Message from the Director GeneralIt is a matter of immense pleasure to see the CPRI vision of strengthening our Research, Development and Certification activities to glob-al levels are fructifying. The augmented Tower Testing Laboratory today caters to a wide reach globally. We are glad to have evaluated towers of our clients in China, Ghana, Nepal, Malaysia and Nigeria. Of the host of the seminars, confer-ence and training programs we conducted, we are proud to train a batch of Kuwaiti Engineers.

We are aware, a strong industry interaction is mutually beneficial and we were glad to host IEEMA Surge Arresters Divisional meet and Rotating Machines Divisional meet in CPRI, We have assured the industry of our commitment to provide world class evaluation facility.

In view of our facilities being spruced up with kind support of the Ministry of Power during the 12th plan, we have signed MoUs with BSNL (Civil Wing) and CPWD for executing the ensuing civil works.

In FocusReduction and Elimination of Polychlorinated Biphenyls (PCBs): Prioritizing the Power Sector in India

First National Awareness Programme on the Theme: ‘Elimination of PCBs’

The first National Awareness Programme, ‘Reduction and Elimination of PCBs: Prioritizing the Power Sector in India’, held for the first time in the national capital, New Delhi, attracted delegates from several Government and private organizations, educational institutions and Electrical Utilities. The programme was organized in association with the Ministry of Environment, Forests & Climate Change (MoEFCC), United Nations Industrial Development Organization (UNIDO) and Global Environment Facility (GEF) at the Scope Complex Auditorium, Lodhi Road, New Delhi, on 10th October 2014. About 165 delegates from different parts of the country including Kerala, Uttarakhand, Jaipur, Gujarat, Orissa, Mumbai, Andhra Pradesh, Kolkata, etc., attended and actively participated in the One-day programme. Dr. Parvati Ramaswamy, Senior Consultant, PCB Project, CPRI anchored the programme.

In her inaugural address, Ms Ayumi Fujino, UNIDO Representative and Regional Director for South Asia, described the international projects and initiatives taken up by UNIDO in various countries. She described the Indian initiatives and the importance given to the project. Ms. Fujino also appreciated the role and activities taken up by the Indian government, MoEFCC and CPRI in the overall progress of the project.

Dr. S. P. Dhua, Regional Coordinator, RENPAP, UNIDO described about the PCB quantum found in India. He explained that the actual inventories would be almost double that of the estimated quantities and put the figure around 60000 tons. He explained that the quantities are too high to be completed in the demonstration project and hence the amount being handled in the project would be limited to approx. 7,700 tons for PCB de-chlorination. He described the toxicity aspects and its impact on the humans and livestock and also described the current status of the project in terms of procurement of static and mobile facilities and spoke about the delays in the project. He opined that India would be likely to complete the targeted activities possibly in another two years.

Shri R. N. Jindal, Additional Director, MoEFCC, covered the initiatives taken in MoEFCC Legal framework development, national documentation and associated activities. Shri Jindal described the role of SAIL and CPRI as partners in the project. He detailed the funding of the project, cofounding aspects of the project. He also appreciated the efforts of CPRI and associated stake holders.

In conclusion, a panel meeting involving the stakeholders, equipment holders and case evaluations was organised comprising subject experts and participants. Shri V.V. Pattanashetti, Joint Director, CPRI announced the panel of experts; Dr. S. Seetharamu, Director, CPRI, Dr. Y. P. Ramdev, Asst. Coordinator RENPAP, UNIDO, Dr. Bharat Singh, Joint Director, MoEFCC, and Shri Hardayal Singh, SAIL.

CPRI, Bangalore was awarded the prestigious ‘Indira Gandhi Rajbhasha Award’ - First (C-region) for the outstanding work done in the field of Official Language for the year 2012-13, by the Honourable President Shri Pranab Mukherjee, during the function organized on 14th September 2014, at the Rashtrapati Bhawan, New Delhi.

CPRI hosts IEEMA Meeting on Surge Arresters and Rotating Machines

IEEMA Surge Arrester Divisional meeting was held at CPRI, Bangalore on 28th July, 2014 to discuss Gaps in the facilities at CPRI for testing Surge Arresters.

Further, IEEMA Rotating Machine Division meeting was also arranged at CCAR, CPRI Bangalore, on 7th August, 2014. 19 members from IEEMA attended the meeting, who also interacted with CPRI officials. Shri. N. Murugesan, Director General, CPRI addressed the members and appraised intentions of CPRI in establishing the full-fledged comprehensive testing facility for motors and other rotating machines at CPRI, Bangalore.

MoU signed with BESCOM for Training

A Memorandum of Understanding (MoU) was signed on 7th August 2014, envisaging training of about 1200 Engineers from M/s. Bangalore Electric Supply Co. Ltd., (BESCOM), Bangalore, over a period of 24 months time. Following the MoU signing, the Training Programme for the 2 batches of Engineers on ‘Enhancement of Operation & Maintenance Skills’ for M/s. BESCOM were conducted during August from 7th to 9th, 2014 and during September from 18th to 20th, 2014 respectively, wherein a total of 61 Engineers attended.

MoU with BSNL (Civil Wing)

A Memorandum Understanding (MoU) was signed with BSNL (Civil Wing) for executing major civil works in CPRI. Dr. R. Ramesh Babu, Additional Director, representing CPRI and Shri Vijendra Kumar, Chief Engineer, Bharat Sanchar Nigam Limited (BSNL) signed the MoU on 11th September 2014 in the presence of Shri N. Murugesan, Director General, CPRI and other senior officers from CPRI and BSNL.

A Memorandum of Understanding (MoU) was signed with the Central Public Works Department (CPWD) for executing civil works proposed under XII Plan projects. Dr. R. Ramesh Babu, Additional Director representing CPRI & Shri Sreeramakrishnan, Executive Engineer, CPWD signed the MoU, on 9th October, 2014 in the presence of Shri N. Murugesan, Director General, CPRI and other senior officers from CPRI and CPWD.

They held discussions with senior officers of CPRI regarding ‘Agency Empanelment for Mandatory Certification’ as per IS 1180. The del-egation later visited CPRI laboratories and planted saplings in CPRI campus.

Exploring New CollaborationVisit to Schneider Electric Global Technology Centre

Schneider Management invited Officers of CPRI to visit their newly commissioned operational technology centre on 24th July 2014 to explore collaboration in testing their products like MCCBs, ACBs, etc., to minimize their product development cycle. Schneider Electric has consolidated its strategic business units and started its Global Technology Centre at Bearys Global Research Triangle, Hosakote Road, Whitefield, Bangalore. They emphasised to reinitiate IECEE CB scheme for certain products at CPRI. During the visit, a laboratory tour of Schneider campus was also undertaken. Dr. R. O n - s i t e S e r v i c e sMeasurement of Earth Resistance, Step & Touch Potential for 765kV Substation, Bilaspur, Chattisgarh

M/s Power Grid Corporation of India Ltd. (PGCIL), Bilaspur established a 765kV substation at Bharari Village in Bilaspur district, Chattisgarh, about 118 km from Raipur. 2 nos of 765kV Sipat – Seoni line is made as LILO at this pooling centre with an ICT of 4x1500MVA capacity. Besides, nearby IPP is also connected to this substation. CPRI, Bangalore carried out the Mea-surement of Earth Resistance, Step and Touch Potential at their 765kV Substation.

Measurements are to be carried out for three different seasons in a year. First set of measure-ment was carried out during the rainy season. The soil resistivity was measured with respect to which the earth resistance is corroborated. The earth resistance was then measured with the remote electrode kept at several meters away from the substation fence. The Step & Touch Potential was measured within the switchyard as well as for the fencing.

Special Tests / First-time Tests Carried OutShort time current test was conducted on 11 kV, 7200A, Generator Adaptor Box for the first time at 80 kArms for 3.0 seconds, on 22nd August, 2014 for M/s C&S Electric Ltd., Greater NOIDA.

Internal Arc test at 100 kArms for 0.1 second, was carried out successfully for the first time on vertical cable chamber of LT Control Panel of rating 6300 A, 415 V AC, 3 Phase 4W, 50 Hz on 14th August, 2014 for M/s Formoplast Con-trols (P) Ltd., Chennai.

Short circuit making test was conducted on 145 kV, 3150A, 40 kA SF6 Circuit Breaker for the first time on 20th August, 2014 for M/s ABB Ltd., Vadodara.

50 MVA, 66/27.5 kV, single phase transformer of M/s. ABB Ltd., Vadodara was tested for dy-namic ability to withstand short circuit test.

Officer, Gr.3, Power Systems Division was deputed for presenting a technical paper titled ‘Minimisation of operating time gap between primary relays at near and far end in over current relay coordination’, in North American Power Symposium held in Washington State University, USA, from 7th to 9th September, 2014. The paper discussed a novel technique which helps to eliminate the chance of redistribution of fault current in an interconnected power network when fault is cleared from one end of the transmission line only.

Indian Technology Congress & Exhibition (ITC-2014)

Indian Technology Congress & Exhibition was organised by Indian Technology Congress 2014 Secretariat at NIMHANS Convention Centre, Bangalore, on 21st & 22nd August 2014. ITC-2014 was a leading forum for the convergence of thought leaders in engineering and technology, eminent Scientists and business Professionals engaged in developing and harnessing technol-ogy intensive solutions for societal challenges. ITC- 2014 with the theme ‘Advanced Technol-ogy as Change Agent to Make India an Economic Superpower’ followed the highly successful ITC-2013 with the theme ‘Towards Making India a Hub of Knowledge and Innovation’.

The participation included Industry, Academic Institutions, Organisations like ISRO, DRDO, Institution of Engineers, Indian Institution of Production Engineers (IIPE), Micro Small and Medium Enterprises (MSME), with the initiative from Govt. of India.

CPRI Sponsored and participated in the event by displaying its state-of-art Research facili-ties, Testing & Certification, Consultancy / Field Testing and Training Programmes. The stall attracted large number of Researchers, Academicians and Senior Officers from Utilities / In-dustry who were impressed with the services offered by the Institute.

Jupiter Electronics, Mumbai etc. The faculty mem-bers delivered lectures on various aspects on transformer oil, its properties, suitability for its use, various test parameters and limits as per national standard, test importance and inter-pretations of test results, condition monitoring of transformer oil by Dissolved Gas Analysis (DGA) and various diagnostic tests, suitability of other dielectric liquids such as synthetic es-ters in transformers, maintenance and discussion on practical problems being faced by main-tenance engineers. This was followed by a laboratory visit.

The workshop was concluded with expert panel discussion headed by Shri C. P. Jairam, Additional Director / Unit Head and Shri Ramjeet Singh, Joint Director, CPRI, Bhopal. The panel addressed the queries of the delegates covering the workshop topics.

Certificates were issued to all the participants by Shri C. P. Jairam, Additional Director/Unit Head. Vote of thanks was delivered by the the workshop coordinator, Shri P. Sadasiva Murthy.

Workshop on ‘Testing and Evaluation of FRLS Cables & Insulation Mat’

Cables Laboratory, RTL, NOIDA of CPRI organized a one day workshop on ‘Testing and Eval-uation of FRLS Cables & Insulation Mat’ on the 19th September 2014. Chief guest of the work-shop was Shri. A.V. Rao, Asst.General Manager, M/s. BHEL. Shri. Sadashiva Murthy, Engi-neering Officer (Gr. 4), welcomed the gathering. 38 Delegates from MPKVVCL, DMRC Ltd. and various Cable Industries participated in the workshop. Smt. S. Ganga, Joint Director, Insula-tion Lab, CPRI Bangalore, Shri B. Nageshwar Rao, Joint Director, DCCD, CPRI, Bangalore, Shri Sadasiva Murthy, Engineering Officer (Gr. 4), Shri Vipul Sharma, Engineering Officer (Gr. 2), delivered lectures on Tests on Insulation Mat, Tests for assessing fire performance of FRLS Cables, Carbon Black Content & Halogen Acid Test for Power Cables, Presentation on Oxygen Index, Smoke Density and Temperature Index test on FRLS Cables.

The workshop was followed by the Valedictory Function chaired by Dr. R. S. Shivakumara Aradhya, Director, CPRI, Bangalore. Shri Satish Rao, Director, ETDC, Bangalore was the guest of honour in the valedictory function.

Workshop on ‘Recent Developments in Power Transmission & Protection’Power Systems Wing of CPRI organised a two day workshop on ‘Recent Developments in Power Transmission & Protection’ from 18th to 19th September, 2014 at CPRI. Delegates from M/s. HVPNL, NITS, NIE, Mysore participated in the workshop. Various topics such as Application of FACTS device for bulk power transfer, Numerical relays and relaying algo-rithms, Role of HVDC technologies for bulk power transfer, Controlled protection of Power Transformer were covered by experts from IIT Roorkee and CPRI during the lectures.

Safety Awareness Programme was organized on 28th July, 2014. Assistant Commandant from CISF, BHEL, Bhopal, briefed on the awareness of safety precautions to be taken in case of fire through presentation and demonstration of fire fighting equipment.

Hindi Month Celebration

Hindi Month was organized in the institute from 1st September 2014, and during this period, ten competitions were conducted separately for employees with proficiency and working knowledge of Hindi. The competitions organized were: Extempore Speech, Essay Writing, Crossword Puzzle, Hindi Recitation, Memory Test, Hindi Songs, Conversation, Quiz, Anthakshari and Technical Articles.

Hindi Divas was celebrated on Friday, the 26th September 2014. Shri N. Murugesan, Director General, CPRI chaired the function. Dr. Deepal H. Shah, Medical Director, SATTVAM Speciality Homeopathy Centre was the Chief Guest of the occasion. Prizes for various competitions, incentives were distributed on the occasion. Prizes for the technical articles competition, sponsored by CPRI under TOLIC for the year 2013-14 were also distributed.

Tutorial Programme on ‘Preventive Maintenance of Transformers by Transformer Oil Anal-ysis & DGA’

Regional Testing Laboratory, Guwahati organized One day Tutorial Programme on -‘Preventive Maintenance of Transformers by Transformer Oil Analysis & DGA’ on 5th September 2014. Tutorial was inaugurated by Shri K. K. Chakraborty, CGM, APDCL and presided by Dr. S. Seetharamu, Director, CPRI. 29 participants from various organizations of North Eastern Region viz., IOCL, OTPC, Oil India, AEGCL, APDCL, APGCL, Meghalaya Power Ltd., NEEPCO, Cement Manufacturing, etc., attended the tutorial. Faculty members delivered lec-tures on various aspects of transformer oil testing, Transformer Diagnostic tests and Mainte-nance of Transformers. Various tests of in-service transformer oil were demonstrated to the participants at the laboratory. Participation certificates were distributed during the Valedic-tory function.

Training Programme on Power Systems

Power Systems wing arranged a five day training programme titled ‘Power System Protection and Digital relays’ at BBMB Chandigarh from 17th to 19th September 2014, for engineers from BBMB. The programme was inaugurated by Shri Ashok Thapar, Member (Power). Various topics covered were - Advancement in generator, transformer and line protection, Numerical relays and relaying algorithms, IEC interfacing protocol for relays and PMU application for power system operation and control, Soft switching application for safe operation of power equipment. The lectures were delivered by expert faculty from IIT, ABB and CPRI. The feed-back obtained was excellent and encouraging.

The programme was coordinated by Shri Manohar Singh, E.O. Gr.-3 of P.S. Wing.

Tutorial on ‘Transformer Oil, Lubricating Oil & Polymeric Composite Materials’

Dielectric Materials Division conducted the Tutorial Programme covering the following top-ics, during 22nd to 27th September, 2014 at CCAR Lecture Hall, CPRI, Bangalore.

1. Testing of New Transformer oil as per IS 335 and IEC 60296

2. Testing of in-service transformer oil as per IS 1866 and IEC 60422

3. Diagnostics of Transformer through Dissolved gas analysis and Furan analysis

4. Testing of Lubricating oils

5. Testing of Polymeric composite materials and

6. Reclamation and Reconditioning of used Transformer oil and lubricating oil

The above programmes were conducted under comprehensive tutorial programme on Trans-former oil, Lubricating oil and Polymeric composite materials as independent modules.

Delegates from various utilities including POWERGRID, HVPNL, OPTCL, TSTRANSCO, IN-DIAN OIL, NLC, MAPS, DCW, KPCL etc., participated.

Lectures on various topics covering Manufacturing of insulating liquid, testing of new & in-service transformer oil, lubricating oil and polymeric composite materials, diagnos-tic studies of transformers through DGA & Furan analysis, Sampling techniques etc. were delivered by the in-house faculty , viz., Shri V. V. Pattanashetti, Shri V. N. Nagaraja Rao, Shri G. R. Viswanath, Shri H. C. Keshavamurthy, Ms. Ann Pamla Cruze, Shri G. Kishore Kumar and Dr. Gnanasekaran. There was good interaction between the participants and the faculty during case studies presentation.

Laboratory visit was also organized to the delegates and the various tests on transformer oil, lubricating oil and Polymeric materials were demonstrated during the laboratory visit.
