General </p> <p>Topic Beyond Energy Action Strategies (BEAST) in the Outer Hebrides Date 22.09.16 </p> <p>Location Stornoway, Isle of Lewis </p> <p>Number of participants 37 </p> <p>2. Objective </p> <p>The purpose of the workshop was to share learning and experience between BEAST partners across </p> <p>the EU and local stakeholders in the Outer Hebrides in relation to energy projects they were involved </p> <p>in across the areas of energy efficiency, renewable energy and sustainable transport. The overall </p> <p>objectives were to: share good practice, identify factors which can make an energy project a success, </p> <p>and, look at barriers being experienced by projects across the EU and where these had been </p> <p>successfully overcome. </p> <p>3. Description and overall evaluation </p> <p>The workshop began with an introduction to Comhairle nan Eilean Siars involvement in the BEAST </p> <p>(Beyond Energy Action Strategies) IEE and EU-funded project. A presentation was given outlining the </p> <p>key projects which BEAST had supported in the Outer Hebrides, and also the context of the Outer </p> <p>Hebrides SEAP which had formed the initial context to Comhairle nan Eilean Siars involvement. </p> <p>This was followed by presentations by EU project partners within the BEAST project. These were </p> <p>focused across the cluster themes of: STEER, SAVE &amp; ALTENER. Presentations gave an overview of the </p> <p>projects that has been taken forward by partners through their involvement in BEAST, and </p> <p>highlighted some key points for the success of their projects, or factors which had proved to be </p> <p>challenging. </p> <p>Local organisations Hebridean Housing Partnership, Tighean Innse Gall and Comhairle nan Eilean </p> <p>Siars Technical Services Department introduced BEAST partners to a selection of energy projects </p> <p>which they were progressing in the Outer Hebrides. </p> <p>HHPs presentation covered areas of work in their capacity as social housing landlord in the Outer </p> <p>Hebrides, including: Energy Monitoring and Refurbishment Measures: Infra-Red Heating Pilot, Air </p> <p>Source Heat Pumps. </p> <p>TIG presented on projects they were taking forward, including energy information and advice to </p> <p>householders, and also the delivery of the Scottish Governments Home Energy Efficiency </p> <p>Programme delivering energy efficiency measures such as internal and external wall insulation to </p> <p>householders across the islands. </p> <p>Comhairle nan Eilean Siars Technical Services Department gave a presentation on the Outer </p> <p>Hebrides Local Energy Hub, seeking to create energy through utilization of fish waste products in </p> <p>the Anaerobic Digester at Creed Park, Stornoway. </p> <p>4 </p> <p>D3.4 Workshop report on implementation of bankable energy actions </p> <p>4. Outcomes and conclusions </p> <p>Following the presentation there was an opportunity for questions and discussions on some of the </p> <p>areas raised through the presentations. Participants went into more detail on sharing factors that can </p> <p>support project success, and to also share experiences on barriers experienced and the approach to </p> <p>overcoming these. The questions were asked: </p> <p> Why do energy projects succeed? </p> <p> Why do some fail? </p> <p> What are the influencing factors? </p> <p> What has worked, here and across Europe, to overcome some of these barriers? </p> <p>Some of the themes from the discussion are summarised below. </p> <p>Challenges/Barriers to Success: </p> <p> Lack of understanding of RES and EE technologies </p> <p> Misconceptions of benefits versus potential costs/savings </p> <p> Financial </p> <p> Administration and bureaucracy </p> <p> Changes in political/government priorities Ways to overcome barriers/ensure project success: </p> <p> Sharing examples of good practice with other regions </p> <p> Feasibility and technical studies to prove potential impact </p> <p> Demonstration &amp; Information campaigns to challenge misconceptions </p> <p> Political support </p> <p> Knowledgeable, local staff who gain trust in the community </p> <p>5.
