Contractor under the contract guarantees that its actions to save energy since the beginning of the obligation to
implement the main service until the end of the contract to reduce the reference quantity of energy consumption for the
amount of the guaranteed energy savings.
Guaranteed savings the contractor and the municipality shared 90: 10, the excess savings shared 50 : 50If the contractor does not meet the guaranteed savings, it is determined negative difference is charged to the contractor. Contract duration: 15 years.

This component involves the introduction of electric vehicle
charging stations, electrical vehicles for public services, and
compressed natural gas stations.
MUNICIPALITY IDRIJA WITH PUBLIC UTILITY COMPANYImprovement plan for energy efficiency of water and waste water system in municipality of Idrija 4,4 MIO EUR
This component includes installation of IT technology for energy management
and optimisation of infrastructure system operation. It aims at improving the
EE of systems through the power reduction from pumps and subsequently the
electric energy consumption.
The annual energy savings from the local utilities projects are estimated to be
at least 10% and estimated at 17 MWh, which equate to 4t CO2 reduction.

Finished in October 2018.
The Municipality of Pivka did not invest any money from its own budget, since the private partner will have the investment entirely repaid from the savings achieved with lower consumption of electricity and reduced maintenance of lamps.
In the 10-year period of the public-private partnership, the Municipality of Pivka will save a further €320,000, while considering the 12-year guarantee for the lamps, the savings from public lighting will exceed 500,000 €.
• Bringing the municipalities together is certainly the right way to go, as they have a greater chance of applying for grants and
receiving more favourable bids this way.
• The key to successful implementation of projects is the participation of an independent organisation representing the interests of
public partners, which is professionally qualified and adequately staffed to roll out and manage projects. Municipalities need to be
supported in all phases of the investment process.
• It is important to set the project in a flexible way, because municipalities often change the priority projects or do not fulfil their plans
and the investment plan could not be achieved. Adding projects and new project partners helps to overcome these situations.
• Rules must be put down in the beginning of the project: - protocol on technical assistance funds delivery and payback of exceeded
technical assistance funds.
• For such a complex project it is vital to set up a relationship of co-responsability among all the partners for the whole duration of the
project. In this way all the relationship and responsibilities between parties are clearly defined. For all the contracts with external
experts three-part contracts are signed – PIU GOLEA, the participating Municipality and external contractor,
• In Slovenia, the ESCO market is underdeveloped, which is why more projects were not carried out using the EPC model. Adequate
financial mechanisms need to be put in place to encourage the development of new ESCOs.
• In the following financial perspective, grants will no longer be available, which means the municipalities will need to provide their
own funds or use financial mechanisms to implement the investment projects. Appropriate financial mechanisms replacing the
grants will thus need to be developed in cooperation with competent ministries and banks.
• Our project is considered a pilot case for further cooperation of municipalities in Slovenia.
