Special Meeting - August 23, 2010 Public Hearing Heard Dr. Nichols, District Superintendent, comment on several items which included the District is still waiting for a state budget; information received from School Services of California indicated that the state is accelerating the October $2.5 billion deferral to September which will have a negative impact on the cash flow for school districts; and we are looking forward to the first day of school next week. Gift Accepted Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the following gift donated to the District be accepted with thanks: • Two industrial sewing machines from Brenda Hu to the Pioneer Adult Education program Addendum to Workers’ Compensation Self-Insurance Claims Administration Services Agreement Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the addendum to the agreement with York Insurance Services Group, Inc., be approved for workers’ compensation self-insurance claims administration services for the period August 1, 2010 through July 31, 2011. Counseling Services Agreement Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the agreement with Pepperdine University be approved to provide counseling services for the period September 6, 2010 through June 17, 2011. Canine Detection Services Agreement Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the agreement with West Coast Protection LLC, DBA Interquest Detection Canines (Interquest) be approved to provide non-aggressive canine detection services for the District’s middle and high school campuses during the 2010-11 school year. Storm Water Monitoring Agreement Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the agreement with the Los Angeles County Office of Education and Geomatrix Consultants, Inc. be approved for the purpose of storm water monitoring effective July 1, 2010 through June 30, 2011.

Special Meeting - August 23, 2010 Property Appraisal Report Services Agreement Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the agreement with Hennessey and Hennessey, LLC, be approved to provide property appraisal report services. District Membership and Participation Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that membership and participation in the following associations be approved for designated staff for the 2010-11 school year: • American Institute of Certified Public Accountants Susan Cross Hume (AICPA) • California Association of Work Experience Educators Mary-Ann Benson (CAWEE) • Covina Chamber of Commerce District Membership

South Hills High School Memorandum of Understanding - City of Covina Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the Memorandum of Understanding with the City of Covina be approved to provide a School Resource Officer (SRO) to Covina and Northview High Schools for the term August 31, 2010 through June 17, 2011. Student Waiver of California High School Exit Exam Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that designated students who have been certified as having met all requirements to receive a waiver of one or both parts of the CAHSEE as set forth in Reference I of the agenda, be approved thereby ensuring these students will have a full opportunity to earn a diploma. Authorization for Disposition of Obsolete and Surplus Items Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that the District Superintendent or designee be authorized to hold a public sale of surplus and obsolete equipment according to the provisions of Education Code 17545, and that after this public sale has been conducted, that the Superintendent or designee, be authorized to dispose of surplus property in the most efficient and economical manner according to the provisions of Education Code 17546.

Special Meeting - August 23, 2010 Settlement and Release Agreement Motion by Mr. Knoll, seconded by Mr. White, and unanimously carried, that implementation of a Settlement and Release Agreement for Case Number 08-70189 DP v. Covina-Valley Unified School District be approved. This settlement resolves all claims for reimbursement for a personal injury claim. Educational Activities Expenses Motion by Mr. Kemp, seconded by Mr. Knoll, and unanimously carried, that the attendance of students and supervisory adults at the following educational activities during the 2010 summer session and 2010-11 school year be ratified and approved: • Up to 45 special education students in grades 11-12 from Covina High School will visit

The Museum of Tolerance, Los Angeles, CA. • Up to 45 cheer students in grades 9-12 from South Hills High School attended cheer

camp in Los Angeles, CA. • Up to 12 Kids’ Korner and Teen Scene Aides will be paid their regular hourly rate to

register Kids’ Korner students at various sites, August 17-27, 2010, not to exceed 130 hours. Names will be submitted to payroll.

• Up to 26 teachers, grades 6-12, will be paid a $75 stipend to attend two half-day

trainings, August 25-26, 2010, for Aeries ABI GradeBook. Names will be submitted to payroll.

Under Education Code Section 44258.3, local school districts may assign teachers who hold teaching credentials to teach in departmentalized classes, with their consent in K-12, irrespective of the designations on their teaching credentials, as long as the teacher's competence is verified according to policies and procedures established by the governing board consistent with the language of the statute.
