About the S2Biom project

The S2Biom project - Delivery of sustainable supply of non-food biomass to support a

“resource-efficient” Bioeconomy in Europe - supports the sustainable delivery of non-

food biomass feedstock at local, regional and pan European level through developing

strategies, and roadmaps that will be informed by a “computerized and easy to use”

toolset (and respective databases) with updated harmonized datasets at local,

regional, national and pan European level for EU28, Western Balkans, Moldova,

1 Background

The goal of Task 6.1 was to prepare a structured overview of regulatory and

economic frameworks on EU and national level.

Different EU-wide and national/regional policies are playing a role in the mobilization,

supply, conversion and end-use of non-food biomass. In terms of policies this mainly

refers to agriculture, forestry, nature protection, waste policies, licensing, emission

limits, requirements for storage and conversion installations in terms of emissions,

efficiency, safety, biofuels and bio-energy policies (demand side), support and

labelling of biobased products, public procurement, R&D and innovation (conversion

technologies, but also research towards new or improved biomass types), as well as

sustainability requirements on specific parts or the entire supply chain.

Taking into account that policy support has been extremely important for the

deployment of the bioeconomy, it is useful to have a clear overview of different

policies in the participating countries which (may) have an impact on biomass

mobilisation and use. These policies can be found in different policy fields, i.e.

agriculture, forestry, nature protection,…, and they are hardly integrated for energy

applications, resulting in arising conflicts between different policy areas. Some

Member States tried to embed some of these conflicts in policy, however, all followed

their own approach in terms of restrictions of scale, limitations to specific types of

biomass eligible for support, protection of existing biomass based sectors, and

specific sustainability criteria. Common sustainability criteria are only followed in

terms of environmental sustainability of biofuels for transport and bioliquids for

stationary bioenergy, as imposed by the Renewable Energy Directive (RED, 2009,

and Amended by the iLUC Directive in 2015). The good agricultural practices

prescribed in the Common Agricultural Policy are also relevant to mention in this

respect.

Meanwhile the concept of resource efficiency was presented by the European

Commission in the ‘Roadmap to a Resource Efficient Europe’ (COM(2011)571),

followed by the 2012 Commission's strategy and action plan ‘Innovating for

Sustainable Growth: a Bio-economy for Europe’ (COM(2012)60) in which focus is put

on materials, rather than energy. Taking these into account next to the renewable

energy targets, it is even more important to implement the right balanced and

integrated policies (i.e. taking into account different policy fields), aiming for a

sustainable and resource efficient mobilization and use of these biomass resources,

while keeping a level-playing field with other markets (i.e. avoiding market distortions

through subsidies to one application).

In order to benchmark the different approaches and to evaluate their current and

expected impact towards future renewable energy targets, but also in the frame of

biobased economy evolutions, it was important to first map what policies already

exist with relevance to the main biomass value chains.

EU-wide and identified national and regional policies were structured and entered in

a database. The database was built on the foundations developed by a concurrent

project BERST1 (BioEconomy Regional Strategy Toolkit).

On the one hand, distinction of policies and economic mechanisms were made

according to the stage in the supply chain they are applied to:

• Biomass mobilisation: this includes production, harvesting and collection of

biomass. Supply of biomass comes from agriculture, forestry, nature

conservation, as well as waste and residues.

• Conversion/ production processes of biomass to solid, gaseous, liquid biofuels

and biobased products.

• Logistics, storage and trade.

• End use: conversion to electricity, heating and cooling; use of biofuels in

transport; use of biobased products in end use markets.

On the other hand, policies were classified according to their nature, i.e. economic,

regulatory or soft (voluntary).

2 Overview of the S2BIOM policy database

The S2Biom policy database is available at https://s2biom.vito.be/. It is a catalogue of

policy instruments and measures, information on the regulatory and financial

frameworks impacting bioeconomy development throughout Europe.

For each policy measure / instrument, information is provided on a set of descriptive

criteria. These are displayed in the form of factsheets.

2.1 Factsheets and input fields

Figure 1 shows a screenshot of the layout of the database for the Austrian CHP law,

where the different items of the policy are described.

An overview of the input fields which can be entered in the database for each policy

instrument is described below. Some fields (indicated between brackets) are more

relevant for other projects that use the same underlying database (e.g. BERST,

BioTrade2020plus).

2.2 Collected policies

In Annex I an overview is provided of the policies of the different countries included in

the database. To this end, the information of relevant policies were partly collected in

predefined templates that were uploaded or directly filled in the database. The project

partners were asked to go through the list of policies for their country and to update

them where necessary.

The participating Member States are all the EU28 Member States, the Western

Balkan States - Albania, Bosnia, Kosovo, Macedonia, Montenegro, Serbia - and

Moldova, Ukraine and Turkey. The list contains some basic information (name, policy

field). More information can be obtained through the included link to the factsheet.

The following table shows an overview of the total amount policies in the database

(status November 2016), per country, and per policy field.
