The GNSSN was created in 2006 following the recommendations contained in the International Nuclear Safety Group (INSAG) report on Strengthening the Global Nuclear Safety Regime (INSAG Series No. 21, IAEA, Vienna, 2006).

Issues and challenges
• Various supporting frameworks of IAEA (TC, RCF, Regional Networks); need to reduce overlaps in terms of support provided by adopting an integrated approach;
• Strong emphasis on self-assessment to identify needs and gaps pertaining to nuclear safety infrastructure;
• Respect diversity and promote safety culture within region;
• Consideration to all diverse stakeholders in nuclear industry including governmental institutions, regulators, operators, TSOs, etc.;
• Adopt best practices within the region and promote them in a harmonized manner;
• Address issues of succession planning in nuclear industry by emphasis on capacity building and competencies development;
• Ownership and sustainability of regional cooperation programmes.
