1988: Tutorial Fellow in the Department of Zoology, University of Nairobi. RESPONSIBILITIES I (a): AS EXECUTIVE SECRETARY LAKE VICTORIA FISHERIES

ORGANIZATION (LVFO) As the chief executive and the legal officer of the Lake Victoria Fisheries Organization (LVFO) my main duties involved directing the work of the Organization in accordance with the policy adopted by the Council of Ministers responsible for Fisheries in East Africa to ensure that the main objectives of LVFO were achieved. The broad objectives are: (a) to foster co-operation amongst the Contracting Parties (Kenya, Uganda and Tanzania) in all matters regarding Lake Victoria, and specifically to (b) Harmonize national measures for the sustainable utilization of the living resources of the Lake, and (c) Develop and adopt conservation and management measures to assure the Lake's ecosystem health and sustainability of the living resources. These broad objectives were achieved by carrying out the following functions and responsibilities as mandated in the Convention establishing the LVFO. They involved establishing strategies for sustainable resource utilization and management; capacity building in the fisheries management and research institutions; lake-wide environmental and water quality management; formulation and conduct of research; training and extension; consideration of the direct/indirect introduction of non-indigenous animals and plants in Lake Victoria; Developing an information clearing-house and establish a data Bank on Lake Victoria and to manage finances, seek and allocate funds to the activities of the organization. The greatest challenge for me in this job was to start a regional Institution from nothing, nurture and see it grow to a fully operational and functional institution contributing immensely in the new efforts to build the. East African Community. I (b): EXPERIENCE IN COORDINATING REGIONAL

FORUMS/ACTIVITIES AND CONSULTANCIES (i): AT THE LVFO SECRETARIAT

1. Second Regular Session of the LVFO Council of Ministers held in Nairobi, Kenya on 18 November 1998.The Council’s First Regular Session had been held in Kampala, Uganda on 19 December 1996 when the LVFO was inaugurated.

2. First Emergency Session of the LVFO Policy Steering Committee to address

the European Commission ban on exports of fish products from Lake Victoria to the European Union Market instituted on 25 March 1999 held in Dar es Salaam in May 1999. This ban was lifted one year latter ensuring a regional harmonization of the Fisheries Legislation that effectively made the Fisheries Departments, in all the three East African Community (EAC) states, the lead

Competent Authority in fish and fishery matters. It was this regional harmonization of the Fisheries Legislation that enabled the smooth implementation of a Collective Regional Strategy and Plan of Actions for a Sustainable Fisheries Industry in Lake Victoria.

3. First Emergency Session of the LVFO Council of Ministers to discuss and put

in place a Collective Regional Strategy and Plan of Actions for a Sustainable Fisheries Industry in Lake Victoria held in Dar es Salaam, Tanzania, 26 June 1999.

4. First Special Session of the LVFO Council of Ministers to review the status of

the implementation of their decision on a Collective Regional Strategy and Plan of Actions for a sustainable Fisheries Industry in Lake Victoria and particularly to review the state of the use of illegal fishing methods including fish poison in Lake Victoria,

10. Organized the first Fact Finding Mission by the East African Lake Victoria Resource Managers and Scientists to the Great Lakes of North America and Canada to learn lessons relevant to the Management of Lake Victoria Fisheries Organization in March/April 1998.

11. Participated in the East African Community Member States High Level

Delegation Study tour of the Baltic Sea region to learn experiences relevant to the Institutional Framework and Resource Management in Lake Victoria organized by the EAC Secretariat and the Swedish International Development Agency (SIDA), in June/July 1999.

12. Organized the first study tour of the Lake Victoria and its basin by the East

African Community Member States and the EAC Secretariat to review Programs addressing Lake Victoria as an Economic Zone, meet the local communities, business people and the Local Authorities and Municipalities. The Fish quality assurance and fish trade issues were reviewed regionally. The delegation was lead by the Executive Secretary of EAC Secretariat, in February 2000.

13. Coordinated the Frame Survey initiatives in the Lake Victoria the first

regional frame survey were done in March 2000 by Kenya, Uganda and Tanzania. Subsequent regional frame surveys have been carried out every two years

14. Coordinated the LVFO Member State countries and other Lake Victoria

Stakeholders in preparing a 15 year (1999-2015) Strategic Vision of the National Management sustainability of the fisheries and other living resources of Lake Victoria for the benefit of the present and future Generations. The vision was adopted by the Council of Ministers on 26 June 1999.

15. Organized the “LV2000 New Beginning” International Conference, 16th-19th

May 2000, Jinja, Uganda. The proceedings are in press courtesy of the United Nations University Press.

16. Organized the first Regional Stakeholders Workshop on “The Role of Women

in Fisheries Management of the Lake Victoria”, 13-15 November, Kisumu, Kenya. The whole question of Gender Issues and Fisheries were addressed.

17. Organized the second study tour of the Lake Victoria and its basin with the

Directors/Commissioner of Fisheries Departments and Fisheries Research Institutes from Kenya, Tanzania and Uganda to review programs addressing Lake Victoria as an Economic growth Zone, meet the local communities, business people and the Local Authorities and Municipalities in 2001. The fish quality assurance and fish trade issues were again reviewed regionally. Particularly, the state of fishery and the sustainability of the resource was discussed and reviewed with over 150 riparian communities.

18. Coordinated the development of the Fisheries Management Plan Framework

for Lake Victoria under the auspices of the European Union funded Lake Victoria Fisheries Project, April 2000-September 2002.

19. Coordinated the preparation of Financing Request and Preparation of the

Feasibility Study on the Fisheries Management Plan for Lake Victoria to be funded by the European Union to the tune of 32, 000,000 (Thirty two Million EUROs). This financing has been approved and the implementation of the Fisheries Management Plan is in progress, April 2000-September 2002.

20. Put in place a value added fishery project in Lake Victoria funded by

COMESA/FAO to be executed by the LVFO Secretariat, 2001.

21. Coordinated the establishment of the East African Fish Processors and Exporters Association with each Country Chapter having a functional Secretariat, 1998-1999.

(ii): OTHER COORDINATING AND RELATED UNDERTAKINGS.

1. Co-ordinated, University of Nairobi Kenya-EEC Project on the structure and functioning of mangrove ecosystems of the Kenya coast from 1989 to 1992.

2. Participated in the drafting the first Kenyan document on environment in

preparation for the Earth Summit Meeting (UNCED) in Rio De Janeiro Brazil in June 1992. My contribution was on the Kenya's Marine environment and resources.

3. Represented Kenya in the third Joint Global Ocean flux Studies (JGOFS) of the

Indian Ocean Planning Group (IOPG) Meeting which took place on board the Dutch Vessel "RV Tyro" sailing from Gibraltar to Port Said in Egypt in 1992.

4. Participated in the Kenya-Dutch- Expedition of the Indian Ocean in June/July

1992. I was involved in the land-based part of the expedition, which was to study the fisheries aspects as well as the interaction of mangroves, sea grass beds and coral reef biotopes at Gazi Bay south of Mombasa.

5. Represented Kenya in the first Land Ocean Interaction at the Coastal zone

(LOICZ) Open Science Meeting held at the University of North Carolina, USA, in May 1993.

6. Represented Kenya in the fourth Joint Global Ocean flux Studies (JGOFS) of the

Indian Ocean Planning Group (IOPG) Meeting, which took place in Muscat, Oman, in October 1994.

7. Represented Kenya in the ninth Scientific and Steering Committee Meeting of

the Joint Global Ocean flux Studies (JGOFS) in Victoria, British Columbia, Canada, in October 1994.

8. Represented Kenya in the second Land Ocean Interaction at the Coastal zone

(LOICZ) Open Science Meeting held in Diliman, Quezon City, Philippines.

9. Chief Organizer of the WOTRO/LOICZ (Land Ocean Interaction at the Coastal zone) Workshop in Africa, Nairobi, 7-9 August 1995.

(II) AT THE UNIVERSITY OF NAIROBI (a) RESEARCH (i) EXPERIENCE 1994 to-date: Fisheries, coastal and marine/freshwater research. Currently leading a

marine science project in the Kenya coast that involves zoologists, botanists, chemists, microbiologists, benthic/soil scientist, and mathematicians from Belgian Universities, University of Nairobi and Kenya marine and Fisheries Research Institute. The project with 5

components is aimed at ultimately producing an ecosystem model relating to function and structure of a tropical mangrove ecosystem.

1991 - 1993: Collaborative research with Kenya Marine and Fisheries Research

Institute, Mombasa on the dynamics and structure of the mangrove ecosystems on areas including, distribution, biomass and productivity of the mangrove trees; distribution, abundance and behaviour of the invertebrate fauna (crabs & molluscs) present; occurrence, abundance, migration, reproduction and feeding strategies of fishes and crustaceans in the mangroves with a view to assessing their mariculatural potential.

1986 - 1990: Collaborative research with the North Sea Ecology Group, Fisheries

Laboratory, Lowestoft, U.K. on the distribution, migration, biomass, abundance, growth and mortality patterns, reproductive strategies and fecundity estimates as well as feeding habits of both demersal and pelagic fishes of the North Sea. Special interest was in flatfishes of the family Pleuronectidae.

1984 - 1986: Collaborative research with Kenya Marine and Fisheries Research

Institute, Mombasa, on the biology of marine fishes (especially Siganus sutor commonly known by the local people as “Tafi”) of the Kenyan coast.

(ii) INTERESTS The interaction land, freshwater and the marine ecosystems as a basis for socio-economic development of Kenya and the larger East Africa (b) TEACHING DUTIES (i) UNDERGRADUATE AND POSTGRADUATE TEACHING From 1989 to date I have taught zoology courses at undergraduate level as well as fisheries and marine biology in the Hydrobiology M.Sc. course.
