WP XX – Challenges and lessons learnt

Challenges
Lack of cooperative structures (quadruple helix is not established, hence a wholistic approach has been complicated)
Lack mandate (political instability, no clear leadership, many different actors)
Lack of awareness (the benefits of smart cities have not been clear, hence the educational aspect, learning through the project was the largest benefit)
Continuation of the started process (it would be very beneficial to have a clear direction in order to build upon the current activities)
Lessons learned
Soft elements (mindset and culture of cooperation in the public sector) is decisive on whetherprojects will be successfull or not
Pushing stakeholder doesn‘t help to enable ownership of the projects
Co-creation is essential, participatory design is essential
Communication and raising awareness on topics within the city district - open mindsets: lead them to reach the conclusions by themselves
Large learning curve of expert knowledge on smart projects and management – replicationfrom all the light house cities and Triangulum partners
