Stainless Steel MCC Panel with options

GENERAL REQUIREMENTS

The Motor Control Center or MCC shall be constructed by a United Laboratories (UL)approved shop. The contractor will perform a factory test prior to shipment. Shippingwill be included in the job quote. This information is for general guidance only; pre-approved changes allowed with coordination and approval from the Okaloosa County,Water and Sewer, Electronics Shop Supervisor. TESCO Controls Incorporated, ACS(Automation Control Service) or pre-approved equal, shall supply the MCC. Thisstandard is for a duplex 230v 3 phase 7.5HP MCC panel, but may also be used as aguide for a duplex 230v 3 phase 15HP MCC with Siemens size 2 starters, upgradedheaters, wiring and breakers. With minimum changes, this standard will also allow theability to transform to a 480v three phase MCC. See standards, parts list andschematics for complete compliance with county requirements. All electrical equipmentshall be installed in accordance with the last revision of the NEC code. All materialsused shall be new and unused, of the highest quality and of proper type for the intendeduse. Where applicable all materials shall carry the UL approval. Substitutes that tend tolower the quality of the work will not be accepted. The project is to result in a completeand operable lift station. Any item not specified but normally included in such installationshall be furnished and installed regardless of omission from the specification.Preapproved omissions are not affected by this requirement.

ENCLOSURE

The enclosure will be a 36'W x 48"H x 12"D stainless steel NEMA approved 3R or 4Xweather proof type panel made by TESCO, Saginaw, Hoffman or an approved alternate.The door shall be hinged on the left side and shall open greater than 90 degrees.Locking and latching of outside door shall be a three point system with a pad lockablehandle that is % turn. A data pocket will be affixed to the inside of the outer door. Aswitched fluorescent type light fixture will be affixed to the top inside center of the panelto supply light to technicians in low light conditions this light may have screwspenetrating through the top of the panel but they will be rounded low profile and sealedto prevent water intrusion. A generator plug and outside receptacle will be placed on theright side these will be sealed to prevent water intrusion. See attached drawings forapproximant placement.

The back panel will be steel and finished in a dry powder coat white baked coating. Astar type washer that has penetrated the powder coated finish or has a properlygrounded strap will ground the back panel to the outside panel. Hardware must bestainless when available but coated or ionized hardware may be used if approved. Allscrews, nuts and washers will be stainless steel. The back panel will be pre-drilled fortwo Siemens size 1 starters and for two Siemens size 2 starters to allow for future up-grades and 15 HP contracts.

The interior swing out door panel will be steel and finished in a dry powder coat whitebaked coating. Aluminum, stainless or other types of metal may be used if pre-approved. A star type washer that has penetrated the powder coated finish or has aproperly grounded strap will ground the back panel to the outside panel. Latches will be% turn 1/8" latching dog leg type or knurled screw down type with matching nut platesthat are permanently attached. Hardware must be stainless when available but coatedor ionized hardware may be used if approved. All screws, nuts and washers will bestainless steel. All switches lights and breakers that are seen on or through this panelwill be clearly and properly labeled. A highly visible approved voltage label and hazardlabel will be affixed to this panel.

Luminaries

The luminaries shall be the size and type normally supplied with the specified cubicles.As a minimum, the luminaries shall be 15 to 30 watt rapid start fluorescent strip typefixture with warm white lamps. A lens or guard shall be furnished and installed over thelamp. The fixture ballast shall be capable of providing reliable starts with ambienttemperatures down to 30 degrees. Ballasts noise shall not exceed 50 dBA. "Noisy"Ballast will be replaced by and at the contractor's expense.

Circuit Breakers

Two 3 phase three pole snap in breakers will provide protection to pump one and pumptwo. Three 15A single pole snap in breaker will protect control circuits, SCADA and thereceptacles. One single pole 20A snap in type breaker will be mounted as a spare.

Motor Controls, General

Provide each motor with a suitable controller and devices that will perform the functionsas specified for the respective motors. Controllers shall conform to the applicablerequirements of NEMA, ICS, ANSI C19.1, NEC and UL. Anticipated horsepower andenclosures are shown on the plans and parts list This information is for generalguidance only and pre-approved changes will only be made with coordination and pre-approval from the Okaloosa County Water and Sewer Electronics Shop Supervisor.

Automatic control of the duplex submersible pumps shall be by means of three controlfloats with a back up high-level alarm float The stop float will stop the pumps andcontrol the alternation function. The lead float will start the required pump for normalsequencing. The lag float will act as a first safety and as a booster pump control. Thehigh-level float will initiate an alarm sequence and pump the station down after a two-minute time delay. SCADA may also control the lift station functions. If SCADA isadded to control the lift station then the four floats act as a back up system to SCADA.

All motor controls and indicator lights will be 120vac except for the high-level float andrelay system, which is 12vdc. Each motor control system shall be equipped with a hand-off-auto control switch, indicating lights, elapsed time meter, motor starter, spare primarybreaker mounts for an external transformer, and primary 5-amp control fuse. One 1-ampfuse for each of the three phases willbe included to the inputs of the phase monitor.

Control switches and indicator lights shall be UL listed oil-tight devices rated heavy duty.

Elapsed time meters shall be non-resettable with 0.0 to 99,999.9 readout.

Motor starters shall be NEMA rated with an electrically held contactor and a single reset,3 phase, overload block with normally closed holding contact. A Siemens/Furnas size 1starter P.N. 14DP32AF81 will be used for all MCC panels 7.5 HP and less. The suppliedheaters shall be Siemens E67. The back panel will be pre-drilled for two Siemens sizetwo starters to allow for future up-grades and 15 HP contracts.

Relays, Control

Controlrelays shall be Omron, IDEC, Siemens or pre-approved substitute. Relays willhave a round 8-pin or 11-pin base with an indicator light to show when the relay isenergized. All control relays will have a manual engagement by toggle or hold downbutton.

Relay, power fail

The power fail relay shall continuously monitor the three phases for power loss, lowvoltage, phase loss, phase reversal and have an automatic reset. The power fail relaywill have a failure indicator light and may have a voltage asymmetry adjustment.Crouzet model PWRS220A is recommended but Crouset model PWRA220A may beused. No other phase monitors are acceptable. These relays are 8-pin plug in type.

Relays, seal fail

Seal fail relays shall be 8-pin plug in Crouzet model PNR110A. Two relays are required.

Relay, Alternator

The alternator will switch between the lead pumps to help maintain equal hours of runtime. Crouzet model PJRX110A type relay will be used. These relays are 8-pin plug intype.

Relay, time delay

A solid-state inline time delay relay will be used to activate a back up pump system. Thehigh-level float will energize CR-1 which will apply voltage to the timer, afterapproximately two minutes the alternator will start a pump and the pump will operateuntil the high level float is lowered. This timer device will be a MARS (685744-32391),ICM (lCM102) or pre-approved equivalent.

Wiring

Control wiring shall be 16 AWG minimum with 14 AWG used as standard. SCADA wireswill be blue and normal control wires will be red. Normal black, white and green will beused for receptacle and lighting circuits. Terminal lugs with forked blades will becrimped to each wire before attaching to a hold down screw.

Auto dialer

A 4-zone auto dialer made by PRO-TECH Inc. shall be installed. The model number isDD3-PTI and no substitutes will be accepted. The dialer will be wired to send a high-level alarm on zone one and a power fail alarm on zone two through the phone lines to aBlack Box receiver. Okaloosa County electronics technicians will program the dialer asphone lines are installed.

Power supply and battery back-up

There will be a power supply and battery back-up made by PRO-TECH Inc. The partnumber is CH12AC. Okaloosa County electronics technicians will also install this asphone lines are installed.
