SELECTED EXTENSION-RELATED ACHIEVEMENTS • Administering a new blog entitled Making Cents of Green Industry Economics. To date, there have been

51,915 readers with 651 regular subscribers (as of August 30, 2009). This weblog provides up-to-the-minute information regarding economic factors affecting Green industry businesses and the strategic responses to enhance profitability. Recent posts by other websites referencing Making Cents are provided below. Why the need for Making Cents? Because as margins get tighter and tighter in the Green Industry due to market conditions becoming increasingly competitive, a few cents per pot/plant can make a world of difference.

• Chaired the Steering Committee for the 2008 Southwest Growers Conference. The 2-day conference was comprised of a day-long tour on July 8 to four nurseries in the Conroe, TX region with a total of 65 participants. A day-long educational session was held on the second day (July 9) with speakers who are nationally-recognized experts in their respective fields. A total of 101 industry clientele participated in the

education portion of the conference, along with 19 sponsors (who generated $14,500 for the conference) who exhibiting. A conference registration and debriefing website was set up to disseminate conference registration materials as well as post-conference materials (see swgrowers.tamu.edu).

• Developed a website entitled Horticultural Business Information Network that serves as a centralized database for publications and other educational materials targeted for horticultural clientele. Separate sections address issues pertaining to nursery, turfgrass, and greenhouse growers, landscape service firms, retail garden centers, fruit and vegetable producers, direct markets, and value added product marketers. This website serves as a streamlined means of disseminating extension educational material to County Extension Agents, Area Specialists, and other collaborators and clientele.

• The U.S. environmental horticulture industry, also known as the Green Industry, is comprised of wholesale nursery and sod growers; landscape architects, designers/builders, contractors and maintenance firms; retail garden centers, home centers and mass merchandisers with lawn and garden departments; and marketing intermediaries such as brokers and horticultural distribution centers (re-wholesalers). A study entitled The Economic Impact of the Green Industry in the U.S. estimated the economic impacts of the Green Industry at the national level. In addition, this study evaluated the value and role of forest tree species. Economic impacts for the U.S. Green Industry in 2002 were estimated at $147.8 billion (Bn) in output, 1,964,339 jobs, $95.1 Bn in value added, $64.3 Bn in labor income, and $6.9 Bn in indirect business taxes, with these values expressed in 2004 dollars. The total output of tree production and care services was valued at $14.55 Bn, which translated into $21.02 Bn in total output impacts, 259,224 jobs, $14.12 Bn in value added, $9.93 Bn in labor income, and $516 Mn in indirect business tax impacts. Deliverable products at the conclusion of the described applied research activity included a full report that was developed in print (1,000 copies) and electronic form and disseminated via a website designed specifically for the project. A summary brochure (1,000 copies) was also developed in print and electronic format for promotional and outreach efforts to improve the understanding of the economic benefits of the Green Industry and the value of urban forests. The electronic versions of the full report and summary brochure will enable clientele to print as many copies as they need at their own cost. A comprehensive plan for distributing the results to the stakeholders that will find it most useful is being implemented. In addition to the United States Forest Service Urban and Community Forestry coordinators, all findings have been distributed to each states' nursery and landscape associations via the Nursery & Landscape Association Executives of North America (NLAE); the American Nursery and Landscape Association (ANLA); the Associated Landscape Contractors of America (ALCA) who recently changed their name to the Professional Landcare Network (PLANET); the S290 Multi-state Regional Research Project (comprised of horticultural and agricultural economics academicians from across the nation); and national trade magazines. Policymakers, industry officials, and others who often need information regarding the total economic impacts of specific local economic sectors or on the impacts of various changes in the local economy have been provided copies of the report and summary brochure. In addition, every major trade journal serving the Green Industry (e.g. American Nurserymen, Greenhouse Grower, Lawn & Landscape, Ornamental Outlook, NMPro, etc.) and major media outlets (e.g. Wall Street Journal, New York Times, etc.) have either cited the study or printed an article summarizing the study.

• After many years of phenomenal growth, the greenhouse industry is settling into maturity and competitive forces are intensifying as businesses strive to gain a foothold over their many competitors. In such a hypercompetitive operating environment, greenhouse managers must consider the impact on the bottom line in making each and every decision. A new book entitled Enhancing Profitability in Greenhouse Firms

(available at www.nraes.org for $18.00 plus S&H/sales tax, June 2005) will help managers gain the edge they need to stay competitive. The 56-page book was written for potential and current greenhouse operators and managers, their business advisors, and educators. It begins with a discussion of five driving forces that will affect the future of the greenhouse industry: environmental issues, regulations, communications technology, customer sophistication, and partnership marketing. Subsequent chapters focus on different aspects of a greenhouse business and how each affects profitability. Readers will learn how to improve marketing using a five-step process; hire, manage, and retain quality employees; define the right product mix; maximize efficiency by streamlining and upgrading materials handling and distribution systems; make smart equipment purchases; and use cost accounting, pricing, and financial analysis tools to achieve business objectives. Other features of the book include worksheets, helpful equations, and sample analyses.

• Served as facilitator for a Strategic Planning Session for the Board of Directors of the Tennessee Nursery and Landscape Association. After a lengthy discussion of the vision, core values, purpose and mission of the association, the board tackled an in-depth SWOT analysis looking at the strengths and weaknesses of the association, as well as opportunities and threats facing the association in the next 3-5 years. An association slogan of "Hard working people representing hard working people in the green industry!" was also developed and will be used in all association advertising and promotional materials. Using the information from the SWOT analysis, the board then developed some long-term goals that will capitalize on the association's strengths, minimize the weaknesses identified, explores new and existing opportunities, and hopefully mitigates threats. Following this, the goals were prioritized and specific strategies and action plans were developed that outline how the association plans to these goals. Deadlines were specified to ensure progress is made in a timely and efficient manner.

• Adequately responding to the risk management educational needs of existing and potential specialty crop growers demands a multidisciplinary systems approach to decision-making and educational programming. To that end, an educational program entitled Risks Associated with Alternative Underserved Horticultural Crops in Tennessee: A USDA-RMA Commodity Partnership for Risk Management Education was developed to ensure that producers better understand the multi-faceted dimensions of risk (including production, marketing, financial, human resource and legal/environmental risks) and be better able to use various financial and risk management tools in making more informed risk oriented decisions. Specifically, this commodity partnership program included: a specialty crop training session with area farm management specialists, Extension agents, and project partner representatives to incorporate the existing and newly developing knowledge base on horticultural crops into financial analyses with farm clientele; individualized consultations with clientele interested in producing specialty crops as an alternative to existing enterprises or as a startup venture; targeted risk management sessions at the statewide fruit, vegetable, nursery and turfgrass conferences; field-study training sessions on nursery and greenhouse operations in the Southeast deemed to be successful in implementing risk management tools profitably; regional workshops on selected risk management topics affecting the nursery and greenhouse sectors; and the development of on-line and print publications and other resources that address the economic risks associated with nursery, turfgrass, and fruit and vegetable production. Partners in this commodity partnership project included USDA-Risk Management Agency, the Tennessee Department of Agriculture, the Tennessee Nursery and Landscape Association, the East Tennessee Nursery and Landscape Association, the Mountain Empire Landscape Professionals Association, and the Tennessee Fruit and Vegetable Association.

• While at Texas A&M University the first time, served as a facilitator for Project PLANT (Produce Leadership and Assessment of Needs for Texas) statewide produce industry initiative. To reverse the decline in the produce industry, a substantial investment in research, new technology, and educational efforts are needed and more effective state and regional marketing programs need to be devised. Leaders of the Texas produce industry realized the need for a collective strategic planning effort and initiated the development of a statewide task force to oversee the Project PLANT initiative. The overall goal of the PLANT initiative is to focus, coordinate, and be accountable for resources used to create, sustain and increase economic opportunities for Texas through a viable and competitive produce industry and to advance environmentally sound agriculture and ensure food quality, safety and health. Priority areas of the PLANT legislative initiative include: (1) improving research and management programs that increase economic and environmental sustainability, (2) improving Texas economic growth through competitive marketing programs that increase coordination and emphasize marketing promotion and market development, and (3) designing foods for health that will be nutritious, safe, and contain uniform high levels of natural compounds known to aid in the prevention of diet-related diseases.

• While at Texas A&M University the first time, developed a report and recommendations for the Texas Nursery and Landscape Association to facilitate the development of an industry-wide marketing plan. Authored the planning document, entitled 2000 and Beyond, which entails a three-pronged nursery industry-wide marketing strategy including: (1) market research, (2) market promotion, and (3) market development activities. Coordinating market research activities including consumer-oriented market research to better identify tastes and preferences pertaining to nursery and landscape-related products and services, as well as research collecting important primary data regarding the green industry in Texas. This data, pertaining to marketing practices and economic impact, will provide necessary information for the industry to emphasize its substantial contributions to the state’s economy and workforce. Additional activities pertain to market promotion with a synergistic joint promotional program developed that utilizes TDA’s new Go Texan program and TAMU’s Texas Superstar (CEMAP) program. Other promotional projects include certification program image enhancement and TNLA’s leadership in environmental stewardship activities. Other targeted promotions (either seasonal or segmented) are also underway. Finally, potential market development activities are also underway. These include the expansion of TNLA’s web-based marketing efforts, further development of profitable niche markets, and the improvement of industry-wide performance through various market coordination strategies.

• While at Texas A&M University the first time, the TAEX Nursery/Floral Team, in cooperation with the Texas Association of Nurserymen, conducted a Technical Training Series for the Nursery/Floral Industry. Presentations were conducted via the Trans Texas Video Network (TTVN). This fiber-optic system provided a completely interactive audio video environment. Participants at over 10 locations state-wide were able to participate in the Business Management Workshop, which originated from Texas A&M University. TTVN also facilitated the exchange of information using a questions and answer format.

• An example of innovative fee-based Extension educational programming is the Garden Center Image Assessment Program that was developed for retail nurseries and garden centers. In this program, consumers are surveyed within an individual garden centers' trade area and to develop a profile of their perceptions toward the garden center and its' competitors. Intensive workshops are then held with the garden center managers to identify and evaluate the relative strengths and weaknesses of their stores in relation to their competitors and also to provide information regarding market penetration, merchandising strategies,

effectiveness of advertising and promotional efforts, feasibility of expansion, and store layout and design. This self-supporting program has been successfully conducted at twenty-five garden center locations.

• Another program that has received national attention was a study sponsored by the American Farm Bureau Research Foundation regarding the impact of reducing the number of minor use pesticides applications in fruit and vegetable production. Specifically, the yield and per unit cost impacts of eliminating the use of insecticides, fungicides, and herbicides were evaluated, as well as the impacts of an approximate 50 percent reduction in the number of applications. This information, published in a book entitled Economic Impacts of Reduced Pesticide Use on Fruits and Vegetables, has been widely used by Congress, E.P.A. officials, and producer and environmental groups in making policy decisions regarding the minor use pesticide issue.

• In recent years, considerable media attention has been focused on the use of pesticides on fruits and vegetables. In light of this, considerable program effort was directed at providing accurate, objective information for County Extension Agents and industry leaders to use in addressing food safety and pesticide issues. A food safety newsletter was developed while at Texas A&M University and a grant project initiated which led to the development of the Guide to Marketing Organic Produce. This handbook provides information concerning organic produce marketing alternatives, certification procedures, etc. and has been extremely popular both nationally and internationally. To date, 141 have been sent to county agents and specialists upon request and an additional 425 copies have been sold to clientele nationally.

• In response to requests from clientele and County Extension Agents for information regarding farmers' markets, a Handbook for Establishing and Operating Farmers' Markets was developed while at Texas A&M University. The handbook has been used extensively by county agents, municipal leaders, and TDA marketing personnel in developing new markets and assisting existing markets. In addition to the copy sent to each county agent in the state, an additional 920 copies have been requested by clientele, municipal leaders, and government agencies.

• Since the early 1990's, much attention has been directed at the North American Free Trade Agreement (NAFTA). Along with research colleagues with the Texas A&M Market Research Center, issue papers were developed that discussed the implications of a free trade agreement on the citrus and vegetable industries in Texas and the U.S. This involvement led to an appointment to the Fruit and Vegetable Subcommittee of the Agriculture Commissioner's Select Committee on U.S./Mexico Free Trade. Numerous programs have been developed and implemented in the U.S. and Mexico regarding the potential impacts of a NAFTA on the fruit, vegetable, and nursery industries. One recent workshop developed is entitled S.M.A.R.T. (Strategically Managing Agricultural Resources for Tomorrow), which focuses on the impacts of NAFTA and GATT on small to medium sized citrus and vegetable growers. Strategic marketing alternatives, joint venturing in Mexico, and diversification strategies are among the topics covered in this workshop.

• A substantial number of fruit and vegetable producers market their products through direct marketing outlets such as pick-your-own, roadside stands, and farmer's markets. In response to an overwhelming number of requests for marketing information from these clientele, a handbook entitled A Guide to Successful Direct Marketing was developed to assist direct marketers in marketing and business planning, conducting market research, developing advertising and promotional strategies, merchandising principles, and pricing alternatives. 467 copies have been sold nationally, and an additional 165 copies have been sent to county agents and specialists upon request. While at Texas A&M University, served as Co-Editor for Vegetable

Production and Marketing News, a monthly newsletter serving the Texas produce industry. Monthly articles concerning various economic and marketing topics have been developed for the newsletter its inception in November 1990. Dr. Frank Dainello served as the other co-editor and provides vegetable production information for the newsletter. Total distribution of the newsletter included about 1500 clientele.

• Professional writing has been maintained during professional lifetime including refereed journal articles, Extension bulletins and fact sheets, Experiment Station publications, miscellaneous research reports, articles in trade journals and industry publications, articles appearing in professional meeting proceedings, newsletters, chapters appearing in Extension handbooks, articles in popular agricultural magazines, and papers presented at professional agricultural economics meetings.

RESEARCH ACTIVITIES

PROGRAM STATEMENT Research activities complement Extension programs. Results from this research have been used in the classroom and extension meetings and workshops. A strong interdisciplinary approach has been taken, cooperating with Extension and research/teaching colleagues in the Plant Sciences department and the Department of Agricultural Economics here at the University of Tennessee and other universities across the United States. Research activities can be categorized into two major areas: (1) those conducted externally under the auspices of Southern Region research committees, and (2) those conducted in conjunction with colleagues internally. Examples of such activities are outlined below:

SUMMARY OF RESEARCH-RELATED PROJECTS

• Member of Multi-state Regional Project S1021 (formerly S290 - Technical and Economical Efficiencies of Producing, Marketing, and Managing Environmental Plants), 1989-present.

Served as Chair of the Regional Project from 1995-2000. Responsible for developing the CSREES annual

reports for the Regional Project. Authored the new project proposal approved in 1999. Responsible for ensuring collaborative regional research associated with four specific objectives outlined below:

1. Evaluate alternative plant production, establishment, and maintenance systems. 2. Evaluate the regional competitiveness within the green industry. 3. Evaluate the demand for green industry plants, materials, and services. 4. Evaluate the effectiveness of alternative merchandising techniques.

• Former Member (former Chair) of the Western Coordinating Committee on Agribusiness WCC-72. The purpose of WCC-72 is to serve as a forum in which Agribusiness professors can share knowledge and collaborate on regional research, teaching, and outreach projects. The focus is on pre-and post-farm matters such as farm supply, first handlers, food processors, food distribution, and grocery stores and restaurants. Responsible for ensuring collaborative regional research associated with four specific objectives outlined below:

TEACHING AND ACADEMIC ACTIVITIES

PROGRAM STATEMENT

Teaching activities were first initiated in 1990. Along with Dr. John Nichols, Dr. Hall served as co-instructor of the National Agri-Marketing Association marketing team class since Fall semester, 1990. This was structured as a two-hour course in the fall and spring semesters, culminating with the NAMA Student Marketing Competition held in conjunction with the NAMA Annual Conference. The NAMA marketing team advanced to the semi-finals in the national competition in every year except 1992. In three of these years, the team has made it to the finals and in 1994, the NAMA marketing team won the national championship title.

Starting in 1991, Dr. Hall served as co-instructor for AGEC 481, a one-hour course required by Agricultural Economics majors. He co-taught with Dr. Gene Nelson, Professor and Head, Department of Agricultural Economics every semester since Fall 1991. The structure of this class evolved over time into a career planning course and is entitled “Careers in Agricultural Economics and Agribusiness.” The format is one in which the students have tremendous flexibility and can tailor the course according to their specific career planning needs. This improved structure not only allowed for more subject matter to be included during the course of a semester, but student evaluations of the class consistently increased each semester (3.86 overall in Fall semester, 1991 as compared to 4.83 in Fall semester, 1999).

Starting in Fall 1995, Dr. Hall taught AGEC 440, Economics of Agribusiness, which was a required course and served as the capstone course for the undergraduate degree in Agribusiness, a jointly administered degree with the Lowrey Mays College and Graduate School of Business. This course was designed to integrate the marketing, management, finance, and personnel management principles learned in other business and agribusiness courses. This course was the hallmark of Dr. Hall’s teaching program.

Evaluating teaching effectiveness is a difficult and arduous task. Two such indicators are student evaluations of courses and the placement of students after leaving the course. Students graduating with a degree in Agribusiness after taking this course have taken positions with leading business and agribusiness firms and many at salary levels quite above the norm. Student evaluations of AGEC 440 were very favorable, ranging from 4.75 to 4.92 (on a 5.0 scale), with a relative ranking among professors in the Department of Agricultural Economics of either number 1or number 2 most semesters.

From 1997 to 2002, Dr. Hall served as Director of the Master of Agribusiness (MAB) Program. The Master of Agribusiness degree program is non-thesis, interdisciplinary, and jointly administered by the College of Agriculture and Life Sciences (COALS) and the Lowry Mays College and Graduate School of Business (LMCGSB). This professional curriculum is designed to provide a broad preparation for economic, financial, and marketing analysis of agribusiness, food, and fiber industry decisions. By cutting across the business and agriculture disciplines, students are exposed to the rigors of quantitative agricultural economic analysis, as well as real-world case study analysis regarding contemporary agribusiness issues.

Dr. Hall oversaw the MAB approval process and moved the proposal through the TAMU system in record time, receiving approval from the Texas Higher Education Coordinating Board in 1998. Once the degree proposal was approved, a separate proposal to formally establish an Intercollegiate Faculty was sent to the Vice President for

Research and Associate Provost of Graduate Studies for final approval. In the case of the Master of Agribusiness, the degree and the Intercollegiate Faculty were established simultaneously in that the Intercollegiate Faculty proposal was contained in the overall degree proposal.

As Director of the MAB program, considerable involvement with each and every student was necessary. Dr. Hall advised students regarding their respective degree plans and coordinates their internship and Professional Study activities (professional papers). He was actively involved in the placement of MAB graduates, which at the time, boasted an enviable 100% employment rate.

Dr. Hall also taught two of the required courses in the MAB program: AGEC 625 Environment of Agribusiness (see the teaching section of his webpage) and AGEC 629 Strategic Agribusiness Management, the capstone course of the MAB. As with the undergraduate capstone course, this course integrated all of the previous marketing, management, and finance principles into a course that challenged students in extraordinarily rigorous fashion. Other accomplishments while serving as the Director of the Master of Agribusiness Program included:

Recruitment/Enrollment: The very first semester that the MAB was offered (Fall 1998), 21 students were enrolled in the program. Total enrollment in the MAB program was 45 students upon Dr. Hall moving to the University of Tennessee.

Secured Funding: First and second-year funding for the MAB program was obtained from the Office of Research and Graduate Studies and the COALS. The Vice President for Research and Graduate Studies made a matching contribution of $7,500 to Graduate Enhancement Funds allocated by COALS. A Regents fellowship was also designated for the MAB program. These funds were used to fund development costs of the MAB website, transportation costs associated with MAB-sponsored student field trips, costs associated with recruitment and orientation activities, and MAB scholarships.

Developed Orientation Program: To accent the rigorous nature of the program, class comradery was established early in the students’ tenure though an extensive orientation program. Part of this orientation program is participation in the TAMU ChallengeWorks. This program serves to heighten group member's awareness about the critical concepts, processes, and attitudes necessary for organizational effectiveness. Students that went through the orientation program have commented on the comradery and team-building skills that were developed and that these skills have been of great benefit in conducting team-oriented case analyses and other class projects.

Developed Internship Program: Another educational emphasis of the MAB degree was the internship program. While the internship was optional, it was “highly recommended” during advising sessions with the MAB students. An internship manual was developed to assist in the administrative and quality-control aspects of the program.

Coached Case Study Teams: A graduate-level case study competition is sponsored annually by the American Agricultural Economics Association. In this competition, the student teams from each participating institution are mailed a case study three weeks prior to the competition and the teams have 3 weeks to develop an intensive case analysis and a presentation for the competition.
