1. Introduction
TheprojectCreativity,theConnectedEconomyandOffenders–CCEO,fundedbyErasmus+(2015-2017),bringstogetheragroupofEuropeanpartnersworkinginthecriminaljusticesystem-Pictora,LTD(UK)-coordinator;AssociaçãoHumanidades(PT),PanevezioCorrectionHouse(LT)andRIA-ResocializacijasunIntegracijasAsociacija(LV),thatarepassionateaboutexploringnewapproachestosupportoffendersin
resettlementandtoreducethelikelihoodofreoffending,inputtingaspecialskillsettotheproject1.
CCEOaimstodevelop,testandmainstreamacrosstheEU,innovativenewlearningmethodologies,approaches,tools/materialstosupportoffenders/ex-offenders/individualsatriskofoffendingusecreativitytoaccesstheConnectedEconomy.
Trainingmethodologies/materials/toolsdevelopedbythepartnershiparetestedwithoffenders/ex-offenders/peopleatriskofoffendingunderNationalTrainingPilotsacrossallpartnercountriesinordertoevaluatetheirquality,adequacyandefficacyandalsocollectimprovementfeedbackamongparticipants.
ThepurposeofthisreportistopresenttheresultsofTrainingPilotsrunintheUKbyPictora,inJuly/August2016andFebruary/March2017.
PreparedbyPictoraevaluationmemberstaff,responsiblefordatacollection,processingandanalysis,thereportincludesabriefoverviewontrainingpilotsimplementationframework–contextandparticipantsprofile;trainingprogrammereferencebasisandadaptation;trainingpilotsevaluationmodel-toolsandmethodologiesandmainevaluationresults,followedbyconcludingnotesandrecommendations.
1Pictoraisaninnovative'notforprofit'SocialEnterprise,bringingthetherapeuticvalueofoffenderarttogetherwiththepracticalcreativityofentrepreneurshipandbusinessenterpriseskills,inordertosupportoffendersinprison,"ThroughtheGate",andbackintosociety.Pictoraisreducingreoffendingbyengagementinartsandentrepreneurshipthroughsocialenterprise.AssociaçãoHumanidadesisaprivate,nonforprofitorganisationaimedatsocialinclusionofdisadvantagedgroups,mainlyyoungstersandchildren.Developsanintegratedapproachtosocialproblemsbasedoninnovativeandflexiblemethodologiesthatpromoteempowermentofagentsandlearningfacilitiesandresourcesthatsupporteducationalandsocioculturalactivitiescontributingtothepromotionofqualityoflife,equalityofopportunitiesandequitybetweenindividualsandterritories.ThePanevezysCorrectionHouseistheonlyofLithuania’s11penalinstitutionsenforcingcustodialsentencesimposedonfemaleoffenders.Atpresent,anaverageof300inmatesservetheirtermhere,includingwomenraisingtheirchildrenundertheageofthreeyearsintheMothersandbabiesunit.Educationalopportunitiesandsocialrehabilitationprogrammesarebeingprovidedintheinstitutioninordertohelpinmatestobetterprepareforlifeafterrelease.ResocializationandIntegrationAssociation(RIA)isaChristianfellowshiporganisationdealingwithex-offendersthroughitscommunitycentres.RIAisanumbrellaorganisationforfiveindependentcharityorganisationswhichprovidesupportforpeopleincrisissituation,mainlyex-offenders,formerinmates,personssufferingfromvariousaddictions(alcohol,drugs,gambling),homelesspersonsandanyotherkindofmarginalizedindividualswhomcannotadoptintoregularsociallife.RIAthroughitsmemberorganisationsprovideseverydaysupporttothesepersonsandbyvarioustools,tohelpthemreintegratebackintosociallifeandlabourmarket.CurrentlyaltogethertheRIAmemberorganisationsprovideeverydaysupporttoapproximately150–200personsperday,givingthemovernightaccommodationpossibilities,foodandtrainingopportunities.Alltheseactivitiesarepurelyfinancedbydonationsandindividualprojects.

2. NationalTrainingPilotsPictoraran2pilotprojectsinHMPTheMountPrison.
2.1. ImplementationframeworkBothpilotswereruninHMPTheMountPrison,whichisaCategoryCTrainingprisonbuiltontheoutskirtsofBovingdonvillage,Hertfordshire.
Followingalargenewbuildproject,theprisonnowhasapopulationofover1000prisoners.Itisahybridtrainingandresettlementprison,cateringforanumberofprisonersinthelastsixmonthsoftheirsentencewhoareresidentsofHertfordshireandsurroundingareas.

Learners’features
Forbothpilots,theprogrammewasadvertisedontheprisonwingsbywayofA4postersandprisonersappliedtoparticipateinthepilots.Oneachoccasionprisonerparticipationhadtobeacceptedbytheprisonactivitiesteamandhadtofitintotheprisonregime.
EachpilotincludedamixofprisonersincludingLifers,IPP’s(prisonersheldindefinitelyas‘imprisonmentforpublicprotection’)andthoseonbothshortandlong-termsentences.SomeprisonerswereneartheirreleasedateorneartomovingtoaCatDOpenPrison,othersstillhadseveralyearstocompleteinprison.
Academicallybothpilotgroupswerediversewithsomeprisonersbeingnon-traditionallearnerswithpoorliteracylevelsandotherbeingveryacademicallycompetent.
Agewisethegroupsvariedformearly20’stolate50’s.Ethnicallythegroupswerealsodiversewithlearnersborninarangeofcountriesincluding,UK,Singapore,Pakistan,India,Nigeria,Albania,BrazilandSweden.
Trainers’skills/experience
BothnationaltrainingpilotswererunbythetrainingdirectorofPictora,whoisqualifiedwithaCertificateofEducation,NVQAssessorawardsD32/D33,MastersDegreeinBusinessAdministrationandisapart-timeuniversitylecturerinentrepreneurshipandinnovation.
Thetrainerhasworkedwithdisadvantagedgroupssince1995anddeliveredprisontrainingsince2002in17prisonsacrosstheUK.

3. Conclusions&Recommendations
ThisreportisaimedtocaptureandexploretheevaluationdatacollectedduringthetwotrainingpilotsatHMPTheMountintheUK.
Participatinginthetrainingpilotswereadiversegroupofprisoners,somewithgoodliteracyskillsbutforothersliteracywasabigissue.Participantculturalandnationalitybackgroundwerealsoveryvaried.
WhatthisNationalTrainingReporthighlightsisthattheCCEOprogramme(toolsandlearningmaterials)canengageanddeveloplearnerswithdifferingbackgroundsandeducationallevels.
IntheUKitwouldbeadvantageousifthisprogrammecouldbeformalisedwithanationallyrecognisedqualificationorawardfromanationalawardingbody.Thiswouldalsoactasamotivatorforprisonersandcouldlinkseamlesslytoemployabilityrouteways.
Havingignitedthecreativityofaprisonerandcreatedainterestarea(apassion),thenextstepsshouldbetolinkthistoathroughthegatementoringprovision,whichcouldbethestartofdevelopingmorefullytheprisonerssocialcapital.
