COUNTDOWN 2030EUROPE
FACTSHEET
Countdown 2030 Europe (C2030E) is a consortium of EuropeanNGOs advocating to ensure universal access to sexual andreproductive health (SRH) and family planning (FP) in developingcountries through holding European governments to account ontheir international policy and financial commitments on SRH/FP.To achieve this mission, the consortium partners track policy and financial trends in their respective countries. This report presents the outcomes of this tracking (financial data for 2016, policy updates for 2017).

Overall, PopulationAssistance has seena decrease in 2016:
*Funding for UNFPA (Core UNFPA funding + funding to the UNFPA SuppliesProgramme); Multilateral funding for SRH/FP (Core funding + earmarked funding for SRH/FP by multilaterals UNFPA, UNICEF, UNIFEM/UN Women, WHO, World Bank, UNAIDS, UNDP); Funding to population assistance (through all streams ex-cept country to country bilateral funding). Percentage variance of 2016 compared to reporting for 2015.**Sweden: In local currency however, we see an increase of funding toUNFPA (+4%).***Switzerland: In local currency however, we see maintained funding to UNFPA and an increase in Multilateral Funding (+7%) and Population Assistance (+3%).

However, despite significantchallenges and political change over
the last year, European donors remaincommitted to improving sexual and
reproductive health.In 2017, sexual and reproductive health and
family planning featured prominently in a rangeof global fora, also evidenced by the SheDecides
initiative and the Family Planning Summit.

Policy trends:
Denmark:The World 2030 – Denmark’s strategy for development coopera-tion and humanitarian action, with SRHR featuring prominently.
EU Institutions:European Consensus on Development, reinstating strong commitment to SRHR.
Norway:New White Paper ‘Meld.St.24 Fellesansvar for Felles framtid’ on Norway’s development policy and relation to the SDGs, committingto a continued priorityof SRHR within healthand gender equality.
Switzerland:Gender Equality and Women’s Rights Strategy.
NEW European SRH/FP related policy documents:Numerous new policy documents, strategic papers and action plans wereendorsed by European governments, as well as new outcome documentsrelated to SRH/FP.
A YEAR OFPOLITICALCHANGE:
2017 has seenpolitical change throughout manyEuropean countries,as well as globally.An increasinglyvocal conservativevoice in several European countries continues tochallenge the SRH/FP achievementsof recent years.
New governments in Countdown 2030 Europe’ countrieson the other hand also create new opportunities for a stronger European voice in supportof SRH/FP in thecoming years.
The strong policy commitment of European governments for SRH/FP continued through 2017 despite considerablechallenges posed by falling levels of ODA, numerous elections and a growing pressure on resources due to the refugee crisis. Advocacy will be key in maintaining this momentum and ensuring a continued focus on the critical issues of SRH/FP.
Looking Forward:
2018 will bring:
2017 has been a crucial year sincethe adoption of the 2030 Agenda and
Sustainable Development Goals (SDGs),with SRH/FP related targets under review
as part of SDG 3 and 5. Four C2030Ecountries (Sweden, Netherlands, Denmark
and Belgium) carried out their VoluntaryNational Review in which SRH/FP wasreferred to as a priority, and advocacy
ensured SRH/FP featuring prominentlyin speeches and reports in global and
regional accountability spaces.
CHALLENGES COMMITMENTS• Further cuts to Official Development Assistance (ODA) and diversion of ODA to cover domestic costs of the refugee crisis.
• An increasingly vocal conservative voice challenging SRH / FP achievements.
• The reinstatement of the Global Gag Rule (GGR) by the US President affecting global health funding, including SRH / FP.
• New funding announcements in the context of the SheDecides initiative and at the Family Planning Summit in London in July 2017, by seven of the Countdown 2030 Europe countries: Belgium, Denmark, Finland, the Netherlands, Norway, Sweden and the UK.
SUCCESSES• Across Europe, SRH/FP continues to feature prominently within ODA policies.
• Vocal European government representatives placing SRH/FP at the centre of their strategies for development overseas.
• Launch of the SheDecides Initiative, a global movement to protect the fundamental rights of girls and women to decide freely and for themselves about their sexual lives, initiated by European governments at the start of 2017.
NEW
• Change at the political level, including the impact of the Brexit and the US Global Gag Rule, will continue to leave a significant gap in critical funding for SRH/FP, which should be further closed by commitments from governments, including as part of FP2020 and the SheDecides initiative. • Increased accountability will be needed to fully track and monitor newly pledged funds, and to ensure transparency on when and how they are disbursed. • Addressing the funding crisis facing global family planning programmes, ensuring increased funding levels for reproductive health commodities.
