Summary

Jan Wouters (°14 July 1964) is Full Professor of International Law and International Organizations, Jean Monnet Chair ad personam European Union (EU) and Global Governance, and founding Director of the Leuven Centre for Global Governance Studies and of the Institute for International Law at the University of Leuven (KU Leuven). He is also President of the Council for International Policy of KU Leuven. As Visiting Professor at Sciences Po (Paris), Luiss University (Rome) and the College of Europe (Bruges) he teaches EU external relations law. As Adjunct Professor at Columbia University (SIPA), he teaches on the EU, the US and international human rights. He is a Member of the Royal Academy of Belgium for Sciences and Arts. As Of Counsel with Linklaters he has been working more than 20 years as an attorney at the Brussels Bar.

Jan Wouters studied law and philosophy at the University of Antwerp, obtained a Master of Laws (LL.M.) degree at Yale Law School, was Visiting Researcher at Harvard Law School and obtained his PhD in Law at KU Leuven in 1996. He combines over 30 years of academic scholarship and practical experience in most areas of EU law (institutional and substantive law) and international law (including general international law, international criminal law, economic law, humanitarian law, human rights law, investment law, law of international organizations, in particular the United Nations (UN), the UN system and the World Trade Organization (WTO), and space law), as well as in corporate, banking and financial law and global governance. He brings a strong insight in the multifaceted interactions between legal norms and governance processes at international, European and national levels. In EU law he has written inter alia an award-winning commentary on the Maastricht Treaty (with W. Devroe) and a doctoral thesis on the freedom of establishment of business enterprises, and has extensive practical experience by working as a référendaire at the European Court of Justice and as an attorney.

Before being appointed to the Chair of International Law at KU Leuven in 1998, Jan Wouters has been Professor at the Universities of Antwerp and Maastricht. He has been a Visiting Professor at world-class universities, such as the Universities of Bologna, Cambridge, Kyushu, the Hebrew University of Jerusalem and the Pontificia Universidad Católica de Chile. He is Editor of the International Encyclopedia of Intergovernmental Organizations, Deputy Director of the Revue Belge de Droit International, Editor-in-Chief of the International Law Book Series with Intersentia Publishers and of the Leuven Global Governance Book Series with Edward Elgar Publishing, and editorial board member in eleven international journals. He has published widely (see attached list of publications), including recently The Law of EU External Relations (2nd ed. 2015), China, the EU and the Developing World (2015), Global Governance of Labour Rights (2015), Global Governance Through Trade: EU Policies and Approaches (2015), The Contribution of International and Supranational Courts to the Rule of Law (2015), Global Governance and Democracy (2015), Armed Conflicts and the Law (2016), Judicial Decisions on the Law of International Organizations (2016), Internationaal Recht in Kort Bestek (2nd ed. 2017).

Professor Wouters has extensive experience in managing research institutes and projects. At KU Leuven he is founding Director of the Institute for International Law and of the Leuven Centre for Global Governance Studies, which comprises more than 70 junior and senior researchers, and has been recognized as a KU Leuven Centre of Excellence in 2010 and as a Jean Monnet Centre of Excellence in 2016. Professor Wouters has been (co-) promotor of more than 60 research projects for which competitive funding was obtained. He is coordinator of the Jean Monnet Centre of Excellence on “Human Rights and the Rule of Law in Europe and in the World” at KU Leuven. From 2013 to 2017 he led a large FP7 Project on human rights in EU policies, FRAME (“Fostering Human Rights Among European (External and Internal) Policies”). From 2018 to 2022 he leads a large Horizon 2020 Project, RECONNECT (Reconciling Europe with its Citizens through Democracy and Rule of Law).

Apart from his participation in international scientific networks, he advises various international organizations and governments, trains international officials and is often asked to comment international and European developments in the media.

Practical Legal and Policy Experience Professor Wouters has 32 years of practical experience, including expertise from the international judiciary (European Court of Justice, where he was référendaire) and a long-standing practice as attorney at the Brussels Bar (since 1997 as Of Counsel at de Bandt van Hecke, nowadays Linklaters) advising governments and private clients on issues of international law (e.g. questions of jurisdiction and immunities, human rights, international sanctions, WTO law, various multilateral treaties), EU law (e.g. cross-border provision of services, freedom of establishment, free movement of capital, competition law, state aids, institutional issues) and corporate, banking and financial law (including cross-border mergers, seat transfers and split-offs, cross-border offering of securities and financial services, regulation of banks, investment funds, investment firms, insurance companies, portfolio management and investment advice).

Professor Wouters also has broad experience as a consultant to international organizations at global (e.g. World Bank, UNIDO, Interpol) and regional (e.g. EU, ESA, OECD, Benelux) levels. In recognition of his expertise in international trade law, he has been expert at the Indicative List for Panels of the World Trade Organization since 2008.

As President of the Flemish Foreign Affairs Council from 2008 to 2014, Professor Wouters has been advising Belgian authorities on more than 150 recent international treaties (inter alia on commodities; cultural diversity; cultural heritage; economic cooperation; environmental protection; EU treaties and external agreements; headquarters agreements of international organizations; humanitarian law; human rights law; labour standards).

Last but not least, Professor Wouters has developed close relations with the EU institutions (European Parliament, Commission, Council, EEAS, Committee of the Regions) and with the UN system, inter alia during the 12 years he was President of the United Nations Association Flanders-Belgium. Management Experience Professor Wouters has extensive experience in managing research institutes and projects.
