David E. Criser, P.E., LEED AP BD+C President Project Civil Engineer Since 1979, David Criser has experience delivering civil engineering and project management services to the surrounding areas. His capabilities include, design of new sites, and sites that include redevelopment and rehabilitation. He has also completed numerous stormwater projects along with site specific designs. David's resume also consists of sewer system projects; water treatment plant designs; modifications and improvements; lift stations; sanitary sewer projects; road relocations and extensions; road repairs and resurfacing; and project management and construction administration.

Jeffrey R. Troutman, P.E. Vice President / Secretary Project Structural Engineer Jeff Troutman has provided structural, coastal, and marine engineering and construction observation/administration since 1989. He is responsible for planning and complete design plans, specifications, cost estimates, bid documents, special inspections, and construction administration for a variety of projects and facilities. In addition to structural engineering projects, he also provides experience in residential, private, and commercial coastal and marine engineering design projects involving beach renourishment, beach access structures, dredging, bulkheads, marina, dock and pier design, and breasting/mooring structures, including preparation and application of CAMA and other pertinent permits. Additionally, Jeff provides structural condition assessment inspections and forensic investigation services and reports.
Roy T. Barker, P.E. Raleigh Office Manager Project Structural Engineer Since 1989, Roy Barker has provided structural engineering services for a variety of projects in the manufacturing, microelectronics, pharmaceutical, and chemical industries. He has extensive experience working in both design-bid-build and design-build arrangements. Besides leading the structural design effort, Roy is also responsible for the preparation of project design criteria and scopes of work, development of engineering budgets and specifications, and the coordination of design drawing production.
Jeffrey M. Tanner, P.E. Vice President / Assistant Secretary Project Structural Engineer Since 1988, Jeffrey Tanner has provided structural engineering services for a variety of projects in the commercial/institutional and industrial markets. Commercial projects range from office buildings, schools, and detention centers. Tanner's industrial experience includes projects for the pulp and paper, pharmaceutical, chemical, and manufacturing industries. He provides design and analysis services for new construction, as well as retrofitting existing facilities to allow for installation of new equipment and construction. In addition, he performs structural assessments to verify existing conditions for buildings, equipment platforms, mezzanines, foundations, and other structural systems. In accordance with Chapter 17 of the 2000 International Building Code, Jeffrey also provides special inspections including special inspection matrix development, actual on site inspections, and production of weekly and monthly reports to local building officials.

Mark T. Arcuri, P.E. Project Civil Engineer Since 1994, Mark Arcuri has provided civil site engineering and project management to public, private, commercial and residential clients. Licensed to practice engineering in NC and SC, his resume includes shopping centers, drug stores, banks, waterlines, elevated water storage tanks, sewer mains, pump stations, stormwater ponds, and erosion control. His responsibilities include marketing, engineering reports, performing analysis, computer modeling, cost estimates, construction plans and specifications, construction contracts, shop drawing review, construction submittals, and construction observation. Mark is well experienced with permitting on local, State, and Federal levels.
Mark F. Weiss, P.E. Project Structural Engineer Mark Weiss serves as project manager and has experience in structural, marine, and coastal engineering including construction observation. Since 2001, his responsibilities have included performing analysis, generating computer models and assisting in development of design specifications, construction documents and the review of shop drawings and construction submittals for a variety of clients and facilities.

Nathan L. Heinlein, P.E. Atlanta Office Manager Project Structural Engineer Nathan Heinlein has over 13 years of structural engineering design and management experience. He has served as a project manager for new buildings and renovation work on existing structures in the educational, retail, religious, recreational and municipal sectors. He has twice received the Outstanding Achievement for Structural Design award from the American Concrete Institute, including one for the first total precast concrete school in the state of Georgia. Nathan received his civil engineering degree from Southern Polytechnic State University in Marietta, GA and is continually focused on turning client’s needs into reality. He is also an active member of CEFPI (Council of Educational Facility Planners International) and the American Institute of Steel Construction.
John L. Plummer, P.E. Charlotte Office Manager Project Structural Engineer John Plummer has over 22 years of structural engineering experience specializing in institutional, healthcare, commercial and residential design. He designs with building construction materials of steel, reinforced concrete, post tensioned concrete, pre-cast concrete, reinforced masonry and wood for the proper gravity and lateral resisting elements for wind and seismic loads based on the various model building codes. John performs Special Inspections in accordance with the International Building Code on commercial projects. He has 12 years of experience in forensic engineering and has performed over 1000 structural investigations on both commercial and residential properties. He is registered as a Professional Engineer in NC, SC and VA.

B. Christopher Crow, P.E. Project Structural Engineer Christopher Crow has 13 years of experience providing structural engineering services for projects in the industrial, commercial/institutional and historical markets. Chris is nuclear-trained with experience in the construction and plant shutdown perspectives and nuclear safety awareness and protocols. Chris performs structural assessments and evaluations for both existing and new building systems, equipment platforms, mezzanines, foundations and other structural systems. He is responsible for producing engineering estimates, project management, detailed design, specifications and construction observation and has performed several on-site assignments in the each of the markets. He is also licensed as a general contractor in the State of North Carolina which provides additional building construction perspectives than a typical engineer.
Craig D. Andrews, P.E. Project Structural Engineer Since 1975, Craig Andrews has been providing structural engineering services for a variety of projects in the pharmaceutical, manufacturing, steel, and pulp and paper industries. He is responsible for performing analysis and design, coordinating design drawing development, and reviewing construction documents for a myriad of clients and projects.
