City council turns down temporary sidewalk$90,000 project forValley View Road willnot move forwardBY KATIE MINTZ • SUN NEWSPAPERS

The city of Edina won’t build a tem-porary sidewalk along a windy part ofValley View Road.

The Edina City Council unanimous-ly rejected plans Tuesday, July 5, to adda raised asphalt walkway on the northside of Valley View Road fromMcCauley Trail to Braemar Boulevardand Hilary Lane

Assistant City Engineer JackSullivan said the proposed sidewalkstemmed from a 2004 request from theneighborhood.

“This project actually has quite along history,” he said.

Rather than move forward with astandalone sidewalk project at thetime, it was determined the entire seg-ment of road should be reconstructedto fix alignment and other issues,

Sullivan said. Valley View Road wasput on capital improvement programfor reconstruction this summer.

However, the city’s annual fundingfor repairs on state aid roads was morethan accounted for with its $1.4 millionshare of the accelerated interchangeproject at Highway 169 and Interstate494.

The $90,000 temporary sidewalk, thefirst of its kind in the city, would becovered by the public works mainte-nance budget. There would be no costto residents. It would stay in place foran estimated two to six years until thefull project could be funded, Sullivansaid. Adjacent homeowners would payfor 20 percent of improvements in thefull state aid project, per city policy.

The segment of road handles about2,400 trips a day, which exceeds theapproximately 700-trip minimum forinstalling sidewalks in the city,Sullivan said.

Council members and many resi-dents said a temporary sidewalk is notcost-effective. A petition against theproposal signed by approximately 68

people was submitted to the city beforethe meeting.

Neighbor Jill Benner said the tem-porary sidewalk was much differentthan what was requested in 2004. Thatsidewalk would have been on the oppo-site side of the street and would haveprovided access to Courtney Fields atBraemear Park.

Others pointed out that children inthe area typically do not walk to school.

“It’s the sidewalk that goesnowhere,” said resident WayneAlexander. “It makes no sense. Is it thebest way to spend our money – a side-walk that will only be there for twoyears to six years? The money justseems so wasted.”

Public Works Director Wayne Houlesaid the suggestion is “about the bestwe can do given the economic situationthat we have with our state aid dol-lars.” He said the city is still receivingpressure to build the sidewalk, so itwas brought forward to allow counciland residents to weigh in.

“Could we use the money elsewherein the city? Absolutely. Right now,

we’re fighting potholes after this lastwinter. We could use that $90,000 to dothin overlays on roadways we don’thave on our reconstruction map,” hesaid.

Mayor Jim Hovland said while side-walks are important to the city, and toattracting young families, there areother visibility issues along the roadthat should be addressed.

“Over the years I’ve visited the folksin that neighborhood and they tell methat their biggest safety concern isn’tsomebody walking in the street andhaving to worry about cars comingdown Valley View,” he aid. “The prob-lem is at McCauley Trail and ValleyView, there’s a concern over whetherpeople will actually stop at that stopsign.”

Resident Dianne Plunkett Lathamsaid she feels a sidewalk is necessarybut vegetation, signage and traffic haz-ards must be fixed regardless of if atemporary or permanent sidewalk isconstructed. She said a hedge and

Federal funds forcounty road projectrequire state approvalBY KATIE MINTZ • SUN NEWSPAPERS

Here’s another item to add to thelist of state government shutdownimpacts.

A concrete pavement repair projectplanned this summer on FranceAvenue South between Highway 62and Interstate 494 in Edina andBloomington may be delayed.

The Hennepin County Board ofCommissioners approved the estimat-ed $640,000 project Tuesday, June 28.But federal dollars for the projectrequire approval of the contractorplan by the Minnesota Department of

Transportation, which was closedFriday, July 1, without a state budgetin place.

Harlan Hanson, construction divi-sion manager for the county trans-portation department, said initiallyhe planned to open bids for the projectin mid-July, but is no longer surewhen that will happen.

“We’re in limbo,” he said. “We needthe MnDOT civil rights office toapprove some of the subcontracting,Equal Employment Opportunity andDisadvantaged Business Enterprisesrequirements.”

The project, which would includerepairing and replacing concrete pan-els in the approximately 2-milestretch, is covered by $480,000 in feder-al funds and $220,000 in County StateAid funds. Hennepin County receivedabout $3.6 million in federal funds as

part of $95 million total given toMnDOT.

The county transportation depart-ment identified France Avenue Southas a segment of concrete pavementthat could see a significant extensionin useful life with rehabilitation. Inaddition to concrete repair, Hansonsaid the project would involve reseal-ing of joints on the entire road seg-ment.

He anticipates one lane to be closedin each direction for the majority ofthe project, but at times, FranceAvenue South would be limited to onelane in each direction. He estimatesthe work would take three months tocomplete.

“If the state comes back to workand we can get the necessaryapprovals, we could possibly start ityet this year,” Hanson said.

other bushes at the intersection ofSally Lane and Valley View Road areplanted in the city right of way and aredifficult to see around when enteringthe street.

“This is an accident waiting to hap-pen,” she said.

Currently, city code prohibits land-scaping in the right of way and permitsthe city to have such nuisancesremoved after a seven-day writtennotice and then assess the homeownerfor the cost.

Councilmember Josh Sprague saidthe city is not enforcing this rule andshould come up with practices to deter-mine if there should be exceptions andwhen. The council directed staff tolook into the issue.

Sprague said he also did not supportthe temporary sidewalk because he didnot want to set a precedent for fillingtemporary infrastructure requestswhen there is not a pressing need.

What are you doing to MY state park?Editor’s note: I’m not going

to deal with the nitty-gritty ofthe state shutdown. Mostly, because politics are a trickyanimal, and I won’t pretend Ihave any sort of solution forthe current predicament. Thereare other related issues, howev-er, that really get my goat andneed addressing.

I’m bummed about theMinnesota state shutdown.Mostly bummed because itmeans my favorite summeractivity — heading to WilliamO’Brien State Park in Marine-on-St. Croix, Minn. — isn’tpossible at the moment. ButI’m particularly upset becauseI had a sneaking suspicion the

shutdown and subsequent clo-sure of the parks would leave agaping hole wherein low-lifevandals could step in andharm something important tome as a nature enthusiast andMinnesotan.

In case you didn’t hear, numerous media outlets arereporting extensive vandalismat Afton State Park, damage toDepartment of NaturalResources facilities in Grand

Marais and other issues atparks across the state.Absolutely senseless andpointless acts that served onlyto ruin a shared naturalresource.

I love state parks. I feel athome in them so it’s tough toavoid the “get-off-my-lawn-you-kids” impulse here.

Setting aside, for a moment, the fact that as a stateresource, the parks are fundedat last partially through taxdollars making it silly forHoodlum A to destroy publicproperty that Hoodlum A(assuming he pays taxes)would have to help fund torepair, the main issue to me isthe idea that the minute some-

one isn’t watching it’s some-how permissible to forget allsocietal mores and act likeyahoos.

Public property, be it a statepark or an interstate highway, exists as a service we provideourselves. We, the taxpayers, fund these public facilitieswith the common goal of allbeing able to access the out-doors or drive across the coun-try. We, the taxpayers, areresponsible for responsibleuse of such facilities.

It’s a sad day when theminute our collective backs (inthe form of park personnel)are turned some people feelthe need or desire to rampagethrough our mutual property.

Letters to the editor: We really do love them The primary reason I and

my coworkers write personalcolumns (they’re not editorials)for this page is to encouragereaders to respond.

It’s not easy. It seems no mat-ter how outlandish we get, thefeedback is minimal.Sometimes the responses we doget are bizarre.

Generally the reactions fallinto two categories. The first istotally disheartening. Youresearch and write your gutsout about a topic of interestand receive an email that says“in paragraph six you used‘upon’ instead of ‘on.’ IsEnglish your native language?Who proofreads this rag?”

Yikes. No mention of whatthe writer might have thoughtabout the topic. Just kvetching.Riding high in April, shot downin May. That’s life, I supposed.

The second most commonresponse tends to take the “whocares about your opinion”approach. Mind you, these writ-ers never bother to tell us theiropinion, they simply want us to

know that we are not entitled toours.

For instance, a column Iwrote recently about the baneof fireworks drew a one-sen-tence response from an individ-ual who accused me of advocat-ing a “nanny state.”

That’s a term used to try toput writers who believe some-times people need to be toldwhat to do in their place. Theplace is usually under the jack-boot of the person using theterm.

Actually, my plea to ban fire-works had nothing to do withthe nanny state. You see, idiotswho abuse fireworks causebuildings to burn down. Eachtime one catches fire, my taxdollars or yours (depending onwhere you live) are expended to

pay salaries for firefighters.Taxpayer-funded police and

fire departments both gotinvolved in Fargo over the July4 holiday when a man wasstruck and killed by a mortar-style firework.

So my column was more of aplea to eliminate one morething taxpayers have to supportwith their hard-earned dollars.Quite different from the idea ofa nanny state. Heck, it’s almostlibertarian.

What is it that stops youfrom expressing your view-point on this page? We do every-thing possible to make it simplefor readers to write letters tothe editor. We’ve tossed most ofthe rules out the window toallow more exchanges of opin-ions.

We are thankful to the letter-writers who do participate, butmany of them fall into the“endless political campaign-ing” category. Frankly, thoseletters leave me personallywanting to retch.

Which proves that there is

no litmus test per se for lettersto the editor. I’ll swallow hardand place them on a page, nomatter the topic.

We do ask that you writewithin the bounds of good tasteand keep your thoughts shortand succinct. Those of us whowrite these columns try to keepit short and sweet because weknow readers have busy livesand don’t want to spend half aday reading an opinion col-umn.

You can use the electronicform for letters found on ourwebsite or you can simplyemail your letter. Written andtyped submissions are also wel-come, although both requirethey be keyed into our system, which can delay publication.

We will continue to try tostrike a nerve with ourcolumns and hopefully one dayyou’ll read something that con-vinces you to either agree ordisagree strongly enough towrite in.

We’re looking forward tohearing from you.

year, sometimes wear noise-cancelingheadphones so they can concentrate onhomework.

“There are always construction vehi-cles parked on either side of my drive-way, so it’s hard to back out and see traf-fic,” she said. Then there’s the music, cig-arette smoke and profanity from workersthat sometimes wafts into her yard.

Skalicky said her problem is not thehomebuilding itself. She said some con-tractors take great care to work with andbe respectful of neighbors. Those who donot, but still operate within city code, arethe problem, she said.

In letters to the city this spring, sheasked the city to set stricter rules thatwould allow current residents to enjoythe quality of life that brought them toEdina to begin with.

“Why am I unable to enjoy my homebecause of the rights of a builder? Who islooking out for my rights as a citizen ofEdina?” she wrote.

The Edina City Council directed staffto take up the issue during discussion atits Tuesday, June 21, meeting.

Even as the housing industry has a

taken a hit over the past few years, con-struction continues in Edina’s strongmarket. Council members said they fre-quently hear complaints about buildingactivity.

City Manager Scott Neal said the pro-posed construction management plan toaddress the issue would be like a code ofconduct for contractors.

“A contractor can be completely com-pliant with all of our construction regu-lations and still disrupt the peace in aneighborhood,” Neal said. “That’s whatwe’re trying to get at.”

Councilmember Josh Sprague said thecity needs a document setting expecta-tions for construction sites and also toshow residents there are plans in place todeal with potential nuisances.

“We’ve got a lot of correspondence onthis since I’ve been on the council, whichisn’t very long,” said Sprague, who waselected last November.

Councilmember Joni Bennett saidshe’d also like to see the rules and expec-tations better defined.

“I’m concerned about the issue aswell, as I think we all are,” she said.

City Planner Cary Teague said a draftversion of the construction managementplan distributed to council membersbefore the Tuesday, July 5, meeting isbased on a document used in the city of

Minnetonka.In Minnetonka, where Teague was

principal planner before coming toEdina, a construction management planis approved as part of each developmentproposal and enforced by the planningdepartment’s environmental staff, hesaid.

Teague said the issues he hears mostoften about in Edina are parking andwhen construction work begins in themorning. Currently, a section of citycode regulating noise limits constructionactivity involving any power equipmentaudible beyond the property line to 7 a.m.to 9 p.m. Monday through Friday, and 8a.m. to 7 p.m. weekends and most holi-days.

Teague said the construction manage-ment plan would bring parts of existingcode affecting building “all into one placerather than piecemeal through the code.”

Teague said the Edina City Council isslated to discuss the draft at a work ses-sion in August before taking the matterup at a regular meeting. He said there arestill several areas to consider, like whowould be responsible for enforcement inEdina.

In the draft, developers and contrac-tors would specify their estimated con-struction start date, hours of operation, parking arrangements and routes work-

ers will use to travel to the site in theplan.

The plan would also require thebuilder to have a contract with a streetsweeper for routine cleanups, institute awatering program for dust control, fencevegetation for protection during gradingand construction, repair damage to pub-lic streets or adjacent properties, main-tain erosion and sediment control, installrock entrance pads or similar surfaceswhere vehicles enter or exit the site, con-tain construction debris on-site with reg-ularly scheduled removal service, andreceive materials on an as-needed basisto keep large stockpiles at a minimum.

Sprague said he’d also like to see thecity create a frequently asked questionssheet for residents so they are aware ofthe rules and know who to contact at thecity with specific concerns.

“Managing a building site involves thehealth, planning, public works, policeand building departments,” Sprague saidof the current situation. A change wouldmean a very different experience for res-idents.

“They’ll know who to call, when tocall,” he said.

Skalicky said she’s glad to know thecity is taking steps to protect the qualityof life her family has enjoyed in Edinaover the years.

Tour organizer DiannePlunkett Latham, who chairsthe Edina Energy andEnvironment Commission andthe Edina Garden Council bien-nial tours, said it’d be more thanpretty plants.

“The Energy and

Environment Commissionwanted to show residents thatthey could have beautiful yeteco-friendly yards. There aremany things they can do to saveon energy and water,” saidLatham, who’s home is one ofthe five on tour.

Campbell said while his edu-cation is in art, he’s alwaysenjoyed gardening. When he

moved to his north Edina home more than 20years ago, he planted a small plot of herbs, salad greens and tomatoes to sell to localrestaurants.

For several years in the 1990s, he appren-ticed at the Center for Agroecology andSustainable Food Systems at the Universityof California, Santa Cruz, and then worked ata large organic farm and produce importer inthe state. When he moved back to his Edina

house in 2000, he decided it was time toput down his roots.

“All these years I’d been living like Iwas going to sell my house,” he said. “Idecided to come back and reclaim it.”

Slowly he began to replace the grasslawn with a cover of hostas and otherperennials. He now has more than 550varieties of the shade-loving plant. Astrees surrounding his yard succumbedto storms and disease, he added fruittrees. His original garden plot of about25-by-30-feet has expanded to nearlyevery part of the property.

With the exception of the hostas, which Campbell said fulfill his artisticside with their varied texture, color, shape and size, now nearly everythinghe grows is edible.

“It has to have a purpose for me,” hesaid.

Among his crop are nine varieties ofapples, three varieties of apricots, cherries, pears, peaches, plums, lemon, figs, rhubarb, grapes, kiwi, cur-rents, pomegranate, raspberries, chokeberries, cranberries, seaberries

and jostaberries, a cross between ablack currant and a gooseberry.

Some of his herbs include kaffirlime, lemon verbena, hops andcilantro. He also grows vegetables likebeets and kale.

Campbell, chef at Beaujo’s Wine Bar& Bistro in Edina, said there’s no realscience to his method, other than anenvironmentally friendly bent. For themost part it’s trial and error. When aproblem appears, he finds a way to dealwith it that does not use chemicals thatkill beneficial insects and microorgan-isms in the soil.

“I let weeds grow up if they’re use-ful,” said Campbell, who keeps aroundstinging nettles, which are good for hiscompost bin, and mullein, which hasmedicinal uses.

To fight pests like apple maggots,he’s sprayed some of his trees with a

natural product containing kaolin clay– often used in cosmetics – they won’tpenetrate. Each apple bud on anothertree is wrapped with nylon stockingsfor the same effect.

He uses a liquid repellant madefrom biodegradable rotted egg whitesaround the perimeter of his yard tokeep hungry deer away. He said he’dalso like to begin integrated pest man-agement. Ladybugs and praying man-tis can be released to combat moredestructive insects.

Campbell already has one kind ofcreepy-crawly on his side. For the last10 years he’s practiced vermiculture. He brings kitchen waste home fromwork and feeds it to worms stored in aspecial bin in his basement. Their cast-ings make for nitrogen-rich soil.

Latham said the tour of Campbell’shome will include a vermiculturedemonstration, as well as display ofeco-friendly tools such as an electricmower and electric weed whip withinformation available from the HomeEnergy Squad.

Each of the commission’s five work-ing groups is assigned to a tour site toshow residents how to put the ideas ondisplay into practice. Latham said the

How does your chimney look? Are the bricks crumbling?Does it have White or Black exterior staining? Are youafraid to use your fireplace because you’re not sure how safeit is? When was the last time you used it?

The professionals at AirBroom Minnesota Fireplaceand Air Duct Cleaning in Excelsior can restore both yourconfidence and your chimney. Did you know that watercauses more damage to masonry chimneys than fire? Yourchimney, unlike other parts of your house, is constantlyexposed to the elements. They are generally constructed ofbrick, mortar, tile, steel, and iron. All of these materials suf-fer deterioration as a result of prolonged contact with water.Freeze and thaw cycles so familiar here in the Twin Citiescause stress on the chimney. Water that has penetratedexpands and contracts. Left unchecked it will cause interi-or and exterior damage to your home and masonry chimney. Some of the damage that can be caused includes: 1) spalledand broken exterior brickwork, 2) deteriorated masonry andmetal firebox assemblies, 3) rusted dampers, 4) decayedmortar, cracked or missing flue liners, and in the worst casescenario damage to adjoining walls, ceilings, and woodwork.

There are three main ways to prevent water damage.

1) Install a chimney cap. This is the most inexpensivemeasure to prevent water penetration to the flue and insidechimney elements. We sell and install locally manufacturedcaps for as little as $99.

2) Repair or replace a damaged chimney crown. The crown sits atop your chimney and covers and seals itfrom the flue liners to the chimney edge. Many chimneysare built with an inadequate crown constructed from com-mon mortar mix. Mortar is not designed for and will notwithstand years of prolonged moisture exposure withoutcracking and chipping which allows water to penetrate thechimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang dripedge. This assures the water will shed helping to preventerosion in the mortar and brick of the chimneys surfaces.Keeping the crown “watertight” and shedding away from thesponge like masonry elements that the chimney is built of isthe most important element to preventing deterioration. AtAirBroom Minnesota we use the industry leading line ofSaver products to build and repair chimneys. Use of theseproducts allows us to pass on manufacturers material war-ranties of up to 15 years to our clients.

3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts ofwater. Brick acts like a sponge absorbing water and wickingit to the chimney interior. Products we use are specificallydeveloped for use as waterproofing agents on masonrychimneys. These are vapor permeable – which means theyallow the masonry to breath out but not in. This allowswater that has penetrated the chimney to escape while pre-venting additional water from entering from the outside.Non vapor permeable sealers commonly available shouldnever be used because they trap moisture inside actuallyaccelerating deterioration. We use a special permeable seal-er with a 10 year consumer warranty to protect your chim-ney. Doing this before deterioration occurs can save youhundreds or even thousands of dollars in future repairs.Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has becomequite serious. Although these prevention measures may costyou a few dollars they can save you a lot more by prevent-ing large future masonry repairs. Jon Moon, a member of the commis-sion’s Water Quality Working Group, will show visitors how two rain bar-rels can be cascaded together. The two

in his yard provide water for a veg-etable garden and, with drip irriga-tion, water for a hosta bed. A naturallyoccurring rain garden in the backyardallows rainwater and snowmelt runoffto pool and then infiltrate.

When Edina American Legion baseballcoach Nick Kennedy had to choose hisfirst-game starter for the Gopher Classiclast weekend, there was no hesitation.

He handed the ball to his ace, JamesDean.

Dean responded by throwing fourinnings of one-hit ball as Edina drilledSioux Falls (S.D.) West 12-0. Matt Hopfner

came out of the bullpen to finish theshutout in the fifth inning as Edina won bythe 10-run rule.

Asked if he was honored to start thefirst game of the 66-team invitational,Dean said, “it’s always an honor when theyhand me the ball.”

Dean’s fastball was his meal ticket. Hemostly kept it down in the zone, but

worked up high a few times when hewas ahead in the count. At the end ofthe game, his season record was 4-0.

“My changeup has been effectivethis year, but tonight I stuck mostlywith the fastball,” Dean said. “I hadgreat defense behind me. Joe Spellmanand Nick Leer were out there turningdouble plays, and that always helps apitcher.”

Spellman, who plays shortstop, andLeer, who plays second, turned twoground-ball double plays to wipe outpotential Sioux Falls threats.

While he liked the defense, Deanwas equally impressed with Edina’shitting.

“It’s so much easier to pitch whenthe bats are behind you,” he said.

Edina pounded out 13 hits, includ-ing three by Nick Omodt.

“If we play our game, we can put a

lot of runs on the board,” said Kennedy, who is in his first season as Edina’shead coach. “We came into tonight’sgame hitting .369 as a team. Nick Dennis the leader at .532 and Mark Handbergis hitting .475.

“I really like the way they’re hitting.Denn is in the four hole and usuallyfinds the right pitch to hit. I like theway Handberg hits down on the ball.Even his ground balls are hit hard.”

Dean is part of a deep Edina pitch-ing staff that also includes Handberg,Hopfner, Danny Baer, John Connell,Alex Lampert, Mitch Larson, AdamNash and Nick Remes.

With so many on the staff, Deanknows he will not be over-used.

Dean, who already has a year of col-lege ball under his belt, has transferredfrom a junior college in Kansas toBethany Lutheran College in Mankato.

He’s excited about the change.“Bethany has a solid program, and

it’s a lot closer to home,” he said. “I amreally looking forward to going toschool there.”

MGA Amateur in 1963.The field of 156 will try to figure out the

nuances of White Bear Yacht Club, designedin the early 20th century by legendary golfcourse architect Donald Ross. While somemight consider it short by today’s standards at6,471 yards, undulating fairways, blind shotsand tricky greens are several features thatcould confound players.

MGA tournament director Doug Hoffmannsaid he anticipates some under-par scores butstill expects the course to challenge playerswho routinely hit 300-yard drives.

“This course is a long 6,400 yards,”Hoffmann said at an MGA media event lastweek. “And I expect to take advantage of somehole locations that are available to me. But ifsomeone goes out, plays well and shoots a lownumber, great.”

Rush Creek, which will be host of theMinnesota State Open for the first time, hasplenty of length. It is expected to play at more

than 7,200 yards for the tournament.A number of players who have been on the

PGA Tour or Champions Tour also have wonthe Minnesota State Open, including TomLehman, John Harris, Mike Morley, JoelGoldstrand, Ty Armstrong and Jon Chaffee.

Harris, who continues to compete on theChampions Tour, has entered the state open.Shorewood resident Mario Tiziani, who hascompeted on the PGA Tour, also is in the tour-nament.

Edinburgh USA head professional DonBerry is a two-time Minnesota State Openchampion. He is scheduled to play this year, asis Edinburgh USA’s director of instruction,Adam Gulli.

Also in the tournament is Bloomingtonnative Jim Sorenson, who won the 1985 U.S.Public Links and the 1986 Minnesota StateOpen.

Sorenson isn’t playing many tourna-ments these days but is still a prominentfigure in the game. If you see a televisioninfomercial for a golf-training device, chances are it was made by a companySorenson founded – Momentus Golf in Mt.Pleasant, Iowa.
