CP2S Raven Division, formerly RISC Management, was created with the vision to educate incident response managers and first responders on emerging security threats in today’s environment. 5.0 TRAINING COURSE DESCRIPTIONS

5.1 IMPROVISED EXPLOSIVE DEVICE ELECTRONICS

Ranging from basic to advanced curriculum, these courses are specifically engineered for bomb squad technicians. These courses familiarize and teach participants the components of common electrical circuit triggered IEDs via x-ray interpretation. Trainers demonstrate secure planning tech-niques and the implementation of Render Safe Procedures (RSPs). These modular two-day courses effectively provide technicians with the skills necessary to safely analyze and develop successful RSPs in the face of modern improvised explosive threats. In addition, the training aids are designed to pro-vide feedback on a successful RSP or notify the student if a detonation would have occurred during the RSP. An electronics kit included with the course for each student enables respondents the ability to replicate aids for subsequent autonomous practice training.

5.2 SEARCH

In a field where a mistake in understanding the IED threat can cost lives, preparation and preven-tion are the keys to safety. Led by highly experienced operators and trainers, our SEARCH seminar is designed to educate first responders on the basics of danger awareness and protection. The syllabus includes recognition and safe response to threats incorporating IEDs, render safe procedures, search, post blast, weapons analysis, homemade explosives and bomb network analysis and disruption.

5.3 TACTICAL HAZARDS RESPONSE AND EXPLOSIVES AWARENESS TRAINING – CHEMICAL (THREAT-C)

Responding to an explosive threat in a chemical environment creates unique challenges that can quickly overwhelm both the individual technician and the Incident Command System. Our course addresses the critical gaps that exist in bomb technicians training in a chemical environment/threat and the HAZMAT technicians IED awareness/ability to support bomb squad operations during the incident. This makes THREAT-C unique and indispensable for bomb squads, National Guard Civil Support Team (CST), HAZMAT Response Force (HRF) units, HAZMAT units and incident managers.

For CST units the course provides survey teams with the advanced IED and EH (Explosive Hazard) recognition, safety, and safe search protocols as well as integration with local BDU/EOD teams for response support to the local community.

For BDU/EOD teams, the course provides an initial to refresher level training on bomb disposal operations in a chemical hazard environment. Remote detection strategies, atmospheric hazards, mitigation techniques, and integrated operations with CST/HAZMAT units are also covered.

By providing a staged program, both the individual and unit tasks are brought into a final integrated response curriculum that assists not only the development of individual skills, but the collective development of interagency operation plans and training.

5.4 TACTICAL HAZARDS RESPONSE AND EXPLOSIVES AWARENESS TRAINING (THREAT–T)

As tactics of the modern terrorist become more volatile, bomb technicians must be prepared both mentally and physically for these challenges. The most complex and critical incidents involving IEDs are the chemical environment and hostage/active shooter situation. This course teaches effective strategies to safely respond to these extremely hazardous situations. Using a dynamic and unique approach, CP2S Raven Division incorporates international response protocols with local procedures and existing resources and teaches participants the skills necessary to achieve a safe and successful outcome.

5.5 MILITARY ORDNANCE SAFETY COURSE (C-IED)

Due to recent alignments of military EOD teams away from many communities they previously served, the coverage and support available to law enforcement bomb squads in the realm of military ordnance can be days or even weeks. Public safety professionals cannot afford to wait without knowing and understanding the risks.

The CP2S Raven Division Military Ordnance Safety Course (MOS-C) provides bomb squad technicians with the basic identification and safety procedures for US and foreign ordnance found commonly found in the US. The program will enable the public safety bomb squad technician to safely recon the ordnance, report accurately back to the military EOD unit, and understand the associated hazards and appropriate safe distances. Grenades, bombs, mortars, sub munitions, rockets, projectiles, booby traps, and other military munitions are covered. Critical attention is given to those articles which are inherently dangerous and those that have become dangerous over time due to the explosive filler degradation. Classroom and training lanes with inert replicas of military ordnance and other items commonly reported as military ordnance (flares, sonar buoys, etc).

5.6 MARITIME IED RESPONSE (C-IED)

IED incident response in a maritime environment creates many unique challenges not commonly prepared for by EOD/BDU technicians and commanders.

Confined space operations, hot work, environmental considerations, blast wave channeling and secondary effects, shipboard systems and hazards, access challenges, HAZMAT, and others all combine to create a potentially lethal combination for the EOD/BDU technician and a complex planning challenge for the commanders.

The CP2S Raven Division’s unique two day course addresses the team leaders’ requirements for correct scene and tactical approach assessment. In addition, the course provides practical drills for the entire team to enable them to safely operate in the unfamiliar environment. RSPs are covered along with mitigation strategies and secondary effects from the shipboard structure.

Command / Team Leader The decisions made by the commander for the management of the scene are critical to the overall success of the operation. Day 1 is dedicated to providing the Commander and Team Leaders required planning considerations, best practices for evaluating the potential hazards, and identifying support organizations that can assist in eliminating, mitigating, and/or monitoring those hazards. Shipboard structures and hazards are covered, as well as entry and exit strategy planning. Access overview to many shipboard areas are covered. Confined space operational familiarization is reviewed, along with HAZMAT dangers common to most ships.

Explosive EffectsThe geometry and materials of performing any procedure in a ship create hazards not normally encountered on land. Our Maritime IED Response course includes a discussion of blast wave characteristics and propagation as well as venting and redirection procedures.

Practical DrillsThe equipment utilized for safe entry, unique challenges with transporting, setting up, and extracting common tools in a shipboard environment is practiced to instill in the individual and the team the importance of preparation and adaptability in responding to a Maritime IED incident on a ship. The drills will allow the teams to practice skills learned during the course and utilize existing equipment to devise solutions. These hands-on practicums afford an opportunity

for units to identify additional equipment that may be needed. Support such as the Coast Guard, longshore personnel, vessel engineers, electricians, and other relevant personnel are identified and their roles in supporting the overall safety and success of the response is defined as part of the drill.

5.7 MASS TRANSIT SECURITY FROM TERRORIST INCIDENTS (SEARCH)

Since 1990 there have been only 17 deaths due to WMD (Tokyo) yet over 10,000 civilian IED deaths. The reality in the world is that IEDs are the weapon of choice for terrorist organizations of all backgrounds. Transportation attacks represents a major portion of these casualty figures. Buses and trains are more valuable as targets than tanks and soldiers to terrorist organizations. As such, our goal is to provide a current and realistic view of terrorist use of IEDs. Our personnel have a thorough knowledge of IEDs and WMDs and bring a critical skill set to the transportation workers.

Detection, identification, along with mitigation, evacuation, transporting, recovery, and return to normal will be met and exceeded in the standards set by DHS. Realistic training aids and historical examples combined with real life experience provide transportation workers with an unmatched training experience.

5.8 INTENSIVE TERRORISM AND IED RESPONSE PACKAGE (THAILAND)

The potential for modern IED attacks within the US increases every day. Groups employing IEDs can come from any background, technical level, or motivation. Thailand currently has the most lethal IED paradigms in any peacetime country. Three provinces in Southern Thailand have more IED attacks than anywhere else on the planet, including Afghanistan and Israel. Additionally, the IEDs are very sophisticated and attacks have produced a casualty rate on par with Iraq. These figures come not from a war zone, but a society that resembled many towns and cities in the US until a few years ago.

In order to present this paradigm effectively to emergency responders and planners within the US, it is necessary to partner experienced planners and responders from America with their Thai counterparts. The Thailand IED five day training package consists of two unique programs designed to educate management and technical personnel. Each program will highlight the unique challenges and support roles necessary for managers and technicians to provide true preparedness and response capability to an IED paradigm.

Ravens ChallengeTM has been described as the “Super Bowl” of EOD and C-IED events, combining multi-jurisdictional, multi-service, and multi-national EOD teams and C-IED professionals in a multi-day event. Unlike any other event, Ravens ChallengeTM allows EOD teams to practice as part of realistic IED scenarios with functional training aids that replicate real world IED incidents. Commanders can select from the “menu” of IED incident types to complete and / or facilitate their training requirements for that cycle. From Large Vehicle Born IEDs to Hostage Rescue Scenarios, Ravens ChallengeTM facilitates the difficult training that most units do not have the time and or budget to complete on their own. The scenarios are compatible with the U.S. Army’s Team Leader and other certification and revalidation programs.

Ravens ChallengeTM also brings the supporting agencies and departments to the multi day event. Each device has been made by one of multiple “bomb makers” to allow for a program that exercises and validates the forensic collection, analysis, and reporting, further strengthening the C-IED program and interoperability training for EOD units with Forensics and Bomb Data Center programs. K-9, SWAT, and HAZMAT scenarios also facilitate interoperability between EOD teams for a variety of incidents involving those support elements.

Seminars and workshops are also scheduled during the Ravens ChallengeTM to allow participants to increase and update their global awareness and professional development regarding IEDs and EOD and C-IED efforts.

Finally, Ravens ChallengeTM provides vendor demonstrations and evaluation opportunities. Teams can watch vendor demonstrations and have the rare ability to utilize a variety of new equipment while conducting the IED lanes training allowing a unique opportunity to evaluate potential purchases.

The threat and consequence management due to the terrorism landscape is continually changing. Methods of attacks and rising threats from terrorist groups are evolving. Staying on top of those trends and having access to experts who can provide answers to critical questions concerning your organization’s security needs is a necessity. Within today’s environment, not all decision makers and managers are able to attend multi-day training sessions, and the intensive information and decision making workshops at the municipal, regional, and state levels are often left out. Other programs deal vaguely with the terrorist threats to focus on an “all hazard” approach, which in many cases does not apply to terrorist response in some key areas.

CP2S Raven Division is dedicated to providing training led by experts who have real world experience with multiple IEDs and operations in terrorist threat environments. No “standard” or PowerPoint class will ever truly prepare those personnel entrusted with community safety against the current and constant threats from terrorist and criminal use of IEDs and other life-threatening techniques. 6.0 FREQUENTLY ASKED QUESTIONS (FAQS)

1. Does CP2S follow HSEEP guidelines? CP2S has exercise planners and master exercise planners who are trained and have completed the trainer courses for HSEEP as well as various NIMS courses. CP2S retains full capability to configure a curriculum and exercise schedule to fall within the criteria set forth by HSEEP as well as other DHS approved methodologies as required. Our senior EOD/IED trainers are DHS instructors as well as military instructor-certified.

2. Is CP2S affiliated with any professional organizations?Many of our EOD trainers are still proudly serving as either Military Guard EOD technicians or civilian bomb technicians with law enforcement where some are members of NBSCAB. We maintain membership in IABTI (corporate and individual) and our master EOD trainers are frequently asked to contribute and speak at many C-IED and EOD professional functions.

3. Will the training courses help departments meet HSPD 19 requirements?Yes.

4. What type of EOD equipment can CP2S utilize? We want your team to perform well in training, but most importantly in the field. The training program is designed around your team’s available equipment. Our instructors have decades of experience in military, police, and State Department training both domestic and internationally and are very adaptable for training on multiple systems and recommending tools that fit the mission and budget of the organization.

5. Are the course schedules flexible?Very flexible! Our trainers will customize a program to meet the specific needs and time restraints of your agency. As an example, the courses designed for law enforcement bomb squads can be modularized to take advantage of the normal two days per month training allotment that many departments schedule for EOD training. This modularity builds upon itself monthly to reinforce learning modalities. Within a short training cycle we can deliver a full course on your schedule with improved results.

8.1 CP2S HISTORY

CP2S is a woman-owned small business offering management and technology products and services. CP2S is based in the metro-DC area with personnel located throughout the US. Our company was formed in 1992 as an engineering company working in the area of materials and process

engineering, including technology transfer. In addition, we provide technical and management consulting support to high tech companies and government agencies. Currently we are a subcontractor for security systems for the EPA and U.S. Army.

In November 2013, we formed Raven Division, which focuses on threat detection, training, materials and equipment for various areas, including but not limited to: emergency response management, CBRNE, radiological detection, EOD Operations, EOD Technical training, C-IED, Discreet Flow Security for transportation assets, transportation security, exercise design and implementation, emergency airport operations, terrorism and high threat awareness, proprietary award winning Ravens ChallengeTM, THREAT, and SEARCH programs, and threat reduction-abatement. This division provides full services, training, and documentation support including proven CBRNE subject matter experts, with extensive experience in the field for military and civilian operations.

8.2 CP2S VICE PRESIDENT, NORM MACLEAN

Mr. Norm MacLean brings more than 30 years of experience to CP2S team. His experience includes five and one-half years as a Senior Corporate Executive which follows 24+ years of leadership as a USAF Officer.

• Expertise in hyper-spectral and geospatial related business development, corporate strategy-building, Federal Acquisition Regulation (FAR), program management and all phases of proposal development as President of a government services business unit.

• USAF Officer with expertise in intelligence, surveillance, reconnaissance (ISR) operations at the squadron, wing, Numbered Air Force and Combatant Command levels.

• Notable aspects of service include positions as Director of Combat Operations and Deputy Director of Operations for the Combined Forces Air Component Commander during Operations Enduring Freedom and Iraqi Freedom and Military Advisor supporting a Foreign Military Sales (FMS).

Al Johnson, formerly Magen Solutions, d.b.a. RISC Management (closed 12/2013), is a leading program analyst and developer for EOD and C-IED training, and technical expert on IEDs, terrorist operations, counter terrorist operations, explosive hazards, and post blast forensics. Al served two tours in the Middle East as EOD and managed EOD and C-IED response and engagement operations in Kuwait, Iraq, Qatar, and 17 other nations in the CENTCOM AOR during his last tour from 2010-2011. Al also worked with U.S. State Department in Thailand and other areas in SE Asia from 2007-2010 and earned the U.S. State Department Franklin Award for developing C-IED programs in Thailand in 2009. Al developed Ravens ChallengeTM, SEARCH, and THREAT during his time with Magen Solutions/RISC Management as well as other programs unique now to the CP2S Raven Division.
