FIRST DAY — EXECUTIVE CLERGY SESSIONWednesday, June 6, 2012 8:30 AM

John Boley led Clergy Members in song with And Are We Yet Alive and introduced Deb Johnson who talked about ordination.

Laurie Haller led Clergy Members in We Are Called which will be sung during ordination.

Motion: Boley moved that Sus’ann Busley, Deana Nelson, Mark Doyal, Vicki Gibbs, and Lay Members from the Board of Ordained Ministry able to be in Clergy Session with voice, but no vote. Motion carried.

Motion: Boley moved voice, but no vote to all Provisional Members, Associate Members, Affiliate Members and Full Time and Part-Time Local Pastors. Motion carried.

Motion: Andrew Pomerville, Pastor of People’s Church, be allowed in Clergy Session as a guest. Motion carried.

Boley reminded Clergy Members that they are in a Closed Session.

Call to Order was at 8:48 AM by Bishop Jonathon D. Keaton.

Julie Liske led Clergy Members in Affirming our Call with Spirit of God sung as part of the response.

Lynn Grimes, Sandra Douglas and Mike Riegler highlighted the work of the Elders, Deacons and the John Wesley Association. Grimes highlighted a new team of elders and introduced the elder team. Douglas highlighted Deacons, saying we have not because we ask not. Riegler highlighted the local pastor ministry and prayed. A moment of silence was given so Clergy Members could fill out a questionnaire.

Boley highlighted some of the legislation that was passed and defeated as it relates to the Board of Ordained Ministry at General Conference. Boley stated each board is required to have an orientation for all new candidates and to have a coordinator for mentoring; student local pastor were re-instituted; and part-time local pastors may now serve as candidacy mentors. The biggest change Boley stated was the elimination of security of appointments. Boley highlighted a new annual conference committee which will include eight members; 4 to be chosen by the Conference Lay Leader, at least two to be appointed by the Chair of the BOM and approved by Clergy Session, a representative from the Cabinet, and the Bishop. This Committee will look at “criteria” for appointment making. Haller said the West Michigan Conference is committed to living out new requirements. Boley highlighted that the Cabinet must make an annual report for clergy who have not received a full time appointment or who have been ineffective. Haller highlighted the collaboration of Cabinet and Board of Ordained Ministry. Boley highlighted how the Board of Ordained Ministry has discussed the new procedures and the board will work hard to meet the new requirements. Haller said the main goal is to make disciples.

Motion: Boley moved to nominate Chris Lane and Carolin Spragg to the New Annual Conference Committee. Motion carried.

Bishop Jonathan D. Keaton gave information on the voting at General Conference.

Boley presented Question 17 with a response by Clergy Members.

FIRST DAY — LAITY SESSIONWednesday, June 6, 2012 9:30 AM

Laurie Dalhman, Conference Lay Leader, greeted the members of Annual Conference 2012, and invited us to open with prayer.

Ray Marshall, Associate Lay Leader, gave the opening prayer.

Dalhman asked members of The Board of Lay Ministries to come up to the stage.

Dalhman talked about welcoming the new people to conference.

Dalhman introduced Marshall and Max Waagner as Associate Conference Lay Leaders. She also had Anne Soles, incoming Conference Lay Leader, come to be introduced.


Dalhman told the conference about the different lay leaders and who was being replaced.

Dalhman told the conference about a green sheet telling about special lunches, and booklet B.

She introduced Pros Tumonong, Conference Treasurer. He announced a Board of Pensions Q&A, in Room 251 at 11 AM today.

Bishop Jonathan Keaton arrived at 9:45 AM and greeted the laity, thanking them for taking time to come to Conference.

Dahlman introduced two Conference Faciliators who are here to assist laity members: Laura Witkowski and Joyce Showerman.

Mike Clark, Detroit Conference Lay Leader, was unable to be here. Don Archambeau brought greetings from the Detroit conference. He talked about his background and about the importance of first timers to Annual Conference.

Dahlman introduced David Wiltse as the Master of Ceremonies.

Dahlman invited the youth/young adults up to the stage and told about the importance of having the youth attend Annual Conference.

Dahlman asked Wesley Hahn and Rachael Krahulik to come forward, they told about the change of their fundraiser for the Youth Service Fund. Instead of love links, they will have balloons. It is now called Mission Afloat.

Dahlman explained the colors of the name badges. Yellow means laity, who can vote. White is a visitors who will sit upstairs. An orange dot allows you to go ahead in line whether the reason being a disability or a member of the praise team or production team. Special lunches/dinners should be on the green sheet, at the front.

Dahlman gave instructions for parking, as well as information regarding golf carts. She also mentioned that the Prayer Chapel is located downstairs in the recreation center.

The First Aid and Health area was identified.

Dahlman asked that the legislation books be carried at all times. She explained that Book B contains petitions, while Book C contains response petitions. She outlined which petitions would be taken care of in the Corporate Session, and which would be handled by the Rules of Order Committee.

Item #2 has been removed from Book B.

Items #5-8 are on the Decision Calendar. Dahlman described the process for lifting petitions from the Decision Calendar, so that they can be discussed on the floor of Conference. The deadline for lifting items from the Decision Calendar is Thursday, June 7 at noon. The Plan of Organization Items, #16-21, are also grouped in the Decision Calendar.

Items #11, #16, and #22 have response petitions.

Ryan Minier reminded Dahlman that two of the response petitions are on a separate sheet.

“Marking Sacred Time” will be held in the Chapel at 7 PM tonight.

David Lundquist brought up that Petitions #13 and #14 are very similar, and there is a response petition to both as substitution. In the back of Book C is an explanation about the petitions.

Dahlman talked about the importance of giving your name and your church when you come up to the microphone.

The Memorial Service will take place Thursday night at the Chapel. A Strawberry Shortcake Reception, compliments of the Methodist Children’s Home, will take place afterward on Thursday.


The Ordination and Commissioning Service will take place on Friday night, with Ohio’s Bishop Bruce Ough preaching.

Several different mini-sessions, as well as the Ministry Fair, will take place on Miracle Saturday, June 9. Rev. Tony Campolo will also be speaking.

FIRST DAY — OPENING WORSHIPWednesday, June 6, 2012 1:00 PM

The Conference Band played as the Bishop and District Superintendents entered with the sacraments for communion. Bishop Jonathan D.Keaton called to order the 2012 Annual Conference at 1:08 PM.

Kathy Leydorf-Keck led Annual Conference members and guests in a time of centering and prayer. The Conference Band led the congregation in worship with Come On, Awakening, and All Creatures of Our God and King. The Conference Band ended the worship session with the Doxology.

Karin Orr read and led the congregation in Scripture reading and litany/responsive reading. William Dobbs read 2 Kings 4:8-37.

Bishop Keaton prayed before delivering his message titled “Divine Health Initiatives.” Bishop highlighted on giving toward Imagine No Malaria by purchasing nets. He highlighted the different diseases that affect individuals and how people need to take one four-letter word more seriously which was R-E-S-T. Bishop Keaton elaborated on the story of Hannah and how being barren could affect a person’s life. Bishop Keaton continued to explain the story about the woman’s son who passed away and instead of taking him to a doctor, she took him to Elisha. Bishop Keaton ended by leading the congregation with It Is Well With My Soul.

William Dobbs introduced the offering for the Youth Mission Trip to Haiti. Dobbs highlighted that this will be the first youth mission trip to Haiti since the earthquake. A video message was displayed from Rev. Chrisnel Le Lievre who is from Haiti.

Bishop Keaton and William Dobbs introduced communion with readings from Dave Morton, Kathy Leydorf-Keck, and Steve Place. Bishop Keaton led the congregation through a response reading and The Lord’s Prayer. Communion was shared as music played in the background. Dobbs prayed.

Blest Ellen Burke sang The Lord’s Prayer for special music.

FIRST DAY — AFTERNOON SESSIONWednesday, June 6, 2012 2:45 PM

Bishop Keaton opened the first afternoon session at 2:51 PM. David Hills led the Conference in prayer.

Motion: Nichea VerVeer Guy moved that the limits of the floor be set as all arena seats on the main floor; upper level seats are for visitors. Randall Hanson asked a question regarding a group of people on the upper level who wished to be included in the vote; Scott Manning


of White Pigeon asked that monitors without voting rights be accepted on the main floor. Motion carried.

Motion: VerVeer Guy moved for the adoption of the Annual Conference Agenda as printed in Program Book A with changes as necessary. Motion carried.

Motion: VerVeer Guy moved that Deana Nelson, Executive Administrative Assistant to the Bishop and Vicki Gibbs, Executive Administrative Assistant to the Clergy Assistant to the Bishop, be able to sit near the bishop with voice, but no vote. Motion carried.

Motion: VerVeer Guy moved that clergy in good standing from another conference, Methodist denomination or Christian denomination appointed or assigned within the bounds of the Annual Conference have voice, but no vote. Motion carried.

Greetings from Calvin College were given by Michael Wildschut.

Bishop Keaton introduced Conference Secretary William W. Chu, who introduced his team of secretaries and tellers. The Bishop also introduced Julia Deemer who is on stage with them.

Julie Liske, Conference Host of Grand Rapids Metro Ministry, offered greetings.

Motion: Benton Heisler moved for the acceptance of Conference Journal Volume 1. Motion carried.

Bill Chu, Conference Secretary, extended regrets from clergy unable to attend. He also called to attention the green adoption cards distributed by the West Michigan Conference Wesley Foundations.

Bishop Keaton introduced Rachel Krahulik, head of the Youth Service Fund Chair. Krahulik said that the Love Links fundraiser for the Youth Service Fund had changed to Mission Afloat: for $20, a district can buy a balloon. As always, the winning district will receive the YSF teddy bear.

Dale Kimball of the Council on Finance & Administration presented the initial financial report of church expenditures. He thanked the Conference for their prayers and financial gifts. Kimball described how 90% of Church expense dollars stay in the local church, while 10% of Church expenses go to Conference and District Ministry Shares. Kimball said that we have a history of generous giving in Conference and District Ministry Shares, and encouraged the Conference to continue this tradition of giving. Kimball described the variability of ministry share receipts. He outlined opportunity for improvement in local church giving to Conference and District Ministry Shares: while 273 churches gave 100% or more, many fell below this line. Pros Tumonong, Conference Treasurer, described changes in the budget. Kimball closed by reflecting on the definition of discipleship, and how “together we can do much more than any one person or congregation.”

Gary Haller, Chair of the Conference Nominating Committee, delivered the initial Nominations Report. He noted that the last page is a form that can be used to note changes and corrections; this form must be brought to the Conference Secretary’s office by 10:00 AM on Thursday, June 7. The final report, with additions, will be available on Friday, June 8. Haller mentioned that there are several spots that the Committee still has yet to fill, and that self-nominations are accepted for these positions. Haller recognized outgoing leaders of boards and agencies: Mike Anthes, Nancy Bittering, Kip Brunson, Fran Courser, Dale Kimball, Barry Petrucci, Lynn Stull-Lipps, Molly Tate and Don Tippin. Special Note was made on Conference Lay Leader Laurie Dahlman and Rules of Order Chairperson Ward Pierce.

Laurie Haller shared information about the Jurisdictional Conference Pool. She described the objectives that needed to be accomplished, including the election of individuals to general boards and agencies. The twelve General and Jurisdictional Conference delegates are in the pool. Haller described the process for applying to the General Agency Pool. Forms can be


found in the Conference Secretary’s Office.

Jody Pratt, Vice-Chair of the Michigan Area Committee on Episcopacy, delivered the Episcopacy Report. Two receptions for Bishop Keaton will be in August.

Laurie Dahlman introduced Don Archambeau, representative of the Detroit Annual Conference laity. Archambeau extended greetings from the Detroit Conference.

Dahlman delivered the Laity Report. She recognized the Board of Laity for their work and contributions to the Conference. Dahlman spoke of Jessica Arnold, a 19-year-old college student who collected books to send to Liberia. Dahlman reflected on how one person can touch many lives, through God’s grace and following God’s word. She emphasized the importance of including laity in all church and Conference activities. She thanked the Conference for their support throughout her term as Conference Lay Leader.

Heisler recognized Dahlman for her years of service, and presented her with two gifts on behalf of the Conference Cabinet and Program Committee. The first was a new scholarship endowed in Dahlman’s name for the United Methodist Camps across the state. The second was a gift for sporting equipment so that she can enjoy some relaxation.

Dahlman introduced Anne Soles, the incoming Conference Lay Leader.

At 4:02 PM, Bishop Keaton called for a ten-minute recess.

Anita Hahn brought the Conference back to order in prayer at 4:17 PM.

Laurie Dahlman stated that the Decision Calendar was Items #5-#8. She stated that items to be lifted must be presented to the Secretary’s Office by 10 AM Thursday. Dahlman reported that Item #16 had been lifted from the Decision Calendar for the consideration of the body. Dahlman said the Decision Calendar of Items #17-#21 were up for a vote on Thursday, June 7, as well.

Judy Coffey, chair of the Rules of Order Committee, presented the Rules of Order Report.

Coffey presented Item #9. Item #9 carried.

Coffey identified that Items #10 and #11 were not supported by the Board.

Coffey identified that Item #12 was supported by the Board, and presented the Item. Item #12 carried.

Coffey presented Item #13 and #14R. David Lundquist spoke for this substitution. Lundquist moved to revise Item #13/14-R. Laurie Haller requested a clarification of the timeline for the rule change proposed. Lundquist stated that the rule would change as soon as the Item was adopted.

Motion: Haller moved an amendment to the petition, by adding the words “beginning with the 2016 General Jurisdictional Conference Elections” at the end of A1. There was one speech given for and one speech against the revision. Amendment carried.

Coffey presented Ward Pierce with a certificate recognizing his service on the Rules of Order Committee. Pierce offered his thanks for being a part of the Committee.


Conference Secretary William W. Chu announced the totals of the day’s offerings: Clergy Session Offering for gifts to the Ordinates was $1085; Opening Worship Offering to support youth on Mission Trip to Haiti was $4766.79.

VerVeer Guy gave the afternoon announcements. She recognized Darlene Logston, a new US-2 missionary.

Rebecca Farnum adjourned the afternoon session in prayer at 4:49 PM.

FIRST DAY — MARKING SACRED TIMEWednesday, June 6th, 2012 7:00 PM

Chris Lane welcomed the people to Marking Sacred Time. Lane thanked Chuck Lillis for work done for Marking Sacred Time and John VanDop for music. Lane led the congregation through the response and singing Lord, You Have Come to the Lakeshore (verse 1).

Marty Culver recognized Charleton Black, Charles Milam, Samuel Gordy, and Jeremy Wicks for completing licensing school for local Pastor. He also recognized Gary Simmons for his first appointment in the West Michigan Conference, and Nancy Patera for completing Course of Study.

Dean Prentiss announced the holder of the Conference Cane as Rev. Bernard Randolph. Prentiss recognized Jennifer Jue for completion of Certification in Spiritual Formation. Prentiss recognized Cheryl Mulligan, Erin Fitzgerald, Cori Cypret, Eric Burton-Krieger and Emily Beachy for being Provisional Members. Prentiss recognized Michael Riegler as an Associate Member. Prentiss recognized DeAnn Dobbs, Thomas Arthur, Karen Sorden, Kimberly DeLong, and Christina Wright who are being ordained as elders on Friday. They responded as Bishop Keaton read the historic questions to candidates for admission into full connection.

Diane Gordon led the congregation in a litany of celebration for Retirees. West Michigan Conference retirees are: Gilbert Boersma, Michael Conklin, Thomas Fox, Joyce Gackler, Jerry Jaquish, Thomas John Sr, William Johnson, J. Robert Keim, Pamela Mathieu, John Morse, Edward Otto, Wade Panse, Edward Ross, Larry Rubingh, Howard Seaver, Connie Shatz, Dennis Slattery, Edward Slate, David Small, Robert Stover, and Molly Turner.

Bishop Keaton led the passing of the Mantle with the help of Molly Turner and DeAnn Dobbs.

Congregation sang the last verse of Lord, You Have Come to the Lakeshore.

SECOND DAY — MORNING DEVOTIONSThursday, June 7, 2012 8:30 AM

Mary Ann Grile opened Morning Devotion at 8:32 AM with the Call to the Day.

The Conference Choir led the Conference in singing Just As I Am and Be Thou My Vision.

Lisa Aldrich offered a prayer and spoke to the meaning of this prayer.

The Conference Choir led the Conference in singing They’ll Know We Are Christians By Our Love.


Grile gave the Blessing for the Day.

Bishop Keaton introduced Rev. Dr. Stacy Minger, associate professor at Asbury Theological Seminary. Keaton spoke of her accomplishments and achievements.

Minger read from Philippians 2; Verses 1-13. Minger discussed the theory of “Brain Games” and how the brain undergoes changes to learn new concepts. Minger related this to how God heals and mends the minds of believers. Minger read from Isaiah 55 and spoke of the conflict between “God’s Way” and the “Human Way.” Minger gave biblical examples of times when the humans ignored “God’s Way”, and instead followed the “Human Way”, creating wounds and hurts. Minger discussed how God offers healing and closes the gap that exists between God’s thoughts and our thoughts’ Minger spoke that our identity in Christ is essential for healing to take place. Minger told the story of an employee at Asbury Theological Seminary and how she found her identity in Christ over the years. Minger talked about what replacing our minds with God’s mind would look like and how God would work through us for transformation at a personal level and at a Conference level.

Rev. Neil Davis came forward for the designated offering to the United Methodist Community House. Davis gave a prayer prior to the offering being taken. A video was played during the offering. Keaton led the Conference in singing How Great Thou Art. Davis prayed for the received offering.

Minger gave the benediction at 9:26 AM.

SECOND DAY — LEGISLATIVE SESSIONThursday, June 7, 2012 9:15 AM

Conference was called to order with singing of This is the Day.

The Board of Christian Camping presented a video about camp. Jeremy Williams spoke about the importance of camp.

Kaleb Williams asked the conference to join in a song, Everlasting Love.

George Ayoub spoke about needing to send more children to camp, and invited others to join him in giving money toward camp scholarships.

Bishop Keaton talked about some of the legislative items that the conference will be voting on and about ordination.

Laurie Dahlman gave us an overview of Books B and C. Sheila Baker prayed before legislation.

Dahlman invited David Hills to speak to Item #1. Hills asked for a moment of personal privilege. Hill spoke about leading a Youth Mission Trip to Haiti this summer, Hills asked for substitution for Item #1 and spoke to this.

Motion: Hills moved to substitute for Item #1 reading, Beginning with the 2013 session of the West Michigan Annual Conference, prior to final approval of the proposed conference budget the Conference Board of Pension and Health Benefits shall publicize a best estimate premium rate for the ensuing calendar year.

Item #1 carried.

Dahlman reminded the conference that Item #2 has been removed. She presented Item #3. Billie Dalton from Battle Creek Frist UMC spoke in favor of the item.

Dahlman presented Item #4. Don Buege spoke on this item. Two others spoke for Item #4 and one against.

Motion: Laurie Haller moved to refer the petition to the Cabinet and New Church Development Committee.

Two others spoke for and one against referral.

Gary Haller posed a question about the referral and the timetable in which the petition would be decided. Laurie Haller responded to the question, saying conference would receive a report next year.

Two others spoke, one for and one against referral.

Motion: Benton Heisler moved to amend by adding, “and would report back to the 201 Annual Conference.”

Motion to amend the motion to refer was carried.

Bob Lynch asked whether the New Church Committee’s responsibilities included cooperative ministry. The chair of the that committee, Kathy Brown, said it did..

Motion: Len Schoenherr moved to amend by adding “that the 2013 Report of the Cabinet and New Church Committee include a strategy to develop a conference-wide plan for encouraging creative ministry in small membership churches or helping these faithful congregations to close with celebration and dignity.”

Motion: Ward Pierce moved to call the question of all that is before us. A standing vote was taken. Motion to call the question carried.

Motion to amend the referral carried. Amended motion to refer failed.

Jeremy Williams led the conference in a song, Better is One Day.

John Boley, Chair of the Board of Ordained Ministries, gave a report on the Board of Ordained Ministry. He announced the names of the Conference’s new provisional elders and deacons, as well as elders and deacons in full connection. He acknowledged the Board’s successes, and potential areas for improvement, including shifting with the “changing nature of theological education.”

Benton Heisler introduced Jerry DeVine, Director of Connectional Ministries for the Detroit Conference. DeVine welcomed everyone on behalf of the Detroit Conference and said that he was thankful that he was able to be home because he was a member of the West Michigan Annual Conference and is an affiliate member of Detroit Conference.

Benton Heisler introduced Joy Mills, Conference Coordinator on Youth Ministries, and Naomi Garcia, Ministry Consultant, who spoke about the Conference Council on Youth Ministries (CCYM). Mills spoke about youth ministry’s role in the development of young church leaders. She shared a video of young clergy speaking about how youth ministry helped them explore their calls. She called for the assembly to offer their prayers for the discernment of the CCYM as they discuss restructuring their ministries. It is planned to suspend the CCYM Program until 2014.

Benton Heisler presented a slideshow of the Conference Staff, recognizing them for their work in the Conference. He also outlined the Vital Church Initiative and how churches in West Michigan have utilized it to grow.

Bill Chu announced that the Bishop will be signing his book in Cokesbury today.

Tommy Profitt led the Conference in song for the Time of Devotion. The Conference sang Oh Happy Day. Proffit spoke about the importance of surrendering to God’s control in our lives. The assembly joined in singing Blessed Be Your Name, Glory to God Forever, and Mighty to Save. Proffett led the Conference in prayer, and song, ending with How Great is Our God.

Bishop Keaton introduced Andrew Vorbich, Conference Chancellor. Vorbich explained his role and what he does for the Conference.

Motion: Kathy Cadarette moved that the Daily Proceedings of Wednesday, June 6, 2012 be approved. Motion carried. Cadarette stated that the daily minutes would be posted in the back of the arena.

A video was shown about the different types of new church start-ups. Tom Arthur delivered a presentation on New Church Development and announced a new church development dinner at Pietro’s following the afternoon session. Arthur introduced Gary Step, Director of New Church Development and Congregational Transformation. Step discussed his role, and thanked his colleagues who help with the creation of new churches.

Greg Wolfe led the Conference in prayer to open the legislative session.

Laurie Dahlman asked for a Point of Personal Privilege to share that her prayer scarf was one of 2,000 given to delegates at General Conference.

Dahlman announced that no legislation was lifted from the Decision Calendar. She presented the Decision Calendar of Items #6-8 and Items #17-21. Decision Calendar carried.

Motion: Thom Davenport moved to suspend the rules to present a petition on concealed weapons-free zones. Motion to suspend the rules carried.

Motion: Davenport moved “that the churches and ministries of the West Michigan Annual Conference remain concealed weapon free zones regardless of any changes made to the concealed weapons laws in the state of Michigan. This would not apply to qualified law enforcement officers.” Bishop Keaton said there would be time for debate after the petition had been distributed.

Dahlman presented Items #22-R, #22-R2, and #22-R3. David Lundquist said he believed the Response Petitions to Item #22-R needed to be dealt with by CF&A, even if the Conference did adopt them. Pros Tumonong stated that the assembly could express its position on the amendments.

Ryan Minier, author of Items #22-R2 and #22-R3 introduced the Items.

James McCartney and Steve Young requested clarifications on Item #22-R3 contents.

Motion: Janell Kebler moved an amendment to Item #22-R3, changing the wording from “World Service Contingency” to “World Service and Conference Benevolences Contigency.”

Two people spoke against the proposed amendment.

Pros Tumonong clarified that the appropriate name for the line item in question was “Conference Benevolence Contingency.” Kebler adopted this name in her proposed amendment.

Amendment to #22-R3 carried.


Motion: Amend the Item with the proposed changes. Amendment carried.

Ken Bremmer asked what would happen to the budget, should Item #22-R3 pass and not Item #22-R2. Ryan Minier, author of the Items, said that CF&A would have to determine the use of the funds before the budget could be approved.

Pros Tumonong brought a point of clarification that individual churches and congregations can elect to support Wesley Foundations with monetary gifts.

Motion: Mark Johnson moved an amendment to change the amount in Item #22-R3 from $0 to $10,250. This would allow the Conference to support the Wesley Foundations, as well as additional contingency funds.

There were 5 speeches given in favor of Item #22-R3 as amended, and 3 against the Item.

Motion: Brad Bartelmay called the question on all before the Conference. Motion to call the question carried.

Charlie Farnum spoke for the redistribution of funds to the West Michigan Wesley Foundations, as outlined in Item #22-R2.

Lou Grettenberg offered clarification regarding Committee on Hispanic/Latino Ministries.

Susan Wirgau asked a question regarding the monetary amount. Minier stated that the correct amount was $299,500, not what was originally printed.

Dana Kinney asked a question of CF&A of what they would do with the funds, should Item #22-R2 be voted down. Tumonong stated that the budget process would be collaborative, and that they would review which conference ministries needed the money before allocating the funds.

Four speeches were given in favor of Item #22-R2, and four speeches against.

William Chu announced the total of the morning’s offering for the United Methodist Community House was $4050.23.

Rebecca Farnum and Ryan Minier asked for a Point of Personal Privilege in, English and Spanish, to thank those who support the Wesley Foundations. They pledged Wesley to raise $6000 to Hispanic and Latino Ministries.

Laurie Haller introduced the team who traveled to Zimbabwe’s Africa University in May 2012. Haller showed a video that offered perspectives from Africa University’s students and graduates, as well as others involved with the school. Haller recognized the contributions of her colleagues and churches in the Conference in raising $500,000 to build the Ubuntu Gathering Center.


Haller introduced Jim Salley, Associate Vice Chancellor for Institutional Advancement of Africa University. Salley praised the Conference’s record of 100% giving, and announced that Africa University was graduating 367 students on Saturday thanks to the contributions of churches. Salley extended an invitation to the Conference to come to the 20th Anniversary Celebration of Africa University, on March 23, 2013.

Ed Edwardson, Chair of the AU Task Force, spoke of the team’s experience on their journey. He stated that, by helping with this center, the Conference was “contributing to a new era of leadership” for United Methodists across the world. He announced that student body president Eric Mulanda, who spoke to the Conference in 2011, had graduated Africa University and would be attending Garrett-Evangelical Theological Seminary in the Fall. He thanked the Conference for their ongoing support.

Greg Lawton, Lisa Batten and the young adults from the mission team led the Conference in a Swahili song, Ubuntu, that they learned while in Zimbabwe.

Dave Lundquist raised a Point of Personal Privilege to remind the Conference that tonight, at the Memorial Service, the Conference would be honoring John Francis, who helped set aside the initial money for Africa University.

Thom Davenport presented his motion for maintaining churches as concealed weapon-free zones.

Ryan Minier asked a question of the Conference Chancellor regarding the current policy of the West Michigan Conference surrounding concealed weapons policy, and the discretion of local pastors. Conference Chancellor, Andrew Vorbich, responded that he believed concealed weapons were not allowed in any churches in Michigan at this time. He said that it was at the charge council’s discretion.

Marty Cobb asked if the motion would apply to parsonages. Davenport responded that the motion would apply to parsonages if they were being used as a place of worship or group study.

Four speeches were made for the motion, and three against.

Scott Manning, Co-Chair of the Committee on Religion and Race, delivered the Monitoring Report. He stated that the committee added to their report this year by monitoring both clergy and laity sessions. He remarked on the Conference’s strengths, and offered areas for potential improvement, such as the need to make provisions for members of the Conference who have visual impairments or blindness.

Karin Orr opened the Memorial Service at 7:32 PM by reading the Call to Worship.

The congregation sang Be Still My Soul and You Are Mine.


Orr read a prayer, after which Conference Secretary William Chu read Scripture from Luke 23: 32-43.

Bishop Jonathan D. Keaton gave his message titled “Remember Me.” Keaton spoke of individuals who gave themselves for a life of ministry and what this sacrifice meant to others. Keaton discussed a thief needing forgiveness and how Jesus gave him salvation in his most desperate moment. He related this to the individuals being honored today and their eternal resting place in paradise with Christ.

Orr and Steve Place gave the Litany of Remembrance.

The Conference Choir, led by Joseph Jennings, sang the Anthem while Chu read the names of individuals who have passed away. Families of the individuals were invited to come and receive a gift in remembrance, and those in the congregation who knew the named individual stood as each name was read.

The congregation stood and sang For All the Saints.

Keaton closed the service at 8:30 PM with the benediction.

Chuck VanLente, Chair of the Conference Trustees, called the Corporate Session to order.

Motion: Robert Hundley moved to discontinue Eagle United Methodist Church in the Lansing District. Hundley said that the church held final worship services on Sunday, June 19, 2011, and the building was sold and discontinued on October 6, 2011. Motion carried.

Motion: David Hills moved to discontinue Sylvan United Methodist Church in the Heartland District. Motion carried.

Corporate Session closed at 10:08 AM. Bishop Keaton reconvened the Annual Conference.

Motion: Wesley Hahn motioned to suspend the Rules of Order for open discussion on the Conference Council on Youth Ministries (CCOYM). Motion to suspend carried.

Motion: Wesley Hahn moved to allow 30 minutes this afternoon for discussion of the future of the CCOYM. Motion carried.

Laurie Haller, West Michigan Conference Delegation Chair, delivered the Report of the General Conference Delegation. Haller stated that there will be 12 delegates at Jurisdictional Conference, but no alternates, due to conflicts of schedule. Haller praised the faithfulness of the Conference delegation, and their attentiveness throughout the General Conference. She thanked the assembly for their prayers and notes of support throughout General Conference. She also thanked Mark Doyal for keeping the Annual Conference informed through the West Michigan Daily News updates online. Haller showed a video of highlights from General Conference. Haller stated that a summary of the actions taken at General Conference 2012 were available at the entrances of the arena. She concluded that “our power is in you... it is not ultimately in General Conference... you are the power of the United Methodist Church and Jesus Christ.”

The delegation will travel to Akron, OH for the North Central Jurisdictional Conference from July 18-20.

Haller introduced Valerie Mossman-Celestin, who shared a video of her experience working with women in Haiti. Mossman-Celestin is the Executive Director of Haitian Artisans for Peace International (HAPI), which is a fair-trade artisan co-op focusing on women’s economic development and empowerment. She spoke of the role of gender equality in God’s plan for creation, and how this shapes her work with HAPI.

Bishop Keaton called a ten minute recess at 10:58 AM. Conference reconvened at 11:13 AM. Bishop Keaton led us in singing Joy to the World.

William Chu introduced Tracy Huffman, Detroit Annual Conference Secretary. Huffman thanked the Conference for its hospitality.

A video was shown for the United Methodist Black College Fund. The video showcased testimonials from young men and women attending college who have benefited from the fund. Bishop Keaton shared that, when he attended college, he received aid from the Black College Fund.

A video was shown for the Michigan Area School for Pastoral Ministry, which will take place August 21-23 at the Kellogg Center in East Lansing. Melany Chalker, the school’s dean, invited the assembly to attend in August.

Conference Treasurer Pros Tumonong announced that the Board of Pensions and Health Benefits approved a wellness program for clergy. He introduced Kelly Witich. Kelly thanked the clergy and their spouses for putting on their pedometers and for walking. She said that


almost 25% of the Conference clergy were already enrolled.

Melany Chalker corrected the dates on the School for Pastoral Ministry registration forms provided by the Kellogg Center. The dates were incorrectly listed, and she requested that those registering change the dates to August 21-23 before turning in the forms.

THIRD DAY — COMMISSIONING AND THE ORDINATION OF DEACONS AND ELDERS

Friday, June 8, 2012 7:00 PM

The prelude began at 6:57 PM with Kathy Cary playing the organ. The clergy processed into the Covenant Fine Arts Center, singing God, Whose Love Is Reigning O’er Us as they prepared to receive new deacons and elders into the West Michigan Conference. Bishop Keaton led the congregation and clergy in an opening greeting and prayer. The bishop called on those being ordained and commissioned, as well as all those in attendance, to “remember and affirm their baptism and common ministry.”

Conference Lay Leader Laurie Dahlman and John Boley, chair of the Board of Ordained Ministry, approved the commissioning candidates. Dean Prentiss presented the following probationary members for commissioning: Emily Beachy, Eric Burton-Krieger, Cori Cypret, Erin Fitzgerald and Cheryl Mulligan. Sandra Douglas presented those being ordained as deacons: Kim DeLong and Christina Wright. Prentiss presented those being ordained as elders: Tom Arthur, DeAnn Dobbs, and Karen Sorden. Prentiss also presented Mike Riegler, who was being recognized as an associate member of the West Michigan Annual Conference.

Bishop Keaton welcomed those in attendance, and introduced the evening’s speaker, Bishop Bruce Ough of the West Ohio Conference. Bill Dobbs introduced another guest, Rev. Zanie Mitchell, Pastor of Pastoral Care of First Community AME Church. He invited the congregation to give generously to the Ministerial Education Fund during the evening’s offering.

The clergy and congregation stood to sing The Voice of God is Calling.

Bill Dobbs read the scripture lesson from Luke 18:9-14. Bishop Ough delivered the evening’s sermon. He spoke about the power that God has blessed us with, and how we are tasked to exercise the blessing of this power to steward a healthy world. He spoke of the two men in Luke 18 who went up to the temple to pray, and how God came close to one and not the other. He stated that the greatest struggle in his ministry was remembering his place, and implored the candidates for commissioning and ordination to remember theirs: that they are the distant second to God in the room.

Following the sermon, an offering was taken to support students preparing for seminary, with Cary playing Be Thou My Vision on the organ.

Bishop Keaton examined the candidates for commissioning and ordination. A prayer was offered for those candidates being commissioned. Bishop Keaton then commissioned each candidate by name, through the laying on of hands.

Bishop Keaton then addressed and prayed for Mike Riegler, before recognizing him as an Associate Member.

The clergy and congregation then stood and joined in singing The Servant Song.

Bishop Keaton then examined and prayed for the deacon candidates, ordaining them by the laying on of hands.

The Bishop examined the elder candidates, and then offered a prayer for them. The clergy choir stood and sang the anthem, We Are Called (accompanied by Jeremy Williams on the piano), as a blessing to the newly commissioned and ordained. The Cabinet, Bishop Ough, Mitchell and Dahlman joined Bishop Keaton in laying hands upon each candidate as they were ordained as elders.

Those commissioned and ordained then served Communion, as Cary accompanied on the


organ and the congregation and clergy joined in impromptu singing.

After the sacrament of Holy Communion, Bishop Keaton extended an invitation to all who might have been feeling God’s call on their lives. As the clergy and congregation sang Here I Am, Lord, a number of people came forward to be met by clergy and members of the Board of Ordained Ministry, who prayed with them. The bishop called on those who came forward to approach the microphone and tell the congregation their name, and that they had been called.

The clergy recessed and the service concluded with the singing of Marching to Zion. The

Ordination ceremony closed at 8:59 PM.

FOURTH DAY — MORNING SESSIONSaturday, June 9, 2012 8:30 AM

Tamara Williams opened the morning session in prayer at 8:30 AM.

Rachel Krahulik, Youth Service Fund Chair, delivered the YSF Report. She announced the results of the “Mission Afloat” competition: first place went to Grand Traverse, which raised $4278. The grand total of all Mission Afloat offerings was $12,025 raised for the YSF.

Darlene Watson, new US-2 missionary, delivered the US-2 Report. Watson has been assigned to the South Tucson area, where she’ll move in August. She described the US-2 program to the assembly.

Bishop Keaton clarified a question about response petitions. He brought Rule #12-C to the Conference’s attention. He stated that the Conference had to hear CF&A’s recommendations before voting on Items #22-R2 and #22-R3, per Conference rules.

Dale Kimball, Chair of CF&A, introduced his team. He stated that the Council had considered Items #22-R2 and #22-R3. Ryan Minier, author of both petitions, spoke briefly about them. Kimball described the petitions and their implications on the budget. He spoke of the need for a contingency fund, which is why the Council only approved removing $10,000 from the contingency fund.

Item #22-R3. Was reconsidered. Motion failed.

Minier spoke to Item #22-R2. Kimball stated that CF&A was in favor of this petition.

Item #22-R2 was reconsidered Motion carried.

Kimball delivered the final CF&A report. He stated that the major changes to the budget pertain to Items #22-R2 and #22-R3. There was no increase to the budget. He emphasized the importance of transparency in the budget, and that the outlined budget met the Conference’s evolving needs.

Benton Heisler requested clarification on the budget. He clarified the separation of the items to create transparency surrounding the repayment of the camping deficit. He also said that he was applying for a matching grant for the Hispanic / Latino Ministries, using the summation of the current funds and the funds that the Wesley Foundations pledged.

George Lawton asked a question about the increase in funds for the Area Assistant to the Bishop’s Office. Pros Tumonong, Conference Treasurer, stated that this amount increased because last year the Council discovered that there was not enough funding for this position. The additional funding was for pension and healthcare support.

One person spoke in favor of the revised budget.


Vote: The Body voted on the substitutions as outlined. Substitutions were adopted

Vote: The Body voted on adoption of the budget, as amended by the substitutions and presented by CF&A. Budget was adopted.

Kimball stated that CF&A nominated Pros Tumonong as Conference Treasurer for the next quadrennium.

Motion: Kimball moved to confirm Tumonong as Conference Treasurer. Motion carried.

Tumonong thanked the Conference for their continued support. He also recognized Dale Kimball for his leadership of CF&A. Kimball announced that the new president of CF&A would be Sue Cobb.

Merna Francis delivered the Journal Committee Report.

Motion: Francis moved the minutes from Friday, June 8 be approved as written, and that the Conference Secretary correct the minutes from Saturday, June 9. Motion carried.

Laurie Dahlman offered a point of clarification. Item #11 was not brought to the floor because the Rules of Order Committee voted it down.

Laurie Dahlman requested a point of personal privilege. She thanked Bishop Keaton and Benton Heisler for their assistance during her time as Lay Leader.

Neil Davis introduced the Dean of the Detroit Annual Conference Cabinet, Mark Spaw. Spaw brought greetings from the Detroit Conference. He thanked the Conference for their hospitality. He presented Bob Hundley, the new Dean of the West Michigan Conference, with a gift: some University of Michigan memorabilia. Davis recognized the outgoing Dean of the Detroit Cabinet as well.

Davis delivered the Cabinet Dean Report. He presented a video on the “fruits of the Spirit,” and their role in the West Michigan Conference’s vision of “A Healthy World: Mind, Body, and Spirit.” He spoke of the church’s power to persevere and impact the lives of new members, even as overall membership was declining. He also discussed how the church is rearranging and adjusting to the reality of a suffering economy.

Davis recognized the growing congregation of LifeSpring Church. Their pastor, Patty Harpole, spoke about the church’s mission and future.

Davis closed by sharing a video about the mission of the church.

Melany Chalker asked a question if the videos shown were available for local churches. William Chu stated that they would be made available online in a few minutes.

Bishop Keaton then moved to the business of fixing appointments for 2012-13, beginning with appointments to extension ministries. Bill Dobbs stated that the ministerial appointments were available on the tables outside the arena. The Bishop reappointed Bill Dobbs as Area Clergy Assistant to the Bishop for the next year. Each district superintendent confirmed the appointments for the coming year, and announced any changes.

Bishop Keaton recognized Laurie Haller for her service with the Grand Rapids district, and presented her with a Bible. Haller requested a moment of personal privilege to thank those in attendance for their support. Bishop Keaton announced William Haggard as the new Grand Rapids District Superintendent.

Bishop Keaton prayed over the appointments for the next year. He then fixed all of the appointments for the coming year.

Dan McQuown, College Chaplain at Albion College, offered greetings from the college, highlighting the college’s strong academic record and partnership with the United Methodist Church. He recognized three newly ordained and commissioned Albion alumni: Eric Burton-


Krieger, Erin Fitzgerald, and Joel Pier-Fitzgerald.

Chris Momany delivered video greetings from Adrian College. Momany highlighted Adrian’s strong attendance at pre-seminary exploration events, and shared about human trafficking ministry. He used a paper chain with 2,700 links to represent the 27 million people held in slavery around the world. He challenged the Conference to consider the ways that they inadvertently accept slavery through their language and their behavior, and to embrace the United Methodist theology that Jesus died and rose for all people.

Bishop Keaton called a recess at 10:04 AM, until Miracle Saturday Worship began at 10:40 AM.

Benton Heisler came up and showed a video about new church starts.

Tom Arthur came up and talked a little more about new church starts.

The praise team led the conference in a few songs.
