CSC and the Belgian eID card

• CSC has been deeply involved in all phases of the Belgian eID card development :

– Initial feasibility study

– Functional architecture of PKI and smart card

– Technical specification of the card applet and of security protocols

– Set-up of a test lab

– Interface application between Registre National/Rijksregister and Certification Authority (CA)

On-line Car Registration - The WebDIV Project

• CSC has been the IT partner of DIV (Division de l'Immatriculation des Véhicules/Dienst Inschrijving Voertuigen) for more than 10 years and has been developing the IT applications that support car registration.

• In 2001, DIV requested CSC to develop, in collaboration with FEDICT, a Web site allowing on-line car registration

– Designed for individuals and professionals (insurance, leasing, etc)

– Operational in May 2002

– Two versions : browser and integrated

• We will demonstrate the role and benefits of the eID card in the context of that application.

Application overview

• The WebDIV application allows the user (usually an insurance broker) to submit a car registration request, specifying :

– car owner data (first name, family name, national ID number)

– car ID number

– car seller ID

– insurance ID

Based on these data, DIV can mail the new car plate and the registration certificate to the car owner.

Role and benefits of the eID card

• Integrating the eID card brings the following three benefits to the WebDIV application :

– Authentication of the requester

– Possibility to extract and use data from the requester's card, especially if the requester is also the car owner

– Possibility to sign messages and documents and to prevent their repudiation

• The following demo screens show how these services have been integrated

Conclusion

• Technical integration of the eID card is not difficult, based on the popular Microsoft products (consequence of the choice for open standards in the card)

• Focus on the business architecture :

– impact of transaction dematerialisation on business processes and organisation,

– integration of authentication and signature steps in the business workflow.
