In particular, lead by Prof.Dr. Antoni Pigrau Solé, the research project ‘La garantía juridical de la vertiente intrageneracionalde la justicia ambiental como aspecto social del desarrollo sostenible’ (The legal protection of theintragenerational dimension of environmental justice, as a social aspect of sustainable development)has qualified for funds of the Ministry of Education and Science, following a competitive call.Moreover, the team also participates in the research project ‘Environmental Justice Organizations,Liabilities and Trade (EJOLT)’, lead by Prof. Dr. Joan Martínez Alier of the Institut de Ciència ITecnologia Ambientals of the Universitat Autònoma de Barcelona, which has qualified for fundingunder the Seventh Framework Programme of the European Union. Within this latter project, theURV-team has responsibilities in the field of financial and economic assessment of social andenvironmental damage, so as to establish environmental liability (WP8 – Liabilities and Valuation); ithas also responsibility to foster knowledge among environmental justice organizations with respect tolegal and institutional frameworks to promote environmental justice in the conduct of trade, both at thenational and international levels (WP9 – Law and Institutions). The research-related tasks specificallyattributed to the team of the Universitat Rovira i Virgili concern the elaboration of several reportsand provide legal assessment to the partners and to environmental justice organizations. Within thiscontext, as a member of the research team, I am performing the following general tasks: (1) Searchand assessment of relevant documentation of national and international public institutions. (2) Searchand assessment of relevant bibliography. (3) Assistance to the coordination meetings of the partners.(4) Collaborate in the drafting of research reports and in the legal assessment to partners and civilsociety organizations participating in the EJOLT project. (5) Participate actively in the dissemination ofthe research results in international conferences and publications.

Relevant results: This article appraises the Central Asian Countries’ Initiative on Land Management (CACILM)as an innovative experience of regional cooperation to implement the Convention on Desertification. Despite highinitial expectations, the actual implementation process has suffered drawbacks. The Central Asian countries’commitment and capacity to sustain this process depends heavily on international support. Moreover, the process’low political profile and the weak capacities of the Central Asian authorities to engage in meaningful transnationalcooperation are significant hurdles to be tackled. At the same time, national and regional efforts to combat soildegradation and desertification have not yet been properly mainstreamed with other more consolidated processesfor the sustainable management of natural resources, such as the IFAS. It is argued that this may be a possiblesolution for the future of CACILM.Relevant publication: Yes

Relevant results: Due to its remarkable success, the model of the Montreal Protocol’s non-compliance procedure(NCP) has been adopted in other environmental regimes, whose primary norms differ considerably. Hence,this article distinguishes different types of global environmental regimes and assesses the performance ofNCPs therein as endogenous enforcement mechanisms. In fact, the reciprocal nature of the main conventionalobligations in some more recent environmental regimes seems to hamper the effectiveness of compliance

On this basis, the article puts forward some tentative considerations from a constitutional perspective.Drawing from the experience gained under environmental regimes in the region of the United Nations EconomicCommission for Europe (UNECE), it explores the feasibility of transplanting some aspects of the model of theAarhus Convention NCP into the more complex global context.
