University Administration

As Director of Online Education -- Office of the Provost

● Analyses of Policy and Auditing of Organizational Processes ○ Completed an internal audit of all documents and processes associated with online course development,

standards, payment management. This was done to better understand “how” various areas within eLearning & STaR operate and to improve communication between areas toward operational goals.

○ Revised the payment schedules for “part-time lecturer” and “student semester credit hour” payments each semester. Increased the manner and frequency of communication with the colleges in order to make payments more efficient to benefit colleges and their resource needs online each semester.

○ Revised the official online course development process for the university to require a pre-development workshop for all faculty wanting to develop courses using the Quality Matters standards. https://ualr.edu/star/instructional-design-services/6147-2/.

○ Facilitated creation of a Google Form to allow academic program coordinators to know whether or not the provost will approve of their program joining the Online Campus (for reduced rate) prior to submitting the other required regulatory steps to be approved at the university committees, the UA System Office and the Arkansas Department of Higher Education; including the Arkansas board deciding on whether a program can be offered at 100% distance.

○ Implemented a secure, mandatory Gravity Form in order to provide Blackboard course access or a course copy, along with an internal auditing report function. The previous process used emailed requests. https://ualr.edu/star/add-a-user-to-your-blackboard-course/.

○ Implemented the training and use of Streak (a CRM using gmail) as the project management tool for eLearning & STaR.

○ Revised the website policy language dealing instructor access to their course shells, responsibility to make an archive of said material themselves prior to leaving the university if they want it, and instructions on how to archive courses. https://ualr.edu/elearning/policies/.

○ Facilitated increased internal communication within eLearning and STaR to improve uniformity of communication externally. Created a senior staff and more strategic use of meeting frequency.

○ Facilitated the completion of a paused project (from prior to my arrival) to provide two professional development trainings offered to faculty in fully asynchronous format. The trainings are on Online Course Design and Online Course Delivery. The purpose was to introduce new and returning faculty to best practices in online course design and delivery, and provide an opportunity for them to practice the skills and concepts they learn. A STaR instructional designer manages these trainings and they are offered at no cost to faculty. https://ualr.edu/star/design-delivery/

○ Worked with UALR Online specialist to design a weekly contact and lead snapshot from SalesForce. This process has been replaced by the use of Streak CRM.

○ Worked with the Office of Records & Registration and with the Office of IT Services to revise the process of requesting teaching assistants be added to Blackboard course shells. This was an accountability measure to address editing access to Blackboard grade books. This project ended the requests from coming to STaR by faculty and required all requests be centralized, sending them directly by department schedulers to Records & Registration; the same process for adding instructors of record to Blackboard course shells.

● Project Management ○ Successfully grew UA Little Rock (by working directly with program coordinators) from 10 online

programs in 2015 to over 50 online programs (i.e. degrees, certificates, and minors) in 2019. Worked with the eLearning marketing specialist to create a dashboard for UA Little Rock programs that manages status of approvals and results of marketing efforts (e.g. results from Google AdWord searches). This includes degrees, certificates, and minor programs. Worked with the eLearning operations director to create graphs for distribution to coordinators, colleges, and chairs that shows the average savings to students for that program based on tuition and fee rates for the Fiscal Year.

○ Revamped the STaR Summer Academy for Online Teaching Excellence (a boot camp for faculty regarding online education), to improve the quality and scope of topic coverage and user experience. reduced cost and contracted an expert as facilitator (the coordinator of the university’s Learning Systems Technology M.Ed. program), with STaR staff and others providing a support role. The coordinator now provides an annual report which I review and send to the provost as an update. This transitioned from a stipend-incentivised program that yielded low faculty participation, to the current no stipend provided program with participation at full capacity.

○ Revised the policy and process for online and hybrid course shell to open automatically on the first day of class in order to increase student retention.

○ Revised media and video support model of campus units by STaR to better utilize our STaR Studio. ○ Commissioned the completion of the STaR Quality Online Design Professional Development Modules

and STaR Online Delivery Professional Development Modules. Both products have fully-asynchronous and partially-synchronous completion options.

○ In partnership with IT Services, facilitated the creation of a listserv for the university to allow students, staff, and faculty faster information of Blackboard issues.

○ Complete assessments of all fully-online programs currently existing within the University of Arkansas System and how they compare with the UA Little Rock provost’s prioritization plan. Our team extended the mandate given by the provost to also include (as best as possible), the current level at which a fully online program is authorized by the Arkansas Higher Education Coordinating Board (AHECB).

○ Managed facilitation of the first TV commercial for eLearning and first eLearning radio commercials in collaboration with the UA Little Rock Office of Communications. The TV spots ran during the 2016 Summer Olympics and the radio spots are on four radio stations within Central Arkansas.

● Crisis Management ○ While learning a new position as eLearning’s interim director, due to a staffing emergency in STaR, on

the 3-month anniversary in my new job, I stepped-in to run STaR as well. This meant I directed both of these high-demand UALR units since 2015. I felt this was necessary for the short-term in order to ensure continuity between the two offices needed for online education to function. My staff responsibilities

expanded from 3 people to 20 people including student staff. This also required learning all the responsibilities of vendor relations, technology screening, marketing, media, scripting, testing, BlackBoard support, instructional design, and all other aspects required to keep the Learning Management System operational.

○ Along with the CIO of the university, led a semester-long crisis management team to address multiple issues associated with a problematic migration from managed hosting to a SaaS environment. A problem documented as created by a lack of planning and support within our vendor. Implemented an emergency work-around that provided access to course shells for faculty to be able to teach within the learning management system for the spring 2017 term. Communicated frequently with the faculty and students addressing access, content, and building block issues. This crisis lasted from late December 2016 to March 2017, with conference calls daily to assess and address subsiding of the crisis lasting from January 2017 to May 2017. Our team received recognition from the chancellor and provost for our efforts in addressing this crisis.

● Personnel and Budget Management ○ Successfully manage a $3 Million budget annually and processing of payments dealing with virtually

every office on campus dealing with providing courses and student services. ○ Worked with eLearning budget and finance specialist to design a budget system for daily snapshots. ○ Worked with the Office of the Provost, to successfully design and implement a reorganization of

eLearning & STaR such that STaR would not need a replacement director. My idea to have the eLearning director run both units came when the STaR director left the university and immediate management was needed for day-to-day operations. This design now uses coordinators within STaR to increase the efficiency of work while saving the university financial resources.

○ Created an Online Campus Division within eLearning in order to more effectively manage workflow of day-to-day activities and support Online Campus enrollment, retention, and graduation efforts of the university’s academic units. The Online Campus Division is parallel in structure to the Instructional Design Division and Blackboard Support Division within STaR. The Online Campus Division was created at no additional cost to the university by restructuring a vacant position to hire a newly-created liaison position and increase salaries within that division. Added a new university position called the Online Campus Liaison, to better serve academic units by increasing communication across campus and reducing confusion over Online Campus processes.

○ Worked with eLearning’s operations director and the Provost’s Office to revise the payment cycle for our office’s budget transfers to cover all student semester credit hours (SSCH) for online course sections and all adjunct faculty course payments for the university. The revised schedule minimized the number of budget transfers and adjusted the timing to ensure that colleges and academic departments were no longer pressured to spend those funds prior to the end of the fiscal year.

● Innovation ○ Implemented a cross-training system using Confluence to support eLearning & STaR. ○ In collaboration with the university’s Ottenheimer Library and Collections & Archives, created the

first-ever Open Educational Resources Mini Grant open to departments with faculty who teach in the online course environment. Allows innovative faculty wishing to expand their existing online course content to open educational resources format and incentivizes collaboration among colleagues. Funds to support this project came from eLearning & STaR.

○ Worked with operations director to design a director’s report format. ○ Implemented using Adobe Sign for several signatory processes on campus connected with eLearning. ○ Implemented the Grades Journey learning management tool to migrate grades from Blackboard to

Banner. This reduces grade entry errors when done manually and increases early use of Blackboard’s gradebook to identify retention issues earlier.

○ In collaboration with the MSIQ program, the Graduate School, the College of Engineering & Information Technology, and the International Services Office, worked to investigate potential barriers preventing

foreign national students from taking fully online programs while outside the United States. All levels up to the federal level were contacted and there is no restriction (other than financial aid). This pilot was designed to expand UA Little Rock in a broader way globally. To address international students contacting STaR for student support during non-business hours, I led a team to Greenville, South Carolina to explore using a 24/7 call center specializing in Tier 1 (basic level) support for online students.

● Student Engagement ○ Led a college recruiting visit to the Tucker Prison Unit to spend the day with inmates participating in the

Think Legacy Program. Gave a presentation on the importance of education, that education is an option they can achieve, and how UALR can help them achieve their dreams; understanding that prior convictions will restrict some career options. We spent the afternoon meeting one-on-one with participants to understand their strengths and suggest how to approach selecting an academic program. Note - many inmates post-release work shift jobs, so online education is an ideal way to finish their educational goals more quickly.

○ Served as team lead (“engineer”) on a provost initiative called DISTINGUISHING UALR: The Trojan Experience - A framework for a comprehensive student success. The team developed and submitted a plan for UALR online students to navigate their educational journey.

○ Perpetually found opportunities for student staff in my units. These opportunities extend merely beyond assigning work; they include finding unique ways to broaden the professional and ethical development of each student and their respective academic field of interest. Student staff are essentially mentored while working in eLearning & STaR to include important contributions on administrative reports via research, attending and contributing to meetings, and exposure to stakeholders beyond our campus environment. Students working within our units are formally considered part of our staff and not simply “student workers.”

○ Worked to address student barriers all over my campus; anything from a macro-level process issue, to unique barriers impacting our online student community. This effort has included speaking at student orientations and working with our media and marketing staff to create and make available student success tips. Our 4 websites have been continuously updated to provide emphasis on policy and procedural matters to help students better understand how to navigate matriculation toward graduation. This also requires continual focus on the”language” used to communicate with students more effectively. Worked closely with our Office of Communications in order to always consider students with respect to campus messaging; especially dealing with timelines for classes.

As coordinator of the UALR Faculty Mentoring Program -- Office of the Provost

● Program Facilitation and Faculty Engagement ○ Management of staff in coordination of cyclical program of monthly program workshops led by tenured,

senior faculty who have been recognized for faculty excellence. These workshops provide junior faculty from across the university with understanding of the pillars of tenure and promotion.

○ Maintenance of program data and submission of annual reports to the provost. ○ Yearly setup of program proteges (i.e. junior faculty), faculty mentors, and workshop presenters. ○ Provide letters of program completion to proteges and ensure copies get to faculty mentors, department

chairs, and are placed in the official faculty files within the Office of the Provost.

As founding director of the UALR Senior Justice Center -- Department of Criminal Justice

● Community Engagement ○ While mentoring UALR students, the center served on several local and state boards and commissions to

address crime dealing with older people. ○ Partnered on a three-county research and education project (with the Arkansas Medicare Fraud Patrol) in

the Arkansas Delta giving presentations and running focus groups with retirees about safety. ○ Using faculty, students, and team members at our state medical school, created and implemented training

material housed on the Blackboard LMS for the entire cadre of investigators/case workers within the Arkansas Adult Protective Services agency.

● Engendering Student Success ○ At the time, the UALR Senior Justice Center was the only university-based center in the United States

which mentored college students while they address crime dealing with older people. ○ Empowered student intern skill-building and experience by embedding them at various levels on research

and service projects within the community. ○ Promoted student intern development in resume building, public speaking, meeting etiquette, research

design, and project management. ● Grants and Contracts

○ Collaborated with relevant stakeholders to acquire local, state, and federal funding focused on crime against the elderly (Gero-Criminology).

○ Facilitated these contracts benefiting the community, UALR and government agencies. ○ The center managed grant and contract funds, a designated university account, and financially supported

research projects and student staff.

Federal Government Administration As senior investigator for the United States JFK Assassination Records Review Board (ARRB)

● Project Management & Reporting ○ Responsible for this federal intelligence agency’s investigative division, reported directly to the ARRB

executive director. ○ Lead and assisted projects involving investigative interviews, depositions, and analyses of artifacts. ○ Collaborated with the other ARRB divisions (i.e. CIA, FBI, Secret Service, Military, and

Medical/Autopsy) toward final disposition of historical JFK, RFK, & MLK assassination issues. ● Negotiation & Acquisition

○ Engaged in identification of assassination records and visited archival facilities, private homes, and organizations to determine if negotiating transfer of those records to directly to either NARA or the ARRB fit the agency’s mandate.

○ Facilitated transfer of asssassination material to the National Archives and Records Administration (NARA) under a Deed of Gift arrangement between NARA and the ARRB.

● Stakeholder Relations ○ Served as ARRB liaison to the U.S. Financial Crimes Enforcement Network (FinCEN). ○ Facilitated relationship building with government agencies, private companies, and members of the

assassination research community. In previous JFK-related investigative boards, that relationship was considered to be not as cooperative.
