The world is changing…• Less resources

–The public sector could be 25% smaller in financial terms by 2014 (taking us back to mid 1990 levels)

–A greater focus required on better productivity

• Localism and big society–Rolling back the state and removing the ‘middle men’

–Devolution to councils

–Devolution to society

• Sector led improvement–Accountability to communities not central government

–Strategic partnerships and place based budgeting

–Delivering better outcomes more efficiently

What does it mean for culture and sport: Less resources• Reducing costs and increase productivity

• Increasing income through more participation

• More “philanthropy”

• New ways of delivering services?

• Sharing across boundaries (service & administrative)

• A focus on priority outcomes and place based budgeting

• Commissioning opportunities (health improvement, prevention & wider educational outcomes)

What does it mean for culture and sport: Localism and big society

• Less national policy and advocacy(more focus on local need & aspiration)

• Less Quangos and “middlemen” between government and communities (focus on schools, GPs, councils and individuals)

• Greater focus required on place based budgeting and strategic partnership working

• Greater opportunities for the third sector (if they have the capacity)

What does it mean for culture and sport: Sector led improvement• Greater reliance on local political leadership and managerial

competency

• A greater need to evidence the contribution we make to local outcomes

• A willingness to pool budgets and work together across boundaries

• National performance frameworks replaced by local frameworks

• Less national and regional supportfrom NDPBs

• A need for innovation and step change and the willingness to share learning quickly
