W ith Covid-related deathsmounting amidst ahealthcare system

stretched beyond its limit, theDelhi government todayextendedtheongoingcurfewbyaweek.Therestrictions that were imposed onApril 20 will now remain in placeat least till 5 amonMay 3.

“The coronavirus situation hadworsened,which iswhywestarteda six-day lockdown last week. It isscheduledtoendtomorrow.Buttheinfectionsarecontinuing torise. Inviewof this, everybody agrees thatwe need to extend the restrictionsto curb the spread further,” ChiefMinisterArvindKejriwal said.

Since the curfewwas imposed,

while thenumberof reportedcaseshas come down marginally, thenumber of deaths have increased.From 28,395 new Covid cases onApril 20, thenational capital regis-tered 24,103 cases yesterday (April24), but the daily death toll surgedfrom 277 to 357, the highest everrecorded.Recentdatasuggests thatthepositivity rate has increased to36 per cent from 25 per cent twoweeks ago. An acute shortage ofoxygen and hospital beds havecaused the situation in Delhi todeteriorate further.

The extension of the curfew is,however, expected to take a heavytoll on retailers. According toKumar Rajagopalan, chief execu-tive of Retailers’ Association ofIndia (RAI), a total banondeliveryof non-essential goods is causing

havoc. “This is now making itimpossible for retailers to surviveas they are unable to meet eventheir fixed expenses,” he said.

According to RAI, variousrestrictions and localised lock-

downs in metros across India arecosting the retail industry 50 percent of its overall business.

Estimates suggest the closureof all retail hubs for aweek causeda loss of ~2,000 crore to Delhi’s

retail business. “As thecurfewnowgetsextended,weareagainstaringat lastyear’sdownwardcycle,” saidSanjiv Mehra, president of KhanMarketTraders’Association. “Likelast year, the retailers are now get-ting into the trap of overdue rentpayment and payment to theirstaff.” With all shops shut, theprime central Delhi market hasalready lost its entire business inthe past few days.

While traders in Delhi havebeen in favour of extending thecurfew, retailers argue that alldelivery services shouldhavebeenallowed so that they could recoversome part of their costs. The gov-ernment has so far allowed onlyessentialdeliveries throughe-com-merce in the capital. RAI hasdemanded that non-essentialgoods and offline retailers shouldalso be included in the exemptionlist. Traders are, after all, voluntar-ilykeepingtheir shopsandmarkets

shut,Mehra said.To recover fromthis loss, retail-

ers will need economic supportfrom the government, saidRajagopalan. “We would requiresome support in the form of rentor tax waiver in the coming days.”

Traders’ bodies such as theConfederationofAll IndiaTradershave, however, appreciated thegovernment’s move to extend thecurfew, which they believe willhelp break the chain of infection.

According to Bharat Ajuha,president of Delhi ElectricalTraders’ Association at ChandniChowk, traders at the largest elec-tricalhub inNorth Indiawereany-wayprepared to keep theirmarketshut for another week. “Loss oflives is themost important issueatthemoment that needs to be add-ressed,” he said. “We are taking allmeasures to help and support theworkforceso that their lossof liveli-hood can beminimised.”
