Our mission is to connect generous people in our community with worthwhile charitable causes. Our donors give towards scholarships, interest areas (such as the arts, education or the environment) and specific nonprofit organizations. Many simply ask us to give their money where it is most needed.

We permanently invest the money that is given to us. Each and every year—forever—a percentage is paid

to support charitable organizations, programs and scholarships. Most were designated by our donors to receive grants every year. Our donors have also empowered us to direct a small number of grants where we think they will do the most good. As a fund grows, more money goes to support these philanthropic purposes. Much more than the amount originally given will be paid out over time.

We accept gifts in many forms including cash, stock, bonds and property. You can make gifts during your lifetime or leave a bequest through instructions in your will. When you notify us of your intentions to leave a bequest, we’ll show our appreciation by enrolling you in our Dwight Haas Bequest Society. Over the last five years we have grown by more than $2.5 million. That is an average of more than $513,000 in gifts and investment returns each year.

We closed the books on 2017 with $17,341,751.08 in assets under management. This was an increase of 15.2% from year-end 2016 when we had $15,054,170.84 .

Our one-year investment return was more than 15.5 percent. The return on investment for the previous five-year period was more than 8 percent.

We have continued our fund management relationship with both Northwest Savings Bank and PNC, as well as Raymond James in 2017 as each institution maintained compliance with our Administrative and Spending Policies and Operating Procedures.

We distributed 4.25 percent of the value of each of our managed funds in 2017.

Annual Audit: We complete a yearly audit to meet

regulatory requirements and to demonstrate our financial integrity to the community. Our year-end financial statements for 2016 were audited by McGill, Power, Bell & Associates, LLP.

The auditors’ opinion was that our financial statements presented fairly, in all material respects, the financial position

of the Crawford Heritage Community Foundation. This is the highest level of assurance that an auditor can provide. The audit and our IRS Form 990 and 990-T are available for review on our website and at Guidestar.org.

In 2017 we received gifts from 217 people who gave $386,439.73 to establish new funds and add to forty existing funds. One organizational endowment and two donor designated funds were created. These endowed funds will provide a permanent source of financial support for their charitable purposes. All three funds are permanently invested and each year a percentage of their value is paid out as a grant. More money is granted as the endowments grow.

Scholarship Fund David and Janet Miller of

Meadville established a donor designated fund. The David and Janet Miller Scholarship Fund will benefit the Pittsburgh Institute of Mortuary Science. The school will use the money to award scholarships to their students to make the cost of their educat ion more affordable.

“After a successful career running a funeral home, David Miller owed a debt of gratitude to the Pittsburgh Institute of Mortuary Science for giving him the training and education he needed to launch his career. We are glad to help him give back and pay forward to encourage the next generation of funeral directors,” said Christian Maher.

Wright Family

Descendants Fund Preserving a cemetery isn't

just preserving a piece of property, it is preserving a family history, a community

history. Every day, small cemetery associations struggle to find the resources to overcome the twin obstacles of time and weather.

Mary Recupero made a commitment to her forebears memory by partnering with us to establish the Wright Family Descendants Fund. The purpose of the fund is to provide for the perpetual support of the Wayland Cemetery Association on Wayland Road in East Mead Township.

According to Ms. Recupero, “Though I currently reside in Wilmington, North Carolina, I wanted to honor the Wright Family by leaving a gift that will ensure that the cemetery grounds will be maintained to keep the Wayland Cemetery a place for remembrance and quiet reflection.”

Christian Maher added, “People sometimes forget many our public places require resources for upkeep as well as unplanned expenses due to our northwestern Pennsylvania weather. We are most grateful to Ms. Recupero and her family for their generosity in remembering the Wayland Cemetery.”

Dwight Haas Bequest Society The Dwight Haas Bequest

Society honors those people who have invested in our community’s future by including the Crawford Heritage Community Foundation as a beneficiary in their estate plan.

Planned gifts from estates benefit the community in perpetuity. They may be directed towards one of our c u r r e n t b e n e f i c i a r y organizations or funds, or can be used to establish a new fund for nearly any charitable purpose you wish. A minimum gift amount is not required. However, at least $5,000 is needed to establish a new fund. We don’t require you to tell us the amount of your gift. But, if you plan to start a new fund, we encourage you to discuss the details with us to ensure that we can comply with your wishes.

Charitable bequests are typically included as provisions in a will, but there are other options. You can also make the Foundation the beneficiary (in whole or in part) of an insurance policy, charitable trust, individual retirement account (IRA) or 401K.

To join the Bequest Society, simply notify us in writing of your intent. We provide a confidential statement of intent form for this purpose. Your planned gift may be altered at any time.

We recommend that you discuss a planned gift with a financial and legal advisor to ensure that it meets your needs while it benefits the community. Contact a Foundation representative to

The bequest society is named in honor of Dwight Haas, retired Executive Director of the United Way of Western Crawford County. Dwight came to our community from Dayton,

Ohio, where they have had a community foundation since 1921. He thought it essential that one be created here. After his retirement from the United Way, Dwight spurred the effort to establish the foundation and served on our Board of Directors for fourteen years.

Giving Back The generous people who

established the funds we manage were thinking ahead when they gave away their money. They had the foresight to create a permanent endowment as a gift to present and future generations. Their funds benefit specific organizations, areas of interest and scholarships. Many have also allowed us to decide how to use the money with a gift towards our Unrestricted Fund. We give back to our community with grants from these funds.

We have distributed more than $6 million between 1998 and 2017. Grants and

scholarships distributed in 2017 totaled $653,682.52. Details of these grants are listed in the following pages.

Discretionary Grants Most of our funds have

specified beneficiaries who are to receive grants each year. However, we have the discretion to choose how the money is spent from six of our funds. We consider this to be the most interesting part of our work because we can direct money where it is most needed. We prioritize giving to improve upon the effectiveness of existing programs and support projects that incorporate

preventative or curative approaches to the problems and challenges of our community.

We award discretionary grants twice each year from several funds. Grants from the Crawford Heritage Community Foundation Unrestricted Fund and Ben Franklin Trust support projects in all parts of Crawford County. Titusville-area projects are financed from the Fred Lintner Fund. Programs for children and youth receive support from the Bernadene R. and John B. Cooley Fund.

Grants from the Marian and Vincent Barsch Fund support cemetery preservation projects throughout Crawford County. Faith-based and religious programs in the Titusville-area may apply for funding from the Albert L. Carlson Fund.

The first round of grants in January yielded nineteen awards—totaling $21,026.

The Volunteer Income Tax Assistance (VITA) program, sponsored by Allegheny College, helps low-to- moderate income people prepare their tax returns to take advantage of the Earned Income Tax Credit and other deductions. Research shows that the Earned Income Tax Credit reduces poverty and provides a short-term safety net for its recipients. Program supplies were purchased with $1,000.

Amer icans for the Competitive Enterprise System, Inc. (ACES) received $825 to implement the Pennsylvania Business Week program at high

schools in PENNCREST School District. The program educates students about the benefits of the free enterprise system.

Benson Memorial Library received $1,076 to purchase iPad tablets allowing them to reach more young people at their youth learning table.

Cambridge Springs Public Library was given $1,430 to purchase a patron-friendly carrel workstation.

Center for Family Services used $1,455 to send a staff member to HUD certification training in Washington, DC, thereby enhancing their housing counseling program.

The City of Meadville broadened recreat ional opportunities in Bicentennial Park by building a kayak rack with $521 for project materials.

Community Services of Venango County received $825 to implement the Cooking Counts program in Titusville. They teach low-income families to prepare healthy and affordable meals using nutritious ingredients.

Crawford County Coalition on Housing Needs, Inc.

received $2,500 to defray renovation costs at their Emergency Shelter for homeless families.

Creat ing Landscapes Learning Center received $595 to erect signs at community gardens throughout Meadville in an effort to educate people about healthy, locally-grown food.

French Creek Council of Governments received $750 to help implement a vehicle tire recycling event in an effort to clean up streams and properties.

The French Creek Valley Railroad Historical Society used $1,000 to assist in moving a railroad snow plow to Meadville to be put on display with their Erie Locomotive #518 and Erie-Lackawanna Railroad caboose.

Friends of Drake Well, Inc. received $1,500 to defray printing costs for the Oilfield Journal. The publication features articles and original scholarship pertaining to the history of the oil industry.

the purchase of emergency radios with $1,000.

Meadville Council on the Arts (MCA), in partnership with Meadville Neighborhood Center (MNC) received $633 to purchase supplies for arts classes for low-income children. Children who learn art are more likely improve their academic performance in other areas.

Titusville Area Ministerium was given $2,670 to support a chaplaincy program at Titusville Area Hospital.

Titusville Council on the Arts received $1,000 to support its youth theater, where students build leadership, confidence and self-esteem skills, proven to lead towards better academic performance.

Wayne Township received $300 to help implement an electronics recycling day in an effort to provide residents an opportunity to properly dispose of dangerous waste.

Women’s Services, Inc. supports victims of domestic and sexual violence through counseling and emergency shelter, among other services.

They received $946 to purchase a classroom response system which is used in abuse prevention education programming in local schools. The Young Women’s Christian Association of Titusville used $1,000

to purchase an inflatable bounce house for the use of children at the

organization’s events. Another nineteen grants—

totaling 23,325.00—were awarded in the second round of grantmaking in July.

The Academy Theatre purchased a computer system with $1,000 to complement their ability to present high quality performing arts events.

Bloomfield Township Volunteer Fire Department reinforced their firefighting capability through the purchase of helmets and flame-resistant clothing and gloves with $1,8000.

The Shade Tree Commission of the City of Titusville used $2,200 to reinvigorate the urban forest by removing ash trees that have been killed by emerald ash borer infestation to make way for new trees.

The Cochranton Area Redevelopment Effort (CARE) used $2,000 to purchase playground equipment and surfacing material to provide new recreation opportunities for children in the borough.

Second District Elementary School of Crawford Central School District acquired children’s books with $842 to promote student literacy.

Family Service & Children's Aid Society of Venango County received $1,900 to support the Big Brothers Big Sisters Program in Eastern Crawford County. They provide adult mentors to improve children’s self-esteem, keep them active in school and away from alcohol and illegal drugs.

The Foundation for Sustainable Forests used $410 to erect signs that highlight conservation options and raise awareness about environmental issues on forested property they manage.

program to teach people money management and financial literacy skills to help alleviate poverty. They used $2,829 to provide volunteer training and purchase materials.

New Beginnings Church of God in Titusville used $850 for playground equipment to be used by children attending church and those in the neighborhood.

The Oil Region Alliance of Business, Industry and Tourism, Inc. is preserving the childhood home of journalist and author Ida Tarbell. They used $894 to defray a portion of the cost to convert a root cellar into secure storage.

Oil Region Ballet Company provides dance training and performance opportunities to young people across the region. They used $1,500 to defray costs for a performance at the Academy Theatre in Meadville.

The Saegertown Area Library promotes lifelong learning, self-improvement, and self-expression through their

collection of books, movies, music and technology. They used $1,000 to purchase young adult, juvenile and other fiction books to supplement their collection.

Titusville Area School District was given two grants. Main Street Elementary school improved the safety of the playground area with $500 for rubber mulch. Titusville Area High School purchased software with $300 to improve athletic training for students.

The Titusville Historical Society works to preserve and share the area’s history. They used $500 to defray the costs of a security system.

T i tusv i l le Woodlawn Corporation provides the upkeep and management of the W o o d l a w n C e m e t e r y . Replacement of pillar caps at the cemetery entrance was subsidized with $500.

The Western Pennsylvania Conservancy manages the 552-acre Katz Natural Area, located

in Vernon and Hayfield Townsh ips . Landscape improvements were made to the environmentally significant site with $1,300.

WiNS Project, Inc. received $2,000 to provide food for students in First District and Second District Elementary Schools who are at risk of being hungry on the weekends. .

Many organizations and projects have benefited from our discretionary grants. Each year the amount we have to give away is less than what is requested. For every grant we make, there are several programs we are unable to fund. Please consider making a gift to the Unrestricted Fund to help us support other worthwhile and necessary programs like these.

Benjamin Franklin’s Legacy

Benjamin Franklin’s foresight and generosity are

an example to us all. He left instructions in his will for a

gift of $5,000 (more than $120,000 in today’s dollars)

that was to be invested for 200 years. At the end of that

period he directed that the money be used to benefit

residents of the Commonwealth of Pennsylvania and the

City of Philadelphia.

In 1991, a portion of the $2 million that had accrued

was distributed to Pennsylvania’s community foundations.

The Crawford Heritage Community Foundation continues to

invest Mr. Franklin’s money (Ben Franklin Trust) and

distributes a percentage each year to benefit grantmaking

in Crawford County.

A 14th century proverb states that “great oaks from little acorns grow.” An acorn and an oak leaf figure prominently in our logo. These are both popular symbols for community foundations. The planted acorn represents the start of a fund. It will grow into a strong oak over time. The leaves can be seen as the grant dollars that are distributed from a fund each year. The tree develops and spreads its branches. More leaves grow. The small, but meaningful, grants of a fund’s early years grow larger to make a greater impact.

A donor-advised fund allows you to contribute cash or other assets to create a fund for managing your individual philanthropic interests. You recommend grants to favorite charities and causes while we provide expert advice, verify the charitable nature of the organizations, write the checks and manage all tax, legal, and accounting matters.

We offer both endowed and non-endowed donor advised funds. There is no minimum amount to start a non-endowed fund and the entire amount may be directed to charity over time. Think of it as a charitable debit account. Conversely, endowed funds are permanently invested and never completely spent. Each year a percentage is made available for grants. (A minimum gift of $5,000 is needed to establish an endowed fund.)

Scholarship Funds We direct funding from Scholarship Funds to select students meeting eligibility criteria (for example, financial need, field of study or academic merit) defined when the fund was established. We are a partner with the Pennsylvania Higher Education Assistance Agency (PHEAA) in the Partnerships for Access to Higher Education (PATH) Program. Through the PATH program, PHEAA potentially provides a match of scholarships awarded by the Foundation. To be eligible, students must be enrolled in a Pennsylvania college, be a state grant recipient and have additional unmet financial need. We leveraged matching funds for thirty-three students, representing seventeen of our scholarship programs. The awards ranged between $250 and $2,500 and totaled $29,654.
