shall be equipped with a three battery, 12 volt, maintenance free, heavy-duty battery system. To be 95 amp-hr, minimum, with a minimum of 1,950 cold cranking amps at 0° F.

_____________ _____________ The alternator shall be rated at a minimum of 160 amperes at 12 volts. To be a Delco Remy 36 S.I or Leece Neville LBP2203H.

_____________ _____________ The Starter shall be a minimum 12volt Delco 38MT HD/OCP with over crank protection and integrated magnetic switch or approved equal. Any approved equal must include a 3 year warranty.

STEERING:

_____________ _____________ The unit shall be equipped with dual air brake system. All axles shall have outboard drums and dust shields.

_____________ _____________ The system shall have a, minimum, 13.2 C.F.M. air compressor, cab mounted air pressure gauge, air dryer ( Bendix AD-SP, or approved equivalent), and automatic moisture drain valve in air tanks.

_____________ _____________ The system shall comply with all federal regulations.

TIRES AND WHEELS:

_____________ _____________ The unit shall be equipped, as a minimum, with 10 bolt, hub piloted, 5 hand hold, disc-type wheels and steel belted radial tubeless type 10R-22.5, 12 PR, front and dual rear tires.

TRANSMISSION:

_____________ _____________ The transmission shall be an Allison 3500 RDS with 146 programming, auto neutral, load base shifting, PTO provision and prognostics. A fluid temperature gauge mounted in the truck cab connected to outlet port of transmission. The gauge shall read to at least 300° F.

_____________ _____________ The transmission shall be configured for 6 forward speeds and one reverse.

_____________ _____________ The transmission shall be properly filled with synthetic transmission fluid approved for use by Allison.

_____________ _____________ Gear selector shall be located as to not require removal when removing engine doghouse for engine maintenance and service.
