Crime is defined as:

In ordinary language, the term crime denotes an unlawful act punishable by a state . The term "crime" have not any simple and universally accepted definition, though legal definitions have been provided for certain purposes. The most popular view is that crime is a category created by law; in other words, something is a crime if declared as such by the relevant and applicable law. One proposed definition is that a crime or offence (or criminal offence) is an act harmful not only to some individual or individuals but also to a community, society or the state ("a public wrong"). Such acts are forbidden and punishable by law.

Crime in Pakistan : crime in Pakistan is present in various forms. Organized crime includes drug trafficking, money laundering, extortion , black marketeering, political violence, terrorism, abduction etc.Pakistan falls under the Golden Crescent, which is one of the two major illicit opium producing centers in Asia. Opium poppy cultivation in Pakistan is estimated to be 800 hectares in 2005 yielding a potential production of 4 metric tons of heroin. Opium is cultivated primarily in the Khyber Pakhtunkhwa province and Pakistan-Afghanistan border. Until the late 1970s, opium production levels were relatively static; it increased after 1979.An estimated $4 billion is generated from drug trafficking in Pakistan. Petty crime like theft is common.

The number of drug users in Pakistan has gone up from 50,000 in 1980 to 8.1 million in 2011. Every year at least 50,000 more people get addicted to different kinds of drugs. On average, an addict spends between Rs3,000 and Rs3,300 on drugs in Pakistan.

The use of drugs among the youth of Gilgit-Baltistan is increasing alarmingly while Anti-Narcotics Force has totally failed to control the drug pushers who are openly selling drugs in the region.According to an estimate, more than 70 points in Gilgit are selling Hashish, opium, alcohol and other drugs without any fear of the ANF which seems to be unable or reluctant to take action against the sellers. Drug pushers have set up their sale point in Jutial, Kashrote, Hospital Chowk, Amphary, Basin, Majini Muhallah, Konodass, Danyor and some other parts of Gilgit city. The official sources said mainly drugs are stored in Jaglote, some 58 km east of Gilgit, which are transported mainly from Khyber Pakhtunkhwa and then supplied to rest of region from Jaglote. Jaglote, where Food Department and Pakistan State Oil have bulk depots is home to truck drivers and main dealers of drugs.

EFFECTS OF DRUG ABUSE:

Psychoactive drugs: change in conscious awareness or perception…Psychological dependency: person hunger after's a drug…Physiological addiction: body becomes biochemically dependent on a drug…Central nervous system drugs: remove social reserves, release anxiety, impair judgment. Include alcohol, barbiturates and minor tranquilizersAcceptance: greater doses are necessary to produce the same effect…

Central nervous system stimulants: addiction possible, moves concentration, insomnia, joy; includes ,caffeine, nicotine and cocaine and its byproducts (crack, freeze)

Hallucinogens: non-addicting; effects include hallucinations, sense of timelessness & mystical insights ; mescaline*

*mescaline: A drug ,that effects people’s minds & make them see or hear things that are not really there.

Narcotics: highly addicting, acts as a painkiller, joy; includes morphine, heroin.
