2 CITY OF RYDE PROCUREMENT
The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).
Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 2017 DISCLOSURE OF POLITICAL FUNDING AND ELECTORAL EXPENDITURE
Councillors are reminded that, in accordance with the Election Funding, Expenditure and Disclosure Act 1981, they are required to make an annual disclosure of political donations and electoral expenditure. This disclosure is required to be received by the NSW Electoral Commission (NSWEC) by 22 September 2017.
A disclosure form must be submitted by any person who was a local Councillor at any time between 1 July 2016 and 1 July 2017, including those councillors who resigned during this period. Each Councillor must submit one of the following two forms:
1. If the local Councillor did not make or receive any political donations and has not
incurred any electoral expenditure during the disclosure period 1 July 2016 to 30 June 2017, they should use the ‘nil’ disclosure form - NSWEC 2017 Elected Member (Local Government Councillor) – Nil Disclosure Form
2. If the local Councillor has made or received any political donations (including making
membership fees or levies to a political party) or incurred any electoral expenditure during the disclosure period 1 July 2016 to 30 June 2017, they should use the ‘full’ disclosure form - NSWEC 2017 Elected Member (Local Government Councillor) – Disclosure Form

5 LIBRARY PROGRAMS THAT SPAN THE AGES
Ryde Library delivers events that truly span the ages, and in the last fortnight has hosted two vastly different events that were equally entertaining and engaging for our community.
12 July was Comic Festival Day as part of the school holiday program. The 179 participants enjoyed free caricatures, making their own comic books, badge making and a photo booth throughout the day. Staff dressed up for the occasion and the atmosphere was buzzing. The Library also launched the new Comics Plus app providing access to an online collection of 16,000 digital graphic novels and comics. The July school holiday programs had a record breaking 1158 attendees across 25 sessions.
18 July was a very different “period” event, as the library hosted an event to commemorate the 200th anniversary of Jane Austen’s death. At this event we had speaker Paul Brunton OAM FAHA Emeritus curator State Library of New South Wales. We served 40 guests High Tea with staff in period costume and the tables decorated with lace table cloths, candelabras and china tea cups. This event received high praise from those who attended.

6 CONSOLIDATION OF 255 QUARRY ROAD INTO SANTA ROSA PARK - Project Update
In 2015, Council acquired the residential property at 255 Quarry Road, Ryde to enable future improvements to the frontage of Santa Rosa Park to Quarry Rd and its integration with the surrounding residential area. Funding has been allocated in 2017/18 budget for the demolition of the residential cottage and park connection works.
With the residential property currently leased and to allow demolition works to be programmed it is necessary for Council to issue the current tenant with a written notice to vacate the cottage. The legislated minimum requirement for these types of notices is 90 days, however in an act of good will, Council is providing an additional 30 days. Therefore, the tenant will have a total of 120 days in which to vacate the cottage from the date Council provides written notice.
Council staff intend to personally issue the notice on the tenant on Wednesday 2 August 2017. This will require that the tenant must vacate the property in no later than 30 November 2017.
Following the tenant’s vacation Council will secure the cottage and site. Surrounding residents will be notified of the upcoming demolition works. These works will be done as soon as possible to minimise potential vandalism.

7 SUSTAINABLE WASTE 2 ART PRIZE
This year’s Sustainable Waste 2 Art Prize 2017 competition is nearing its finale for 2017.
This initiative has been an annual event for several years and is part of an ongoing successful partnership project between the Environment, Waste and Youth teams of Council.
The exhibition and prize is open to artists and members of the community 11 years and over who live, work, study or play in our local area. Entrants are required to produce art or design objects created from used or recycled materials.
This year’s opening night of the exhibition where the winners are announced will take place on Wednesday 6 September 2017. The exhibition will extend from 7 September to 20 September inclusive. Gallery opening times from Tuesdays to Saturdays between 11am and 4pm daily.
The opening night of the exhibition is usually a very well attended event and Councillors are invited to attend the opening night or visit the exhibition.

8 MEADOWBANK FORESHORE SOLAR LIGHTING
Council at its meeting on 26 April 2017 resolved to have regular reporting on the status of the operation of the solar lights at Meadowbank Park. The CIB item last week provided a table of the history of inspections. It was noted the 2 major issues are; solar access affecting 4 lights, and battery failures which will be addressed by pro-active replacement for those not already done. For the lights with solar access issue, controllers have been identified and ordered, and are expected to be installed within 2 weeks. With the replacement of batteries, it has been found a combined controller and battery unit performs better, and the replacements will be done using these, with the units having been ordered. During the latest inspection carried out on 25/07/2017, one other light was found not working, and the cause of this is being investigated.

9 COMMUNITY HARMONY REFERENCE GROUP
The quarterly meeting of the Community Harmony Reference Group was held on Thursday 25 May 2017.
The primary role of the Community Harmony Reference Group is to:
Provide advice to Council to ensure that Culturally and Linguistically Diverse (CALD) residents in the City of Ryde are able to participate actively in all aspects of community and civic life and that Council recognises and values the diversity of the community.

10 CITY OF RYDE PRAYER BREAKFAST
The City of Ryde Prayer Breakfast is a celebration of the Christian faith within our community. It has been an annual event since the City of Ryde’s bicentenary celebrations in 1992 and this year’s event is scheduled for Friday, 11 August.

Breakfast includes a selection of hot and cold options, juice, tea and coffee. This year our Guest Speaker is Delia Gray who is an Occupational Therapist and has worked at the Royal Rehab Centre for nearly 16 years. Ms Gray will present her talk 'Life is not defined by the abundance of your abilities' at the event.
