The “Nang Quyen” Women Empowerment project, which support to enhance access of the female sex workers in Quang Ninh, Can Tho and HCMC to support services.

Regional evidence to influence gender based violence (GBV) policy

Key tasks:

- To manage and supervise the projects’ performance and budget expenditure to meet donors’ requirement and ensure these projects are implemented in line with approved activities, budgets; financial policies and standard operation procedures required by donor, CARE and the Government of Vietnam.

- To maintain cooperative relationships with implementing partners of these projects and oversee partner’s performance to ensure they follow compliance of CARE and Donor regulations

Position: Deputy Director of COHED, managing the Global Fund project to fight against HIV/AIDS – COHED sub-recipient.

- Manage and supervise the project performance and budget management, ensure budget expenditure is in line with approved budgets, financial policies and standard operation procedures required by donor, VUSTA Project management unit, COHED and the Government of Vietnam;

- Participate in and provide inputs to the technical SOPs, guidelines on HIV Outreach, Communication and HIV Home based care led by PACT Vietnam under Global Fund project to fight against HIV/AIDS – VUSTA Component.

- Coordinate and follow up with the subcontractors/implementing organizations involved in the project to follow up on progress, proactive identification of joint program issues and risks and reporting on any foreseen problems that could affect joint program overall progress or delivery;

- Provide technical support for the subcontractors/ partners in implementing the project activities.

- Provide technical assistance and guidance for team members on the update approaches on HIV prevention and care & support within the HIV services cascade.

- Facilitate and support the key population groups to initiate and apply innovative peer outreach and communication methods, such as ILOM, PDI outreach, art based communication, internet based outreach and networking.

- Coordinate and collaborate with local health facilities to promote HIV testing among high risk populations, especially mobile testing and counseling.

- Undertake and supervise the project monitoring and evaluation at the project level, sub-contractors and at field level to assure the project activities are implemented as scheduled and meet the required objective and to make adjustment if needed.

- Monitor the performance and financial management by subcontractor, and ensure they follow compliance.

- Establish, maintain cooperative and supportive relationships with subcontractor, local authorities and partners to obtain support for the project activities.

- Convene quarterly meetings with local partners, authorities and relevant stakeholders to coordinate the project activities at the project sites.

- Ensure the integrity of the joint program and information sharing among the main stakeholders of the program facilitation of monitoring and evaluation missions;

- Organize training courses for medical staff at the provincial level (TOT).

- Conduct the training need assessment and situational assessment of the northern provincial hospitals

- Be a facilitator of the training courses on hospital holistic care, Nosocomial Infection Prevention for nurses and community caregivers in Tuyen Quang, Vinh Phuc, Ha Tinh, Son La and Bac Ninh provinces.
