9.7 ESCI 19 The Science of Sustainability – 3 Units – New Course (Attachment)

Proposed Discipline/FSA: Earth Science Proposed as a Restricted Elective for University Studies: Earth System Science Emphasis

Justification: Concepts about sustainability are multidisciplinary in character but draw, most fundamentally, upon the natural resources that are required by modern society and the environmental quality that all life on Earth needs. Earth systems are central to both and represent the core of the “sustainable revolution” rapidly expanding in this state and nation. This course speaks directly to fundamental concerns about considering the science of developing resources toward sustainable levels while minimizing and even reversing damaging environmental impacts. The course will take a unique systemic approach, considering the science behind technologies that exploit resources from each of Earth system’s (hydrosphere, biosphere, geosphere, and

Page 16: Curriculum Council Agenda

Curriculum Council Agenda for 10/15/12 – Page 16

atmosphere), the impact of that exploitation, and the science of emerging and future technologies that can supplant current practices or minimize current procedures. In this Earth systems approach, repercussions will be examined regarding current and proposed techniques in the sense that any action that impacts one of Earth’s systems has the potential to reverberate through others. Course will include a DE format.

9.8 ESCI 20 Earth System Sensing – 3 Units – New Course (Attachment)

Proposed Discipline/FSA: Earth Science Proposed as a Restricted Elective for:

University Studies: Earth System Science Emphasis University Studies: Geology Emphasis University Studies: Meteorology/Climatology Emphasis University Studies: Oceanography Emphasis General Studies: Climatological and Meteorological Studies Emphasis General Studies: Coastal Oceanographic Studies Emphasis General Studies: Geological Field Studies Emphasis

This course addresses the scientific theory that has given rise to technologies regularly used to remotely sense Earth systems (hydrosphere, biosphere, geosphere, and atmosphere). In Earth Science careers, remotely sensed “products” are regularly used and this course will provide an introductory level of theoretical and technical preparation. The laboratory portion of this course will apply scientific principles to data in an effort to characterize Earth systems and recognize the signature of processes as they operate and are detected by remote sensing techniques. Reviewing, evaluating and interpreting remotely sensed “products” will be a large portion of lab activities while identifying and extrapolating trends with applied learned Earth systems principals will round out the application of these technologies. Course will include a DE format.

9.9 ESCI 21 Modeling and Projection in Earth Science – 3 Units – New Course (Attachment)

Proposed Discipline/FSA: Earth Science Proposed as a Restricted Elective for:

University Studies: Earth System Science Emphasis University Studies: Meteorology/Climatology Emphasis University Studies: Oceanography Emphasis General Studies: Climatological and Meteorological Studies Emphasis General Studies: Coastal Oceanographic Studies Emphasis General Studies: Meteorological Studies Emphasis

Modeling Earth systems, specific components of hydrosphere, biosphere, geosphere, and atmosphere, requires computing technology, as well as the scientific background regarding specific systems, to produce useful output. The test of a model is to compare it to real systems and adjusting where possible to account for differences between the modeled system and the model itself. The intent of this course is to introduce Earth system models and data sets used to develop them, which requires an understanding of specific Earth systems as well as an understanding of the methods used to extract data about those systems. The laboratory portion of this course will analyze data sets, apply them to simple models and then identify, evaluate and extrapolate trends presented by modeled outcomes. The students will also work to vary parameters in the model, a modern form of scientific testing, while applying Earth systems knowledge/theory to such variations and the repercussions each represents. They will also consider those outcomes as they may impact any one of Earth’s other systems. Course will include a DE format.

10. MISCELLANEOUS 10.1 Customer Service Academy Certificate (Information Only – No Action Required)

This low-unit certificate was approved by Curriculum Council on 5/7/12 for deletion from the catalog. After Council action, it was determined that all program elimination requests, including low-unit certificates, needed to be processed through PIC. At that time, the Division faculty decided to pull their request and keep the certificate in the catalog.

10.2 Ag – Veterinary Technician AS Degree Discontinuance (Information Only – No Action Required) PIC recommended discontinuance for this AS degree, and BAIT developed a program discontinuance plan. PIC’s recommendation and the discontinuance plan were submitted to and approved by the Superintendent/President as per AP 4020. The discontinuance will be processed through the Chancellor’s Office to update our program inventory.

4. OPPORTUNITIES FOR PUBLIC COMMENT

None 5. COMMENTS FROM THE CHAIR

None 6. CURRICULUM TRAINING 6.1 Mandated Chancellor’s Office training 6.2 Mission of the Curriculum Council and related items

Ron gave his presentation on stand-alone training as required by the Chancellor’s Office. Stand-alone course approval is required for any course that is not a requirement or restricted elective for a degree or certificate that is approved by the Chancellor’s Office. Once approved by Curriculum Council, the course must also be approved by the BOT. A course can only be scheduled in the semester following Board approval. He wouldn’t expect us to see a lot of new stand-alone course proposals being submitted considering the current budget situation. Many of the long-standing stand-alone courses that have not been offered are being submitted for deactivation, and he thinks we will see more of this. The regulations regarding repeatability that will be effective Fall 2013 impacts several areas. This is a different issue from the changes last year to repetition, which was related to the total number of times a student can enroll in a course because of unsatisfactory grades or withdrawal. This new repeatability language has to do with courses that can currently be repeated for a grade. Ron went over the exceptions under the new regulations. In addition, each PE, Art, Dance, Music, and Theatre course will have to be assigned to a “family”. Families are restricted to no more than four

Page 20: Curriculum Council Agenda

Curriculum Council Minutes for 9/17/12 – Page 2

enrollments. Developing the families is entirely under our control but the Chancellor’s Office has made it clear that if we abuse it and don’t take a conservative enough approach, they may take over. The divisions working on this are under pressure and we have had to set a date of November 1 for paperwork to be submitted, based on Board approval, schedule and catalog or it will roll into another whole cycle. Ron said TRC looks at the technical aspects of the course. Philosophical issues are dealt with at the Council level. You are the gatekeepers and, as part of the approval process, should be determining whether we need the course or the program. If you don’t think it is a course or program that should be offered, it is important that you raise your hand and voice your opinion. That is the big picture. You can bring up issues, and you should. James asked if approval of SLOs is going to be a Curriculum Council issue. Ron said for now there just has to be an SLO on file/posted for curriculum to be processed through the Council.

7. CONSENT AGENDA None 8. MANDATED CHANGE – INFORMATION 8.1 FAID 175 Emergency Medical Technician I Basic – Revision

All changes are required to be effective spring 2013.

Ron reviewed the changes made and explained that it was externally driven. The necessary changes were also made to the Fire Technology Degree and General Studies: EMS – Emergency Medical Response Emphasis. Motion to approve Prerequisite: Martin/Westler. The motion carried unanimously.

Page 21: Curriculum Council Agenda

Curriculum Council Minutes for 9/17/12 – Page 3 9. DISCUSSION AGENDA None 10. MISCELLANEOUS

Ron said there were four or five courses in the last batch that came through for TRC review that lacked depth in course content. He asked the Council for their support when he feels it is necessary to return a course and work with faculty on expanding content. The Council expressed their agreement. Ron said Connie Barton asked about making a presentation regarding Financial Aid and the impact that program changes can have on financial aid eligibility. He felt it was more appropriate for her to make that presentation directly at the Division level so that you have that information when you are preparing proposals. They should strongly recommend the faculty in their Divisions attend that presentation when it occurs.
