The crash in prices of tobacco over the last few weekshas not only led to farmersprotesting against the Tobacco Board’s failure to come totheir rescue, but it nowthreatens to cast a shadowon the Assembly bypolls inHunsur, a key tobaccocultivating region.
The annual auction season for tobacco in Karnatakabegan in the second week ofSeptember this year with theproduce commanding a reasonably average price acrossbright, medium, and lowgrade varieties of the produce. But, fi��ve to six weeksinto the auction season, thedemand for tobacco plummeted with no takers, particularly for the lowgrade tobacco, sparking protestsacross diff��erent auction platforms in Mysuru district.
According to Mr. JavareGowda, president of VirginiaFlue Cured (VFC) TobaccoGrowers’ Federation of Karnataka, the price of lowgrade tobacco, which wasbeing purchased for an average of ₹��120 a kg, had comedown by ₹��20 to ₹��30 a kg.

facturing companies thatwere responsible for theirplight.
Karnataka Rajya RaithaSangha (KRRS) and HasiruSene, which has taken up thecudgels on behalf of tobaccofarmers, said the ire of farmers over the collapse in prices will have a bearing on theDecember 5 bypolls toHunsur.
Of the 48,000 licensed tobacco growers in the State,as many as 22,000 are fromHunsur, according to seniorTobacco Board offi��cials.Each licence is linked to a family of three to fi��ve adults,besides the labourers engaged to work on theirfarms.
In addition, there areabout 5,000 to 6,000 unauthorised growers of tobac
co in Hunsur, said Mr.Gowda.
More than 2.2 lakh peopleare eligible to cast their votesin Hunsur Assembly segment in the coming bypolls,which is expected to be anacid test for former MinisterA.H. Vishwanath, who, afterresigning as JD(S) MLA in July, is now entering the fray asthe BJP candidate. He will bechallenged by Congress’ H.P.Manjunath, a twotime MLA,and JD(S) candidateSomashekar.
KRRS leader Badagalapura Nagendra said farmers’ issues invariably have a bearing on elections and theplight of tobacco farmerswill be no exception. Thefarmers will show their anger at the polling booth, hewarned. The Tobacco Board
offi��cials suspect that theprotests by tobacco farmerswere “politically motivated”and stoked by leaders of theOpposition parties to capitalise on the mood of thefarmers.
However, board offi��cialsadmitted that the price oflowgrade tobacco haddipped and the reason wasattributed to an increase inits output due to heavy rainsand the high yield in areasalong the banks of Lakshmanthirtha and other tributaries of the Cauvery in theregion. With auctions alsocommencing in Guntur inneighbouring Andhra Pradesh, the traders had morethan one option for purchasing tobacco. Board offi��cialssaid the prices of tobaccohad begun stabilising in thethird week of November andhoped that the farmerswould get better prices soon.

Former Minister A.H. Vishwanath on Friday said thathe agreed to join the BJP because of V. Srinivas Prasad,veteran Dalit leader andChamarajanagar MP.
On his fi��rst visit to the BJPoffi��ce in Mysuru on Friday,Mr. Vishwanath disclosedthe behindthescenes developments prior to the enmasse resignations by coalition MLAs in July. He saidMr. Prasad, with whom heenjoyed a close rapport, hadinvited him to his residenceand asked him to take thelead in establishing a BJP government in the State, withB.S. Yediyurappa at thehelm. “He told me to quit asJD(S) State unit presidentand take the lead in bringingthe BJP to power. I immediately agreed,” Mr. Vishwanath said, before addingthat the two spoke to Mr.Yeddiyurappa immediatelythereafter.
Mr. Vishwanath said thathe was told that the BJP’sobjective would be achievedif a leader like him came forward and took a fi��rm decision. He gave Mr. Prasad theentire credit for installation
of the BJP government inthe State.
Mr. Vishwanath, whojoined the BJP formally inBengaluru on Thursday, visited ChamundeshwariTemple atop ChamundiHills in Mysuru on Fridaybefore visiting the party offi��ce in Mysuru to participatein the Kanaka Jayanticelebrations.
Mr. Prasad, however,downplayed his role in establishing the BJP governmentin the State by claiming thatthe CongressJD(S) coalitioncollapsed on account of the“mistrust and misunderstanding” between the leaders of the two parties.
Acknowledging hisfriendship with Mr. Vishwanath, Mr. Prasad said theformer had resigned as MLArepresenting Hunsur asformer Chief Minister Siddaramaiah had been “humiliating” him.
No reactionMeanwhile, Mr. Siddaramaiah, who was also in Mysuru on Friday to participate in the Kanaka Jayantiprocession, refused to reactto statements made by Mr.Vishwanath.

The Hampi World HeritageArea Management Authority has decided to procure 10more batteryoperated buggies for tourists visiting thefamed Vittala temple complex in Hampi. It also plansto introduce minibuses toferry visitors to diff��erentmonuments in Hampi.
At present, six buggiesferry visitors for about onekilometre from Gajjala Mantap to Vijaya Vittala temple.Of the 25 buggies procuredover the last 10 years, onlysix are operational, which iswoefully inadequate giventhe tourist fl��ow.
P.N. Lokesh, Commissioner of the authority, said,“The new buggies will be inplace before Hampi Utsavscheduled in January 2020.”As many as 13 women employed by the authority operate the buggies in twoshifts. Each woman operates 20 rounds a day bet

The authority has also decided to study the feasibilityof aqua sports at tanks located in Kamalapura, on theHampi University campusand Sanapura. The commissioner said there was a proposal to introduce trekking,rockclimbing, mountainbiking, and heritage walks.

Soon, diagnosis of KyasanurForest Disease (KFD), commonly known as ‘monkeyfever’, could be done quickly and easily at the primaryhealth centre (PHC) level.The National Institute of Virology (NIV), Pune, has developed a pointofcare rapid test kit, which is nowawaiting the Drug ControllerGeneral of India’s (DCGI)approval.
The test kit, developed bythe Biosafety Laboratory(BSL)Level 4 team of NIV,will allow PHCs to test andreport positivity within twohours.
“We are now getting thetest kits externally validatedin other laboratories following which there will be fi��eldtrials. Simultaneously, wehave also applied for approval from the DCGI. Once thatis done, the kits will bemade available in the aff��ected States,” Ashok M., offi��cerin charge of NIV’s Bengaluruunit told The Hindu.
As of now, RealTime Reverse Transcriptase Polymerase Chain Reaction (RTPCR) and serology test usingIgM capture ELISA (enzymelinked immunosorbent assay) are done to diagnose
the disease. This usuallytakes one to two days for theresults.
Moreover, the blood samples from the districts haveto be transported to the Viral Diagnostic Laboratory(VDL), Shivamogga, whichis the main arm of the Department of Health and Family Welfare tackling thedisease.
Point-of-care“The new rapid test is a molecular test for which bloodsamples will be drawn andtested at the PHC itself. Thiswill enable diagnosis to beprovided at the point of care
within two hours,” said Kiran S.K., Deputy Director,VDL, Shivamogga.
Principal Secretary(Health and Family Welfare)Jawaid Akhtar said the useof these kits is one of the many recommendations madeby Karnataka to the NationalCentre for Disease Control.
Cases reportedKFD was limited to the Western Ghats of Karnataka forabout seven decades. However, in the last sevenyears, cases have also beenreported from adjacentStates along the WesternGhats (Kerala, Goa, Maharashtra, and Tamil Nadu).The rapid test will be ofgreat help in Karnataka,which is one of the worst affected States.
“We are entering into thisyear’s (201920) KFD seasonand are hoping the numberswill be less. We have carriedout an aggressive vaccination drive and over two lakhpeople have been vaccinated from August 2018. In thenext one month, over 1.5lakh more people will bevaccinated. The eff��ectiveness of the vaccine is up to85% among those who receive three doses,” addedDr. Kiran.
