INCREASE TO COMPANION ANIMAL REGISTRATION FEES

From 1 July 2016 cat and dog lifetime registration fees have increased in line

with the Consumer Price Index.

The new fees are:

Desexed animal $52

Non-desexed animal $192

Breeder concession $52

Pensioner concession $21 (Desexed animal only)

Information relating to lifetime registration can be found by visiting the Office

of Local Government’s website www.olg.nsw.gov.au.

LOCAL GOVERNMENT ELECTIONS

Local Government elections will be held on:

Saturday 10 September 2016.

Constitutional Referendum In addition to the NSW Local Government Elections, Carrathool Shire Councillors have agreed to hold a constitutional

referendum to reduce the number of Councillors from 10 to 8. Voting at the referendum is compulsory for all voters who reside

within the Carrathool Shire Council Local Government Area.

Non-Residential Roll Non residents wanting to be included in the Carrathool Shire Council non-residential roll are invited to complete the relevant

form located on Council’s Website, and return it to Council by 1 August 2016. Forms are to be addressed to the General

Manager, Carrathool Shire Council PO Box 12 Goolgowi NSW 2652.

All applications will be assessed by the General Manager for their eligibility for inclusion on the non-residential roll. For more

information please call 6965 1900.

to provide leadership and guidance to the community, to encourage communication between

Council and the community and to establish policy and strategic direction for the organisation

and the future of the Shire.

Candidate Helpdesk A call centre has been established specifically for candidates who have questions in relation to their candidature or the election

Council Meetings Agendas/business papers are available for public inspection on Council's website www.carrathool.nsw.gov.au, at the Goolgowi

Council Chambers, Hillston District Office and the WG Parker Memorial Library Hillston from the Friday prior to the Council

meeting. In the interests of good governance and under the Local Government Act 1993 Council is required to be open and

transparent in the conduct of its business. To facilitate this, residents and ratepayers are asked to address any correspondence for

consideration at a Council meeting or requests to address a Council meeting to the General Manager for inclusion in the agenda /

business paper to be received prior to the close of the business paper.

MEETING MATTERS

Charles Sturt University Scholarship Presentation Cr Merrylees reported on her attendance at the Charles Sturt Scholarship presentation ceremony held on 19 May 2016. Cr Mar-

garet Merrylees presented Council’s scholarships to Courtney Cheers who is undertaking a Bachelor of Agricultural Science and

Charlie Milthorpe who is undertaking a Bachelor of Veterinary Biology and Bachelor of Veterinary Science.

Adoption of the Operational Plan for 2016/17

Council’s draft Operational Plan for 2016/17, incorporating the principal activities to be undertaken, the budget

estimates and fees and charges, was placed on public exhibition from 11 May 2016 with residents and ratepayers

invited to make submissions. No submissions were received and Council resolved to adopt the Operational Plan.

The General Rate Structure includes an increase of 1.8% with interest on overdue rates and charges set at 7.00%.

Information Guide

The NSW Government Information (Public Access) Act, requires Council to review and publish an Information

Guide, summarising what Council does, how it does it, and the type of information it holds and generates through the

exercise of its functions. Its purpose is to make it easier for people to identify and obtain information held by

Council.

Council’s Information Guide has been reviewed and is available on Council’s website www.carrathool.nsw.gov.au.

WATER & SEWER REPORT

Rankins Springs Potable Water Treatment Plant Council is currently liaising with the Department of Primary Industry Water for a Section 60 approval. Once the

approval is granted, construction will commence, with testing and commissioning of the treatment plant planned for October

2016.

Solar Panels The 2-20 KW system at Hillston pump site has been installed and commissioned with some tidy up work to be done in the

coming days. The 70 KW system at the Goolgowi pump station is underway, while Council is investigating options to find suit-

able sized land near Palmyra pump site to install a 20 KW system.

Mt. Daylight Pump Station Fencing Fencing work around the Mt. Daylight pump station is completed including a 2-5 mtr access gate at a cost of approximately

$7,000.

Yoolaroi Pump Station 3 Work has been completed to replace the old switchboard, pump, pipe work and shed at Y3

(pictured right). The new switchboard is installed with more control with online monitoring and

controlling with variable speed drive to increase reliability and life span of the pumps. Old

galvanised pipe work has been replaced with stainless steel and arrangement of standby pump for

future expansion.

R2 Water Storage Dam Expressions of interest (EOI) have closed and all submissions have been assessed. The draft tender and EOI documents are

currently under review by the Department Primary Industry Water for approval. Work on the dam is expected to commence in

September 2016.

Hillston New Storage shed A new storage shed has been constructed at the Water Works site to maintain and operate plant &

materials more efficiently.

Rankins Springs Reticulation System Reticulation system construction work will commence in the coming days following

completed survey work.

Council wishes to advise that from 1 July 2016, all BPAY’S for Rates, Water and Debtor accounts will be processed

electronically.

It is important that the correct Reference Number is used. The reference numbers are different for Rates, Water and Debtors.

Rates reference numbers commence with 1, Water with the number 2 and Debtors with the number 3. BPAY details can be lo-

cated in the bottom right hand corner of your notice.

The use of an incorrect reference number may result in interest being charged, due to the payment not being receipted to the

correct account.

Carrathool Shire Council currently has a vacancy for a Grader

Operator. This position is based at Hillston.

The Position: Operate a grader to meet Council’s

requirements and coordinate the efficient completion of

maintenance and construction projects. Inspect and maintain

plant and diagnose problems to maximize the time the grader

is on the road.

Salary & Conditions: Will be in accordance with the Local

Government (State) Award. Salary will be in the range of

$892.34 to $972.65 pw dependent upon qualifications and

experience. The successful applicant will be required to

undergo a pre-employment screening at Council's expense.

GRADER OPERATOR - ISGO057

Carrathool Shire Council currently has a vacancy for a Plant

Operator / Labourer. This position is based at Hillston.

The Position: Undertake a range of duties associated with the

maintenance of Council’s roads and bridges. Operate a range of

rollers to prepare the surface of the road and to compact roads

materials to provide an appropriate surface for bitumen sealing

and safe use by traffic. Clean and maintain equipment to ensure

effective operation and to minimise equipment downtime.

Salary & Conditions: Will be in accordance with the Local

Government (State) Award. Salary will be in the range of

$837.84 to $913.24 pw dependent upon qualifications and

experience. The successful applicant will be required to undergo

a pre-employment screening at Council's expense.
