The ATTACHED report on formal procurement at the City of Ryde provides information as to
Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

4 GREATER SYDNEY COMMISSION - UPDATE
This update is provided for the information of Councillors. The Greater Sydney Commission draft Bill has been through the lower and upper houses of the NSW Parliament and passed through the lower house on 12 November 2015. There was one particularly important amendment proposed and accepted by Labor - that the Secretary of Health and the Secretary of Education will be members on the Infrastructure Delivery Committee. This means that Treasury, Planning and Environment, Transport, Health and Education will now all be members of the Infrastructure Delivery Committee. If Councillors would like a copy of the version of the Bill which is awaiting assent, please request via the Councillor HelpDesk.

6 WEST RYDE LIBRARY REOPENING CELEBRATION
Saturday 12 December will see our community come together in West Ryde Library to celebrate its fresh new look, following a significant refurbishment and 3 week closure.
This iconic community facility will receive new paint, carpet, furniture and a new colour scheme, as well as exciting new features in the children’s area. Digital microscopes, science kits, and new inspirational educational artworks will be installed, creating a local centre for supporting children’s literacy across multiple areas, including important STEM (Science, Technology, Engineering and Mathematics) subjects.
Fittingly, December is also West Ryde Library’s 10th birthday. To celebrate, West Ryde Library will host a great range of free activities for our community, including face painting, craft for the kids, a science workshop, and performances by local community groups.

7 LIBRARY TAKING STORYTIMES OUTDOORS FOR OUR COMMUNITY
The library’s popular children’s storytime sessions will be taken outdoors over the warmer months. Dates have been set for events at Top Ryde City shopping centre in November and December, with more to come after the Christmas break.
On Friday November 27 library staff will conduct a children’s Stories and Songs session under the big screen in the Piazza, outside the library. The event will run in partnership with Top Ryde City shopping centre, who will provide a stage, deck chairs, advertising and space for the performance. A Christmas special will take place at the same location on Friday 18 December. Both sessions commence at 10:30am and will run for approximately half an hour.
These outdoor events will provide our community with another way of discovering the fantastic services offered by their local library, including school holidays activities for the kids and a children’s Summer Reading Club.
All Councillors and members of the public are welcome to attend.

8 SOCIAL INCLUSION CAMPAIGN LAUNCH
Councillors are invited to the launch of our Social Inclusion Campaign to celebrate and support Council’s commitment to promote and build social inclusion in our community. In 2014, the City of Ryde combined celebrations for International Day of People with Disability and Social Inclusion Week. Our messages on social inclusion, disability and diversity were promoted and strengthened throughout the City through three Community Open Days and the development of a Social Inclusion film (http://www.ryde.nsw.gov.au/Community/Social-Inclusion). Council also conducted Community Surveys at the Open Days and held two internal stakeholder consultations to identify current activities to provide inclusive services and areas for improvement. In order to build on the momentum generated through the event in 2014, City of Ryde along with our NGO partners is hosting a series of activities to celebrate Social Inclusion Week 2015. The Social Inclusion Week themes for 2015 are Collaborate, Connect and Celebrate! and the celebrations will be held from 21-29 November 2015.
City of Ryde is showing its commitment to developing inclusive communities by launching a Social Inclusion Campaign on 25 November 2015. 9 WHITE RIBBON ACTIVITIES CITY OF RYDE
The City of Ryde is a proud supporter of the White Ribbon campaign for prevention of violence against women and plays a leadership role in highlighting the need for concerted community action to stop violence against women.
This year, in the lead up to the day and on the White Ribbon Day itself, the City of Ryde is coordinating and supporting a number of White Ribbon activities across the Ryde LGA and
surrounding areas in collaboration with the Ryde Hunters Hill Domestic Violence Committee. These activities include:
3 November: Workshop for frontline services with Burwood court staff, magistrates, police, prosecutors and domestic violence support services.
19 November 10.00am to 10.45am: White Ribbon photo event, cake bake and online pledge on Ryde Civic Centre lawn

10 EXTENDED NOTIFICATION PERIOD FOR DEVELOPMENT APPLICATIONS
This report has been prepared to advise Councillors of the extended notification period for development applications during Christmas/New Year holiday period 2015/16. Council’s Development Control Plan (DCP) “Part 2.1-Notification of Development Application”
outlines the public exhibition and notification procedures for development applications, applications to modify development consent and applications to review Council’s determinations. This Part of the DCP also outlines the extended notification period of these applications during December and January compensating for the Christmas and New Year holiday period as follows:
“During December and January Council will modify the notification periods to take account the public holidays in the following manner:
Any development application received and notified in the period from first week of December to 24 December and during first and second weeks of January will be subject to a double notification period, e.g.., notification requiring 14 days will be extended to 28 days and notifications requiring 21 days will be extended to 42 days;
Any development application received in December that would be of significant public interest will not be notified until the first week of January in the following year;
Any development application received in December that would require Newspaper notification will not be notified until the first available publication date in January the following year.”
This year the extended notification for advertised and major development applications will commence on 20 November 2015. This means the last advertisement of 2015 will be published on 25 November and the applications received in December that require newspaper notification will then be advertised/notified from 20 January 2016. This will allow extended time for the community to be notified of significant development after the holiday period. All other DA’s received from the first week of December until the second week of January that require notification of neighbours only will be at least double time – 28 days excluding public holidays and the period when CoR is closed from lunchtime on 24 December until business resumes on 4 January 2015. Council will be placing a note in the local News Papers and on Council’s website of the above for community information.

11 PUTT - PUTT SITE IN ERMINGTON. NOTIFICATION FOR REDEVELOPMENT RECEIVED FROM PARRAMATTA COUNCIL
Parramatta City Council has provided written notice of the proposed redevelopment of the Putt-Putt Golf Course site and surrounding lands at Ermington. The application number is DN805/2015 and the site is located on the southwestern corner of Victoria Road and Wharf Road (Melrose Park) extending over Bartlett Park in Ermington. The current proposal is seeking approval for a master plan for the whole site and development consent for Stage 1 of the project. Details of each part of the proposal are provided below. The master plan nominates land uses, building envelopes, floor space and height controls, internal roads open spaces layouts and development staging for the whole site. The ultimate development of the site will be for a total of 9 buildings of varying heights up to 10 storeys comprising 858 apartments and associated car parking of 1,280 basement spaces and 60 spaces in new internal road).

Stage 1 of the proposal comprises 4 mixed use buildings (comprising 380 residential apartments with, 6 retail tenancies) and associated works including the new internal access road that will connect Wharf Road and Victoria Road (see plan below). The proposal is Integrated Development as approval is also sought under the Water Management Act 2000. The proposal will be determined by the Sydney West Joint Regional Planning Panel.
The exhibition period for this application is from 19 November 2015 to 11 January 2016.

MASTER PLAN SITE FOR BARTLETT PARK / PUTT PUTT SITE AT ERMINGTON
Council wrote to the General Manager of Parramatta City Council in October 2014 regarding the proposal to redevelop Bartlett Park. Now that the development application has been received, the details of the proposal will be examined and further advice will be provided to Council in the next Bulletin.
