Dear Delegates,It is a great honour and a pleasure to welcome you to CYBERSEC, the first edition of the European Cybersecurity Forum.

For years we have been exchanging ideas with many of you, working together towards a common, safer future. The Kosciuszko Institute – a leading Polish independent think-tank , has extensive experience in the area of strengthening transatlantic ties and propagating the importance of cybersecurity in Poland and the European Union. The original concept of the Forum was developed within the CYBERSEC Organizing Committee.

Today, we are inaugurating a discussion on some of the most important challenges related to cyberspace. The CEE region has, until now, been insufficiently active in the discussions on cybersecurity, both on the European and global arena. Meanwhile, the challenges we are facing today call for bold decisions and immediate actions.

Both the ‘cyber dimension’ of the conflict in Ukraine and next year’s NATO Summit in Warsaw, focused on cyberdefence and the need to develop EU solutions for cyberdefence, are the chosen topics of the CYBERSEC 2105.

This year, in our inaugural edition of CYBERSEC, our key objective is to develop high-quality recommendations and practical solutions, through area-specific, expert breakout sessions, discussion panels and follow-up research. The voice of Central European leaders will be heard along with that of the rest of the continent, with a positive impact on the safe and secure functioning of cyberspace.

CYBERSEC will also continuously support the development of key competencies and capabilities in the field of cybersecurity, engaging academia, security experts, and global business environment.

We wish to express our heartfelt gratitude to those who have supported us in turning CYBERSEC from dream to reality. We know that our passion, commitment and strong belief in propagating innovative ideas will make this not only the beginning of our common success story, but also, as in an American film classic, ‘the beginning of a beautiful friendship’.

We look forward to meeting you and having you share your opinions and expertise with us during the very first edition of the European Cybersecurity Forum.

We feel privileged to welcome so many recognized experts specializing in the strategic issues of cyberspace and cybesecurity.

Krakow is recognized as a monument of Polish national heritage with many of its most precious historical monuments and urban spaces inscribed on the UNESCO World Heritage List. The former capital of Poland also is, and always has been, a vibrant city attracting representatives of the scientific and cultural communities.

Over the last years, Krakow has become an experienced host to major meetings, congresses and conferences. I do hope that our city will also satisfy your expectations as the Forum’s host.

Social engineering attacks strongly differ from regular penetration tests. When you attack people, you never know how they will react. You need to be ready for anything and make instant decisions that will keep the attack secret and allow you to freely roam the victim’s systems for as long as possible. As part of the lecture, Piotr Konieczny from Niebezpiecznik.pl will show the behind-the-scenes of social engineering attacks on various Polish companies from different industries conducted by the security team at Niebezpiecznik.pl in 2014-2015.

Andrzej Adamski, Professor of Criminal law and Computer law at the Faculty of law and Administration at Nicolaus Copernicus university, Toruń, Chairman of the Department of Criminal law and Criminal Policy – PolandDr. Adamski is also a member of the Council of Europe Committee of Experts on Crime in Cyberspace (2000-2001) and the winner of the Professor Tomasz Hofmokl Award For Promoting the Idea of Information Society (2002) in legal regulation and pioneer research on cybercrime.

Robin Barnett, Her Majesty’s Ambassador to Poland – united KingdomMr. Barnett has been the British Ambassador to Poland since 2011. He studied law at the University of Birmingham. In 1980 he joined the Foreign and Commonwealth Office. His first post was Warsaw in 1982. He also worked in diplomatic missions in Vienna, New York and Bucharest.

Manuel Pedrosa de Barros, Director of Communication Security Department (DSC) of the Portuguese National Communications Authority – PortugalMr. Barros represents the Authority in the Management Council of the Portuguese Electronic Certification System, the Technical Council for Accreditation of the Portuguese National Security Authority, the ENISA Management Board, and the OECD Working Party on Security and Privacy in the Digital Economy. He joined ANACOM in 1997 as Director of Standardisation and Certification (DNH), and since then assumed identical functions in the Equipment and Standardisation (DEN) and the Technology and Equipment (DTE) Departments and the Communications Security Office (GSC).

Władysław T. Bartoszewski, Vice-president of the Board of Exatel – PolandWładysław T. Bartoszewski has been Vice-president of the Board of Exatel since 2014. He is an expert in finance and energy security. He gained experience in foreign financial institutions (ING, Barings, JP Morgan, and Credit Suisse) and consulting companies (COBA-M.I.D. Central Europe Trust Company). Władysław T. Bartoszewski is also a Lecturer at European and American universities.

Dr. Annegret Bendiek, Senior Associate in the Eu / Europe Division of the German institute for international and Security Affairs (SWP) – GermanyDr. Bendiek specialises in European Common Foreign and Security Policy, European cybersecurity, data privacy and data security in the transatlantic relationship. From April to October 2014, she was seconded to the Policy Planning Staff of the German Federal Foreign Office. FromAugust 2013 to April 2014, she held a Robert Bosch Public Policy Fellowship at the Transatlantic Academy of the German Marshall Fund (GMF), Washington, D.C.

Mieczysław Bieniek, former Polish Military Representative for NATO and Eu Military Committees, former NATO Deputy Supreme Allied Commander Transformation – Poland Lieutenant-general Bieniek joined the Polish Army as Officer Cadet in 1969, and in 1989 was promoted to Lieutenant-colonel. In 2004 he commanded Multinational Division Central-East in Iraq. In 2007 he served as an Adviser to the Afghanistan Minister of Defence, and Senior Military Adviser to the Polish Minister of Defence. In the same year he was promoted to Lieutenant-general.

Krzysztof Bondaryk, Expert in Security Management, Cybersecurity and Classified information Protection - PolandBrigadier-general (retired) Krzysztof Bondaryk is an expert in security management, cybersecurity and classified information protection. He was the Adviser to and Plenipotentiary of the Ministry of National Defence for cybersecurity. Mr. Bondaryk was also the Director of the National Centre of Cryptology at the MoD, Poland. Prior to this, he was appointed Under-secretary of State in the Ministry of Internal Affairs and Administration (1998-1999), and later became the Head of the Internal Security Agency.

Pierre Buhler – French Ambassador to Poland – FranceMr. Buhler has held several positions at French Embassies in a number of countries. He worked as a Diplomatic Adviser to the Minister of Defence, and General Manager of France Coopération Internationale (FCI), which later became France Expertise Internationale (FEI). He is a graduate of the French business school HEC (École des Hautes Etudes Commerciales), and Sciences Po Paris; holds BAdegrees in law (University Panthéon-Sorbonne, Paris) and ethnology (University Denis Diderot-Paris VII), a Master’s degree in applied economy (University Paris-Dauphine), and a degree in Polish (National School for Oriental Languages, Paris).

Sławomir Brzeziński, Director of the Security Centre at Bank Zachodni WBK SA - PolandMr. Brzeziński has been working in the banking sector since 1992, first at WBK SA, then in Bank Zachodni WBK SA. He has been working in the field of information security, with a special focus on information systems since 1998. Since 2001 he has been responsible for the security of information systems of Bank Zachodni WBK SA. He is a member of several forums and working groups related to the Association of Polish Banks, which deal with information security. He holds a diploma in informatics.

Daniel Castro, Vice-president of the information Technology and innovation Foundation, Director of the Centrefor Data innovation - u.S.In 2015, the U.S. Secretary of Commerce appointed Mr. Castro to the Commerce Data Advisory Council. Before joining ITIF, he worked as an IT analyst at the Government Accountability Office (GAO). In addition, Mr.Castro was a Visiting Scientist at the Software Engineering Institute in Pittsburgh, Pennsylvania. He has a BSc in foreign service from Georgetown University and an MSc in information security technology and management from Carnegie Mellon University.

Yogi Chandiramani, Senior Director of Sales Engineering for Europe, Middle East and Africa, FireEye – FranceAs a Senior Director of Sales Engineering for Europe, Middle East and Africa, Mr. Chandiramani provides subject matter expertise in pre-sales capacity for prospects, partners and strategic business alliances. Previously he worked for Blue Coat Systems, a Secure Web Gateway provider. Mr. Chandiramani holds an engineering degree in telecommunications, and is passionate about malware forensics and identifying new trends in cyber threats.

Pierre Chastanet, Deputy Head of unit Trust and Security at the Directorate General for Communications Networks, Content and Technology of the European Commission – France Pierre Chastanet previously he worked as an assistant to the Director in charge of Sustainable and Secure Society, on the preparation of Horizon 2020. Pierre joined the European Commission in 2006 as Research Programme Officer in charge of Telecommunication Technologies and the Internet of the Future. He holds a MSc in telecommunication engineering from Paris Graduate School of Telecommunication Engineering, and MA in international politics from the Free University of Brussels.

Bogusław Chrabota, Editor in Chief of Rzeczpospolita Daily News – PolandSince 2013, he is Editor in Chief of Rzeczpospolita Daily News, the leading opinion making Polish Newspaper. He published his first publications in Polish dissident press in 1986. Between 1990 and 1993,he was working for the Polish Public Television TVP at the News Department. He is a member of the founding team of the first Polish commercial television - Polsat. Previously, he also worked for the Press, and for Newsweek. Mr. Chrabota holds a degree in Law from the Jagiellonian University, Poland.

Piotr Ciepiela, Senior Manager in Operational Technology Advisory, EY – PolandHe is a co-author and leader of consulting services in the field of Critical Infrastructure Security and Industrial Automation Systems for Central Europe (23 countries). Mr. Ciepiela managed numerous projects in the United States, Europe, and the Middle East. He participates in the creation of international standards for Cybersecurity and Industrial System Security (ISA and NIST). Krzysztof liedel, Director of the Terrorism Studies Centre (Collegium Civitas) – PolandMr. Liedel is also a Lecturer at Warsaw University and Collegium Civitas, and member of the International Association of Crime Analysts and International Association for Counterterrorism & Security Professionals. From 2010 to 2015 he worked at the National Security Bureau, and from 2004 to 2007 he was with the Ministry of the Interior and Administration. He holds a PhD in military science.

Tomasz Szewczyk, Chief Expert in the Protection and Security Bureau of the Polish Security Printing Works (PWPW SA) – PolandBefore joining the PWPW SA, Mr. Szewczyk was the Head of the Critical Infrastructure Protection Unit at the Government Centre for Security (2008-2015). He represented Poland at the CIP Point of Contact meetings at the European Commission, and from 2012 to 2015 held the post of the Vice-chairman of the Industrial Resources and Communications Service Group (IRCSG) Industry in the North Atlantic Treaty Organisation. He is a graduate of Warsaw University (with an MA in political science) and the National School of Public Administration.

Ryszard Szpyra, Professor of Social Sciences and Head of Doctoral Studies at the Polish National Defence university – PolandRyszard Szpyra has held numerous teaching and academic positions at the NDU. Since 2010 he has been a member of the Executive Academic Board of the EU European Security and Defence College, and from 2012 he has been a member of the International Council of the International Society of Military Sciences. He has been working with military and security issues for about 30 years.

Katarzyna Szymielewicz, lawyer, specialising in Human Rights and Technology, Co-founder and President of Panoptykon Foundation – PolandKatarzyna Szymielewicz is also the Vice-president of European Digital Rights – a coalition of 33 privacy and civil rights organisations. She is a member of the Board of the Tactical Technology Collective and Amnesty International (Poland), and member of the Council for Digitisation in Poland. She is a graduate of the University of Warsaw (law) and the School of Oriental and African Studies (development studies).

Bogdan Święczkowski - Former Head of the internal Security Agency (ABW), PolandIn his 20-year legal career, Swięczkowski served as public prosecutor and has handled numerous organized crime and mafia cases. From 2006 to 2007 he served as the Head of Internal Security Agency (ABW). Since 2010 he has been non-active Prosecutor of the Prosecution General of Poland. Graduated from the Jagiellonian University, Faculty of Law and Administration.

Magda Taczanowska, Public Sector lead at MicrosoftDuring a career spanning more than 20 years, Magda Taczanowska has been connected with the public sector of the IT market, participating in major IT projects in the Polish administration, as well as in the industrial, service, banking and finance sectors. She is a management and marketing graduate of the Warsaw School of Economics, and holds an MBA from the School of Business in Nowy Sacz - National Louis University.

Andrzej Targosz, Founder and CEO of PROiDEA - PolandAndrzej Targosz is Founder and CEO of over 6 different companies including the PROIDEA - producer of premier security and tech conferences all around Poland. He is founder of CONFidence - a well-known international security event. He has been an investor of successful start-ups, such as Estimote, Intelclinic, and Jive. Previously, Andrzej was the OWASP Global Education Committee Board Member and Founder of Polish OWASP Local Chapter. Today, Andrzej is working on the start-up - Eventory.cc.

Brooks Tigner, Eu/NATO Affairs Correspondent for iHS Jane’s Defence Weekly, Founder and Editor of SECuRiTY EuROPE – BelgiumBased in the Belgian capital, Brooks has reported on security and defence issues across Europe for nearly three decades. Formerly Defense News’ bureau chief in Brussels, he reported extensively across Eastern and Central Europe throughout the 1990s, followed by two years in Washington, D.C., where he was the newspaper’s International Editor. He returned to the Belgian capital in 2001 as the paper’s EU/NATO Affairs Correspondent.

Harri Tiido, Estonian Ambassador to PolandHarri Tiido is a former Ambassador Representative to the EU PSC, special envoy to Afghanistan and Pakistan, and Non-resident Ambassador to Afghanistan. From 2003 to 2007 he served as Estonia’s Ambassador to NATO. In 2000 he was appointed as Deputy Under-secretary of Security Policy at the Estonian Ministry of Foreign Affairs. He graduated from the 2nd Tallinn Secondary School and from Tartu University, specialising in English philology.

Piotr Trąbiński, Marketing Manager of Strategic Projects, Bank Zachodni WBK SA - PolandPiotr Trąbiński is responsible for the implementation of strategic projects, including those relating to the protection of intellectual property rights and security in social media. He was a scholar of the Kosciuszko Chair of Polish Studies at The Institute of World Politics in Washington, where he conducted research on cybersecurity strategies for different countries and companies. He is interested in legal and social aspects of online safety. He holds a degree in law.

Rafał Trzaskowski, Secretary of State of European Affairs at the Ministry of Foreign Affairs – PolandFrom 2004 to 2009 Mr. Trzaskowski was an Adviser to the Chairperson of the European Parliament’s Committee on Foreign Affairs, and to the Delegation of the political party Civic Platform to the European Parliament. Mr. Trzaskowski was a Member of the European Parliament from 2009 to 2013. In 2013 to 2014 he was Minister of Administration and Digitisation in Prime Minister Donald Tusk’s Cabinet. He holds a doctorate in political science.

Andrzej Tymecki, Vice-president of the Board of Exatel – PolandAn expert on new telecommunications techniques, Mr. Tymecki has been associated with the telecommunications industry for 20 years and has worked at Orange Polska and France Telecom Group. Since 1998 he has been a member of IEC and CENELEC standardisation committees, representing Poland. He has been Vice-president of the Board of Exatel SA, in the field of technology, since 2014.

Rolf H. Weber, Ordinary Professor for Civil, Commercial and European law at the university of Zurich – SwitzerlandDr. Rolf H. Weber is also a Visiting Professor at the University of Hong Kong. Since 2008 he has been a member of the Steering Committee of the Global Internet Governance Academic Network (GigaNet), and of the European Dialogue on Internet Governance. Since 2009 he has been a member of the High-level Panel of Advisers of the Global Alliance for Information and Communication Technologies and Development (GAID).

Jack Whitsitt, Government and industry Adviser in the field of Cybersecurity – u.S.Jack Whitsitt’s background spans disciplines and includes technical R&D, national SCADA incident response, community building and facilitation, security data analysis, and public/private partnership programme development. Recently, Mr. Whitsitt has also participated in discussions on Cyber Norms and Confidence Building Measures in Cyberspace.

Agnieszka Wiercińska-Krużewska, Advocate, Senior Partner at WKB Wierciński, Kwieciński, Baehr law Firm – PolandAgnieszka Wiercińska-Krużewska is also the Head of the intellectual property and TMT team. She deals with cases regarding critical infrastructure protection as well as the regulations on the transfer of military and dual-use technologies. Agnieszka represents clients in litigation and arbitration proceedings, and has extensive experience in the acquisition of companies on the private market.

Kamil Wyszkowski, Representative and General Director, uN Secretary-General initiative Global Compact - PolandSince 2002 Kamil Wyszkowski has been working for the United Nations. Between2002 and 2009, at UNDP, he was responsible for international and multilateral cooperation and development of programmes in Europe and Asia. He is a Lecturer at Central European University in Bucharest, Kozminski University, the Ignacy Jan Paderewski Polish Institute of Diplomacy at the Ministry of Foreign Affairs, and the University of Warsaw.

Nina Witjes, Researcher at the Austrian institute for international Affairs in Vienna- AustriaNina Witjesis also a regular Adviser to the Austrian Ministry of Technology, Innovation and Transport. Nina holds a Master’s degree in international development from the University of Vienna.

Mirosław Wróblewski, lawyer and Political Scientist - PolandA Lawyer, Certified Internal Auditor and Civil Servant. From 2007, he is the Head of the Constitutional, International and European Law Department in the Office of the Ombudsman of Poland. He served as Ombudsman’s Representative to the Programme of Cooperation of the Ombudsmen from the Countries of theEastern Partnership. Since 2012 he has been a member of the EU Fundamental Rights Agency Management Board in Vienna, he has been Chairman of the FRA Budget Committee, and from 2015 has been a member of the FRA Executive Committee.

Dariusz Zawadka, Vice-president of the Board, PERN “Przyjaźń” – PolandPrior to being appointed a member of the Board of PERN “Przyjaźń” SA, Dariusz Zawadka was Director for Security and Prevention, and has, since 2013, been acting as Director of the Strategy and Development Office. From 1991 to 2004 and 2008 to 2010 he served in the GROM unit, starting as Operator in the Combat Section, and going on to become Unit Commander. He participated in numerous foreign operations. After he finished his military career, he became Director for Control and Security at PGE Energia Jądrowa SA.

Andrzej Zybertowicz, Associate Professor, Nicolaus Copernicus university in Toruń, Adviser to the Polish President, Andrzej Duda – PolandAndrzej Zybertowicz is the Chairman of the Group Interests Programme at the Institute of Sociology at the Nicolaus Copernicus University, Poland. He is a former Security Policy Adviser to the President of the Republic of Poland (Lech Kaczyński). He co-authored (with Maria Łoś, of the University of Ottawa) the first scholarly analysis of the role of intelligence services in the decomposition of the communist system and the conversion of its elites into new capitalists.
