Grand  challenges  have  to:  •  Be  understandable,  visual  and  inspire  research  idea  •  Be  bold  and  disrup5ve  but  strongly  rooted  in  SoA  and  addressable  by  2020  •  Contain  significant  cri5cal  mass  of  research  •  Address  gaps  across  Research  Themes

Today  ex-­‐ante  policy  assessment:  !   Large  human  effort  >  only  on  major  policy  decisions  (e.g.  

REACH  direc5ve);    !   using  mainly  econometric  models  and  overlooking  human  

behaviour;  unable  to  account  for  human  behavior  and  5pping  points.    

!   Social  simula5on  and  models  are  blackbox,  fragmented  and  single-­‐purpose;  built  by  domain  computa5onal  science  specialist,  at  high  cost  for  involving  lateral  domain  experts  or  interested  stakeholders.  Progress  in  modelling  sokware  has  not  matched  advances  in  compu5ng  power  (Post).  

!   Designing,  reviewing  and  upda5ng  formal  models  from  qualita5ve  and  quan5ta5ve  data  is  costly.

!   Pervasive  and  joined-­‐up  simulaQon  for  policy  impact  assessment:  impact  assessment  for  deciding  how  to  op5mize  garbage  collec5on  in  a  medium  city;  

!   model-­‐building  and  simula5on  carried  out  the  responsible  civil  servant  based  on  pre-­‐built  models,  in  collaboraQon  with  domain  expert  through  a  model-­‐as-­‐a-­‐service  soZware;  

!   Macro-­‐model  are  dynamically  integrated  with  micro  models  of  other  ins5tu5onal  levels  and  sectors;    

!   Models  are  evolving,  accoun5ng  for  input  from  massive  amounts  of  data,  structured  (from  RFID  in  garbage  bags)  and  non-­‐structured  (feedback  from  ci5zens  behavior  and  opinion);  

!   model  and  data  are  exposed  in  a  transparent  and  privacy-­‐compliant  manner;    

!   simula5ons  account  for  human  behaviour,  an5cipate  possible  Qpping  points,  domino  effects
