SRINAGAR, Feb 9: Policetoday said eight persons includingfive security personnel wereinjured in two separate road acci-dents in south Kashmir.

A police spokesman said aMaruti car bearing registrationnumber JK12B-8144 and aTavera bearing registration num-ber JK03C-4701 collided nearPetrol Pump at Sangam, resultingin injuries to Gulzar Ahmad Bhat,Nisar Ahmad Hajam and Hafiza."All the injured have been shiftedto Sub District Hospital Bijbeharafor treatment. Police have regis-

tered a case in this regard," hesaid.

The spokesman said a BulletProof mobile Bunker bearing reg-istration number AP112341 of182 Battalion Central ReservePolice Force (CRPF) and a Truckbearing registration numberJK22-3837 collided near Gadooraarea of Pulwama district, resultingin injuries to four CRPF personsand a police constable. "All theinjured were shifted to DistrictHospital Pulwama wherefromthey have been referred to SKIMSSoura for further treatment. Policehave registered a case in thisregard," he added.


JAMMU, Feb 9: Pledging tofight for justice to militancy victimof Panj Saran area of Poonch,Member Legislative Council andsenior BJP leader advocate VibodhGupta has said people of this arearemained worst sufferer of mili-tancy but they are still awaitingjustice. He demanded registrationfor migrants of Poonch -Rajouridistricts so that they can get relief.

Addressing gathering ofProminent citizens at Chandimarharea of Poonch district on Mughalroad, Mr Gupta said that people ofPanj Saran area comprising fromBaflias to Peer Ki Gali and sur-rounding areas were most affecteddue to militancy. He said thatmajority of the people were dis-placed. He said that most of thepeople of this area faced the bruntof untoward situations in the area,however these people were notcompensated. He however saidthat Modi Government has agreedfinancial package of Rs 80000crore in which one component hasbeen kept for relief to Jammu

migrants. He said that when therelief will be issued it will also bedisbursed among migrants ofJammu province.

Gupta however showed hisconcern on the non registration ofmigrants of Poonch Rajouri. Hesaid all migrants and militancyvictims of Poonch -Rajouri dis-tricts are not registered and theydeserved to be in the list for get-ting benefit of relief package. Hesaid that he will project their casewith State and Centre governmentand will try to provide relief tothem.

Terming Chandimarh area asmost fertile in agriculture produc-tion, Vibodh said that the area wasonce known for production of wal-nuts and beans but now the pro-duction has decreased. Heimpressed upon the local farmersto come forward so that the legacyof the area is maintained.

Started on February 1, thetour was organized by CRPFunder Apna Watan Project CAP-2015-16. 25 students under theproject along with two teachers(care takers) from Rajpora con-stituency of Pulwama districtwere sent on tour to Bhopal,Hyderabad & Delhi.

During the tour students vis-ited Taj-ul-Masajid, Badi jheel,Van Vihar Park and RegionalScience Centre in Bhopal. Theyalso met Rama Naresh Yadav,Governor of Madhya Pradesh.

In Hyderabad they visitedChar Minar, Golconda Fort andRamoji Film city while in Delhithey visited India Gate,Parliament House, Qutub Minar,Jamia Masjid, Red Fort and alsotook ride in Delhi Metro.

On the closing ceremony ofthe tour, Neeraj Kumar, DCPulwama, was the chief guest.Vinay Anand Prakash, Comm-andant, 183 Bn CRPF, TejinderSingh, SP Pulwama and othersenior officers of CRPF werealso present.

Jugal Kishore Sharma, whoshared the feedback from differ-ent areas of Jammu-PoonchParliamentary Constituencywith these officials as well assought suggestions from TACmembers, said that the peoplewho have been using the BSNLservices have complaintsagainst it and early steps shouldbe taken to provide best possi-ble services to them.

Jugal Kishore Sharma saidthat although there might be lessproblem in majoy cities but the

people in rural and remote areasare not fully satisfied withBSNL. He said that R.S. Pura,Akhnoor and almost whole dis-tricts of Rajouri and Poonch arebadly hit by the poor perform-ance of mobile and internetservices.

While stressing upon theBSNL officials to take the mat-ter seriously and on priority,Jugal Kishore Sharma assuredthem if they need any extrainfrastructure for meeting theneeds of people, it can be takenup with the Ministry concernedat the Centre. He said any hur-dle in smooth and quality serv-ices to the people should beremoved so that they are notforced to shift to other serviceproviders.

Objective of the meetingwas to evaluate and sort out cer-tain constraints and difficultiesbeing faced in implementationof the SHG - Bank LinkageProgramme and ensure hassle-free promotion of the Scheme inJ&K State. The forum stressed

upon the State Government totake necessary measures toensure that financing throughSHGs and JLGs is adopted as apriority area for inclusivegrowth. The Forum emphasizedthe need for creation of a dedi-cated environment to promoteSHGs and JLGs of targetedindividuals and creation oftraining infrastructure for skillup-gradation of members of theSHGs and JLGs in the State.

All the banks operating inJ&K State and concernedGovernment agencies wereimpressed upon to work in acoordinated manner to imple-ment the SHG-Bank LinkageProgramme in letter and spirit inthe State, so as to encouragemembers of the SHGs to buildrelationship with the banks andother developmental agencies,which will boost their motiva-tion to start their livelihoodsand encourage balanced growth.The forum also emphasized theneed for conducting massawareness programmes bybanks as well as concernedPromoting Agencies, so thathassle-free services are provid-ed to the SHGs/ JLGs.

She said that there is a urgentneed to tackle the stray dog pop-ulation on war footing with moreeffective municipal licensing ofpet dogs and awareness cam-paign for better and responsibledog care and managementpractices are needed. The sheermagnitude and logistics of catch-ing, neutering and releasing ofsuch a huge number of stray

dogs is a big challenge for thesuccessful outcome of the ani-mal birth control programme,she added.

She also said that the rootcause of the problem is uncon-trolled urban waste accumula-tion in public spaces whichneeds to be tackled at the levelof the local Governments.Simultaneously, State authoritiesshould initiate steps to neuter thedog population so that their pres-ence in the streets does not cre-ate panic among the public andthere is no public clamor formass culling.

While speaking on the occa-sion, Director AnimalHusbandry Jammu, Dr S LBhagat said that the objectivebehind organising the workshopis to manage the increasingpopulation of stray dogs and towork out on the modalities totackle with the alarming situa-tion.

Bovines smuggling bidfoiled, 6 arrested


JAMMU, Feb 9: Nagrotapolice foiled bovines smugglingbid by arresting six persons.

As per police sources, onspecific information, a teamfrom Nagrota police station laida naka near Ban Toll Plaza andintercepted a truck bearing reg-istration number JK02AL-2983,Mahindra bearing temporarynumber JMU-6059 and TataMobile having registration num-ber JK02AN-0766.

During checking, police res-cued 17 bovine animals from thevehicles and arrested six personson the spot.

The accused have been iden-tified as Mohammad Hanief, sonof Mohammad Rashid ofRagoora, Sidhra, Abdul Hamid,son of Mohammad Shafi of

Talab Tillo Camp, Gole Gujral,Roshan Din, son of BashirAhmed of Vijaypur, Nazam Ali,son of Dilawer Ali, Ghulam Ali,son of Noora and FaryadAhmed, son of ManzoorAhmed, trio residents ofChanderkot, District Ramban.

They were trying to smugglethe bovines to Valley, but theirbid was foiled by the active copsof Nagrota police.

A case under FIR Number36/16 under Section 188 RPChas been registered at Nagrotapolice station and investigationstarted.

SRINAGAR, Feb 9: Armyorganized a medical camp atSirahom Village of Awantiporain South Kashmir's Pulwamadistrict under the aegis of ChinarCorps.

A defence spokesman saidthe locals of all age groupsturned up in large number to uti-lize the medical services.

"A joint team of six doctorsfrom army and civil administra-tion conducted the camp andrendered medical services to225 males, 175 females and 130children. Medicines were dis-

tributed to the villagers free ofcost. Refreshment and freetransportation was also organ-ised for the population who hadcome from far flung areas," hesaid.

The team of doctors alsoeducated the villagers on health,hygiene and first aid life savingskills, he said, adding that themedical camp received an over-whelming response from localpopulation. "The camp wasaimed at providing medicalfacilities at the door steps ofpeople residing in far flungareas," the defence spokesmanadded.

Spurious drugs in J&K continue unabated: DAK


SRINAGAR, Feb 9: Withtrade of spurious dugs allegedlycontinuing unabated in Jammuand Kashmir, the DoctorsAssoci-ation Kashmir (DAK)today said that nothing is beingdone to curb the menace.

Alarmed by the reports ofwidespread presence of thesedrugs, the president DAK DrNisar-ul-Hassan said State hasturned to be safe bastion for tradein spurious and substandarddrugs. "Every day patients sufferand even die because of thismenace. In a recent report, anantidiabetic drug, Blisto-4MF,manufactured in Jammu wasfound spurious and the quantityof drug was found nil in the sam-

ple taken," he said.The DAK president quoting

another report said three injec-tions, namely Dicloliv, Phener-gram B and Lezon lifted fromSopore and Baramulla, after pub-lic uproar, were declared spuri-ous. "Another antibiotic drug,metronidazole continued its usein Kashmir hospitals for 4months after being declared sub-standard," he said.

SRINAGAR, Feb 9: Policetoday said an abducted girl hailingfrom Handwara area of NorthKashmir's frontier Kupwara dis-trict has been recovered fromDalhousie in Himachal Pradesh.The kidnapper has been arrested.

A police spokesman said on5th of last month it was reportedto it that a minor girl (name with-held) has been abducted byDilawar Ahmad Sheikh. "To thiseffect a case FIR number 07/16was registered in Police StationHandwara and investigation was

taken up," he said.During the investigation, sev-

Victimized poor family goes on hunger strike


MENDHAR, Feb 9:Victimized by the system, a poorand hapless family whose landhas been forcibly grabbed byanother family at Bera village ofMendhar in district Poonch hasgone on hunger strike.

Eight members of the familyheaded by Fazal Hussain, son ofMithu, resident of Bera, reachedat Shahidi Yadgar Mendhar inthe middle of the town and start-ed hunger strike. They kept sit-ting there to lodge their protestagainst the Divisional Administr-ation, Tehsildar and police fortheir failure to provide them jus-tice.

Fazal Hussain claimed that hehad purchased 12 kanal and 9marla land during 1989 underKhasra No. 688 at Bera from oneMohd Din, son of Qadra. Thatfamily later settled at Narian inChingus ( Rajouri) along withson Mohd Shafi. He said thatland was duly got registered inthe Court at Mendhar.

About few months back oneMohd Aziz, relative of Mohd Dinis claiming that land belonged tothem. He with the connivance ofsome lower level Revenue staffbroke their wall and raised twostructures. They moved to NaibTehsildar, Tehsildar and evenSHO for the intervention butnobody helped. That family hasnow raised another structure ontheir land. He said that properland record was produced beforethe Revenue officials. No actionwas taken against the accusedland grabber. He alleged that nosenior official from Mendhar vis-ited them at the dharna site.

DC Poonch, MH Malikwhen contacted said that matterwas not in his knowledge. Maliksaid that he would direct theSDM Mendhar to visit to thedharna site and talk to the family.The DC said that he will askSDM Sher Singh to hold inquiryinto the matter and submit reportwithin two days. He said thatstructures will be removed iffound raised illegally.

JAMMU, Feb 9: A kullahturned into ashes at villageBirla, falling under the jurisdic-tion of RS Pura police station.

As per police sources, aKullah of Bahadur Ali, son ofQasim Din at village Birlacaught fire under mysterious cir-cumstances.

After getting information,police team from RS Pura policestation led by SHO BhushanManhas rushed to the spot andinformed the Department of Fireand Emergency Services.

Amidst controversies overthe role of Governors, PresidentPranab Mukherjee today said allthose who hold Constitutionalpositions should maintain sanc-tity of the Constitution.

“Our nation has grown fromstrength to strength since inde-pendence. It is primarily due toour steadfast adherence to theprinciples enshrined in ourConstitution. It is an enduringdocument that reflects our aspi-rations and the avenues toachieve them, in an inclusivemanner.

“It is incumbent on us allwho hold constitutional posi-tions to maintain the sanctity ofthis sacred text,” Mukherjeesaid inaugurating a two-dayconference of Governors at theRashtrapati Bhavan here.

The President’s call assumessignificance against the back-drop of a raging controversyover the role of Governor J PRajkhowa in Arunachal Pradeshthat led to various developmentsculminating in the imposition ofcentral rule. The issue is alsobeing fought in the SupremeCourt.

Terming as difficult the lastyear that saw terror attacks with“clear external linkages”, hesaid the country has to continue

efforts to resolve all outstandinginternational issues throughpeaceful dialogue and negotia-tions.

“We faced challenges fromthe global economic slowdown,climatic changes, and internaland external security. Stateshaving international borderswere affected by terroristattacks that had clear externallinkages.

“Volatile external securityenvironment makes it incum-bent on us to upgrade ourdefence capabilities. At thesame time, we have to continueour efforts at resolving all out-standing international issuesthrough peaceful dialogue andnegotiations,” the President saidin his inaugural address at theconference attended by 23Governors and Lt Governors ofthe states and union territories.

Mukherjee said India is suf-fering the worst effects ofdrought with two consecutivedeficient monsoons.

“Another dry spell is likelyto impact agricultural produc-tion further. Farmer distress hasto be addressed on a war-foot-ing. The newly-launchedPradhan Mantri Fasal BimaYojana aims at providing effec-tive risk cover to farmers usingtechnology. This and othermeasures to provide relief to

farmers should receive top pri-ority.

“To develop climateresilience, we must task ouragricultural research institutionsto develop drought-proof vari-eties of food grains and otherfood commodities,” he said.

The President said for suc-cessful implementation of gov-ernment’s schemes like Make-in-India, Start-up India, SmartCity Mission and SwachhBharat Mission, these have torun in close partnership withstate governments.

“As the constitutional headsof their respective states,Governors can play an inspira-tional role to ensure their activecooperation,” Mukherjee said.

The President said there areover 320 state public universi-ties and over 140 state privateuniversities. Governors can alsoplay a persuasive role inimproving the quality of educa-tion in these institutions, hesaid.

Dignitaries participating inthe inaugural session of the con-ference included Vice PresidentHamid Ansari, Prime MinisterNarendra Modi, Home MinisterRajnath Singh, External AffairsMinister Sushma Swaraj andNITI Aayog Vice ChairmanArvind Panagariya, among oth-ers. (PTI)
