    CSE Diary for 05.12.2012 Indices continued its volatile path swinging between marginal gains andlosses leading the benchmark index to remain largely unchanged at its closeof 5,232.2 points (down 8.2 points). The S&P SL20 also moved in a similar pattern closing at 2,923.1 points with a 9 point dip. Vallibel One , Peoples Leasing and Aitken Spence Hotel Holdings weighed on the indices positively,whilst Chevron Lubricants , Bukit Darah and Sri Lanka Telecom were amongthe largest negative contributors. Large off-market deals assisted theturnover to cross LKR871 mn. The day registered a net foreign inflow of

    LKR701 mn taking the YTD net inflow to top LKR36.9 bn.

    The bottomed out local investor participation has led the market indices tostagnate, where we expect the market behaviour to remain largelyunchanged with the approaching festive season. Further the lack of clarityprevalent with regard to the direction of market interest rates amidst climbinggovernment borrowings has also disrupted the local investor sentiments.Nevertheless, we remind again to the value seekers that this is an ideal timefor making wise investments into stocks whilst the indices are stagnating as itis proven that equity beats all types of investments over the long term.

    A 5% stake change in Aviva NDB Insurance led the counter to spearheadthe days turnover list with a c.60% contribution. 1.5 mn shares in the counter were seen crossed off during first few minutes of trading at its 52-week highprice of LKR349.0. Following the deal the counter saw its price tumbling downto close at LKR330.0 (down 5.4%).

    Unrelenting foreign accumulation in heavyweight, John Keells Holdings ledthe counter to record two more blocks carrying a total of 500k shares atLKR209.0. Another parcel of c.207.9k shares in the counter was seen taken onboard at LKR210.0. The counter closed with a minute gain at LKR209.3.Interest stayed in National Development Bank as the counter also saw ablock of c.144.9k shares being handled in the market at LKR130.0. Similarlyfew on board deals in Aitken Spence Hotel Holdings led the counter tocreep up the turnover list as it advanced 1.4% at its close of LKR71.0.

    A parcel carrying 3 mn shares in Asiri Surgical Hospital was seen crossed offat LKR9.0 during the day, where another large block of 1mn shares in thecounter was also taken in the market at a similar price. The counter appreciated 5.9% at its close of LKR9.0. Renewed interest was evident in boththe Voting and Non-Voting shares of Ceylon Hospitals driven by few largeon-board trades. Similar interest was visible in ACL Cables .

    Considerable buying pressure was seen in Vallible One amidst several onboard transactions as the counter advanced 3.5% at its close of LKR17.6.Interest was also notable in Access Engineering , Colombo Dockyard andLanka IOC.

    European Stocks Advance Before Economic Data: European stocks rose,sending the Stoxx Europe 600 Index higher for a third day, as investorsawaited reports on American payrolls and euro-area manufacturing. USindex futures and Asian shares also gained. The Stoxx 600 advanced 0.4% to277.28 at 8:05 a.m. in London.

    Sri Lanka expects BOP surplus of USD380mn in 2012: Sri Lanka is expecting a 'balance of payments' surplusof USD380mn in 2012 the latest Central Bank projection said, down from a USD1.25bn projection in May. For2013 the Central Bank is projecting a BOP surplus of USD780 mn, according to a presentation made byCentral Bank Governor Nivard Cabraal to executives of Sri Lanka's finance companies Monday. Foreignreserves can increase steeply if there are reserves are captured and locked by a sell down of Central Bank'sTreasury bill stock preventing the converted rupee proceeds from being spent, either directly by therecipients or others through credit. During the last balance of payments crisis, the Central Bank heldTreasury bill stock rose from almost zero to around LKR240 bn. The Central Bank's Treasury bill stock hasbeen roughly stable at around LKR200 to 220 bn from May until the first week of December and creditgrowth has been positive.

    Sri Lanka finance companies urged to consolidate, no new licenses: Sri Lanka will not issue new financecompany licenses in the next two years but is urging weaker lenders to consolidate with larger strongerones, Central Bank Governor Nivard Cabraal said. "The Monetary Board (the Central Bank's decision-makingbody) has taken a decision not to give new license in the next two three years unless they are absolutelynecessary," Cabraal told a forum of finance company executives in Colombo. " We will encourage mergersand consolidation. Weak companies cannot remain as weak companies. If they are weak they will have to beswallowed by the strong. Or they will have to become strong ." People Leasing Company [PLC : LKR12.4] , SriLanka's largest leasing company was given a finance company license on the condition that it merges with asmaller firm it had taken under its wing. Cabraal said the regulator will assist companies which are still weakto put their house in order.

    Airport taxes to go up by USD10 from January: The Treasury has instructed Sri Lankas Civil AviationAuthority to increase the airport tax by USD 10 from January 1, 2013 and to revise the applicable exchangerate of USD 1 to LKR130. Accordingly, the revised Embarkation Levy to be collected by an airline from eachpassenger leaving Sri Lanka on international flight will be USD25, which is equivalent to LKR3250. The

    Sri Lanka rejects bids for 3-month at auction : Sri Lanka has rejected all bids for 3-month Treasury bills at anauction on Wednesday while 6 and 12 month bill yields rose by one basis point, data released by the statedebt office showed. At this week's auction the yield on 6-month bills rose 01 basis point to 12.10%, and the12-month yield rose 01 basis point to 12.86%. The debt office which is a unit of the Central Bank offeredLKR15bn in bills for roll-over and accepted LKR13.3bn in bids from the market. The rupee has gained againstthe US dollar in the past two days almost two rupees to 128.30 levels. The Central Bank also owns LKR217bnportfolio of stocks and rolling them over does not create new demand. In November the government alsogets tax receipts.

    Car permit prices plunge in secondary market : Prices of permits issued to state workers to buy tax slashedcars have plunged in the secondary market, following the effective legalization of a re-sale process, sourcesfamiliar with the market said. The price of a tax slashed permit for an standard family sized car had fallenfrom about LKR1.5mn to about LKR800,000, according to participants in the market. Many state workersthen sell the permits to others such as businessmen, arbitraging the difference between the tax paid andtax slashed car through an active grey sec ondary market. On paper state workers cannot sell the car forthree years as the motor vehicle registry does not entertain transfers of ownership, but people buy them onan understanding. Last month Sri Lankas rulers suddenly said state workers could sell the cars legally. Butpermit holders say a LKR500,000 fee has to be paid to delete the first owner. "There is also a greater supply of permits now that honest state workers who were reluctant to sell the permits are now prepared to get rid of their permits," an industry analyst said. "This has expanded the supply. The narrower margin of profit hasalso reduced interest in the permits, contributing to the fall in the price."

    Global News Europe stumbles over banking union: As a year-end deadline draws near, European finance ministers failed

    to agree Tuesday on key elements of a plan to establish a common banking regulator, seen as central toEurozone efforts to emerge from the debt crisis. The proposed banking union -- agreed by EU heads of stateat a summit in October -- and the European Central Bank's commitment to buy bonds of troubled Eurozonenations, have been welcomed by investors as bold steps to end the crisis. Any backsliding could unsettleEurope's debt markets after months of relative calm. Ireland was bailed out by the EU after it was forced topump capital into its banking sector, while Spain has been granted funds to keep its banks afloat. Banks inother Eurozone states, including Italy, are facing a further deterioration in asset quality as the recessiongrinds on, undermining capital levels.

    Japan Can End Deflation in Months, Shirakawa Professor Says: Bank of Japan (8301) Governor MasaakiShirakawas former professor said the next head of the central bank could end decades of deflation inmonths by going beyond the current governors very weak efforts. The BOJ should ease until inflation of%or 3% is reached, Koichi Hamada, 76, a retired Yale University economics professor who taught Shirakawa atTokyo University, said in a phone interview yesterday. Politicians including Abe are increasing pressure onthe BOJ for more monetary stimulus before a leadership change at the bank that offers any new governmentthe chance to install a pro- easing majority on the central bank board. Shirakawa, criticized for his perceivedfailure to reverse years of deflation and boost an economy at risk of recession, ends a five-year term on April8.

    Australias Weakest Consumption Since 2010 Slows Growth: Australias economy slowed last quarter on theweakest consumer demand in 2 1/2 years and tighter government spending, validating the central banksdecision to cut interest rates.     a revised 3.8% expansion in the April-June period, a Bureau of Statistics report released in Sydney todayshowed. That matched the median of 25 estimates in a Bloomberg News survey. Growth was 0.5% from theprevious three months, when the quarterly gain was 0.6%. The report confirmed a loss of momentum in theAustralian economy, said Bill Evans, chief economist at Westpac Banking Corp., the nations second -largestlender. The growth pulse has slowed to a below -trend pace, consistent with the modest upward trend in theunemployment rate.
