2. PREAMBLE The South African Hunters and Game Conservation Associa tion (SAHGCA) and the South African Shooting Sports Confederation (SASSCo ) are committed to adhere to the regulations aimed at preventing COVID-19 infection, in a strictly controlled and monitored manner to allow the resumption of economic and sporting activities in our organisation. Shooting sports are considered by the World Health Organisation (WHO) to be a low-risk sport (see Appendix A: WHO COVID-19 Mass Gatherings, Sport) because physical distancing is a natural part of the sport. Shooting sports are non-contact activities and all our shooting disciplines already have rules that keep participants apart at distances from 1.5 metre to 3 metres. 3. RETURN TO ECONOMIC ACTIVITY Each of SAHGCA’s 81 branches has at least one shooting range used for shooting activities by its members and inter alia training for competency certificates which are required for them to obtain and renew firearm licences. The branches offer different types of sport shooting activities and all of them employ maintenance staff, many of whom are currently unemployed due to the State of Disaster. 4. TRAVEL GUIDELINES Until emergency regulations allow cross-border travel, SAHGCA will not host any regional or national shooting competitions. Therefore, all branch-related travel arrangements will be local and private travel only. SAHGCA does not provide travel services to its members. 5. RISK OF TRANSMISSION All SAHGCA shooting activities consist of individual participation that maintains at least 1.5 to 2m distances between the competitors as dictated by the physical distancing requirements. During team events there are no contact between individuals. The score for the team is calculated using the scores of the individuals that participate. Individuals use their own equipment and there is no risk of transmission due to sharing of equipment. 6. HEALTH AND SAFETY MEASURES The addition of the health and safety measures imposed at the shooting range venues will mirror Government’s COVID-19 regulations. We are confident that the risk of transmission will be kept at the lowest levels possible. Measures to be undertaken: 1. All SA Hunters branches will be required to submit an application to re-open their
shooting venues and provide the details of the persons responsible for adherence to the health and safety measures;
2. All surfaces and equipment at the venues must be thoroughly and regularly sanitised
and cleaned; 3. Non-toxic hand sanitisers with at least a 70% alcohol content must be placed at the
entrance to the venue and at strategic places on the shooting ranges;
4
4. Temperature screening must be done at the entrance to the venue for all participants and personnel;
5. Cloth face masks must be worn by all participants and shooting range personnel. Face
masks must be made available to anyone that may need it; 6. Safe disposal of all safety equipment; 7. No spectators will be permitted; 8. COVID-19 Questionnaire and Control List for all participants and personnel; 9. COVID-19 Notice and agreement to be displayed strategically around the venue and
shooting ranges; 10. Participation at the shooting range will be by appointment only. A booking system will
be put in place to track all participants and personnel, and to ensure that the restriction of 50 people in total at any time is adhered to
7. TRAINING FOR HUNTERS AND SPORT SHOOTERS The shooting sport requires specialised shooting ranges and equipment and must be practised in a safe environment that can only be carried out at officially approved shooting ranges. SAHGCA members are hunters and/or sport shooters. For hunting purposes the members need to practise frequently at shooting ranges. Although SAHGCA‘s sport shooters are non-professional shooters they are highly competitive and need to practise frequently. To assist with the prevention of COVID-19 infection, SAHGCA cancelled all regional and national sport shooting competitions for 2020. These events usually take place during the second half of the year. 8. SUMMARY 1) SAHGCA shooting ranges are extremely low risk in terms of transmission of infection 2) The structure of properly managed SAHGCA branches ensures proper control 3) Physical distancing will be easily implemented and controlled 4) All SAHGCA branches will be required to adhere to all the regulations 5) All SAHGCA branches will be monitored to ensure compliance 6) SAHGCA is committed to supporting the goals of reducing transmission of COVID-19
infection. 9. Conclusion This health and safety policy is a working document that will be updated regularly to align with national guidelines and to ensure compliance.

COVID-19 lockdown: Level 3: Protocol at SA Hunters branches to resume shooting activities by members
– i.e to open shooting ranges
1. General:
It is important for SA Hunters Branches to realize that if they do decide to open shooting ranges
and resume organised shooting activities according to this protocol, they take ownership and
responsibility to apply the regulations consistently and stringently to contain the spread of COVID-
19. Where reference is made to “the Regulations” in this document it means the regulations published
by Government Notice No. 608 of 28 May 2020 and Notice No. 669 of 11 June 2020.
2. Designate a COVID-19 “Health and Safety Officer” who must manage and oversee:
2.1 the planning and execution of the event; and
2.2 adherence to the standards of hygiene and health protocols relating to COVID-19 at the
event
3. Procurement of the necessary equipment to fulfil requirements prior to the event:
3.1. Hand sanitisers with at least a 70% alcohol content in sufficient quantities, based on the
number of persons who access the training venue, at the entrance of, and in, the venue, to
be used by people accessing the venue;
3.2 Cloth face masks for those attendees that do not have face masks;
3.3 Non-contact infrared thermometers with auto-measurement – at least two thermometers with one
of those on standby;
3.4 COVID-19 Questionnaire and Control List
4. Sanitisation of the training venue
4.1 The shooting range venue must be sanitised before any resumption of training;
4.2 The facility must be subject to a thorough cleaning and disinfecting process prior to the arrival
of any support staff and participants;
4.3 The venue owner must ensure that specific areas and equipment that come into direct
frequent contact with individuals (for example, doorknobs, chairs, armrests, table tops, light
switches, handrails, toilet flush mechanisms, water taps, keyboards, mice, touch screen
monitors and tablets) are thoroughly cleaned even more frequently, where reasonably
practical after each contact.
5. Control measures
5.1 Completion of COVID-19 Questionnaire and Control List by all personnel and participants;
5.2 Attendance should be limited to a maximum of 50 people (including all personnel hosting
the shooting event);
5.4 Shooting points on the firing line to be at least 1.5m apart and social distancing on the firing line to
be maintained
5.3 All appropriate information material must be displayed at the shooting range – see Covid-19 notice
and agreement;
5.4 Limit personnel at the shooting range as far as reasonably practicable;
5.5 Masks as outlined in the Regulation must be worn by all personnel entering the facilities;
5.6 Only individual pre-packed meals with disposable drinking bottle are allowed at the facility;
5.7 No person is allowed to share a water bottle or glass;
5.8 All doors must remain open where feasible to reduce contact;
5.9 Physical distancing during shooting activities must be maintained at all times.

6. Invitation to members to attend the shooting activities should contain the following information:
6.1 the location, date and time of the event;
6.2 Members have to make a booking to attend, taking into consideration the limitation of 50 persons in
total at the event;
6.3 People 60 years and older and with medical conditions are advised not to attend shooting activities;
6.4 Draw up a Programme and Time table for participation to be taking into consideration the number
of attendees and the capacity of the venue;
6.5 No spectators allowed;
6.6 Compile an attendance list of people who are booked for the event including personnel
7. Hosting of the shooting activities
7.1 Central assembly area to be outside before entering the shooting range facilities or any buildings:
7.1.1 every person present must at all times wear a cloth face mask or a homemade item that
covers the nose and mouth or another appropriate item to cover the nose and mouth;
7.1.2 Steps taken to ensure that people queuing in the assembly area are able to maintain
a distance of 1.5 meters from each other;
7.2 Receive people when they arrive at the central assembly area at a table prepared with the
following:
7.2.1 Hand sanitizer – every person to sanitise on arrival and on departure
7.2.2 Every person to complete Covid-19 Questionnaire and Control List - if certain questions is
positively answered (yes) the person is refused entry to the premises.
7.2.1 Take the temperature of every person by dedicated person assisting the “Health and Safety
Officer” and note in control list;
7.3 If a person’s temperature is above 37.5° Celsius– let the person wait for a few minutes and
take the person’s temperature again, if still exceeding 37.5° Celsius refuse entry to the
training venue;
7.4 Social distancing during the shooting activities to be strictly adhered to;
7.5 Cloth masks or other appropriate cover over mouth and nose to be worn at all times;
7.6 On completion of the event, no gatherings are allowed and everyone must depart
Immediately.

I confirm that I sign this agreement freely and I was not coerced to do so in any way or under any duress.

To limit the transfer of COVID-19 and to enter this shooting range you agree to the following: 1) Temperature screening – if your temperature is more than 37.5 °Celsius you will not be allowed to enter this venue; 2) Honest completion of the Covid-19 Questionnaire and Control List; 3) You will be refused entry to the venue based on body temperature or certain positive answers to Questions on the Covid-19 Questionnaire and Control List; 4) You will wear a face mask or other appropriate cover over nose and mouth at all times; 5) You will practise social distancing of at least 1.5 metres at all times; 6) You will sanitise your hands frequently during training.
