Capital market terms:• Non-profit housing associations get low interest rates; AAA-rating; guarantee

services Social Housing Guarantee Fund (WSW). • Solid and stable sector, in terms of market and financially; they have a high

equity reserve (especially outside the large cities)• Non-profit: typical accepted pay-back time 15 years

Conditions for refurbishments:• Max. acceptable rent nationally regulated • Tenants pay heating costs: benefits energy savings for tenants / investment

for housing association• No rent increase without permission of tenant / tenants may refuse• Tenant change: possibility to raise rent (within legal boundaries)

Commercial (hotel) sector

Capital market terms:• Interest rates depend on individual risk assessments/ratings, therefore

depend largely on individual investor parameters and of course of more general interest fluctuations in the market.

• Profit sector: typical accepted pay-back time 3-5 years

Building regulations• Since 1995 Energy Performance regulation for new buildings; now

valid for EU Buildings Directive (EPBD)• Solar thermal included in calculation procedure• With current requirement effect for SWH not very strong

• Demand side: focus on cost / pay-back; RES just one topic in complex set of demands

• Government: no targeted promotion/support; only generic RES support; ‘leave it to the market’; no subsidies (‘stop and go’ history)
