. _ .

NEWS

Organisation holds out hopeWHEN Esperance school teacher ReneePassell travelled to India to spend a yearvolunteering with women rescued fromsex slavery, orphaned children and livingin the cacophonous environment ofKolkata she did not expect it to be one ofthe most beautiful experiences of her life.

With many years of philanthropic workunder her belt alongside her teachingcareer, Ms Passell felt there was more shecould he doing.

"I was always saying to my studentsthey should give more than just money to acause - they should give their time andlove.

"This was my chance to put my wordsinto action," she said.

Signing on to work with organisationsMade by Survivors and Destiny. MsPassel] soon realised her vision of livinglyquietly in the foothills of the Himalayaswas to be replaced by the heat and chaos ofKolkata.

It was during this year and subsequentreturn visits Do You See What I See? wasborn.

The organisation formed by Ms Passelland a small group of volunteers aims toprovide opportunities for change withindisadvantaged areas of the world, such asKolkata's red light clisctrict.

When she realised a university educa-tion could be obtained in India for as littleas $1000. Ms Passell said she began to seehuge potential in the women she was help-ing.

"I thought about all the young womenwith their strength and resilience - imag-ine if they had a university education. Theycould really change the world," she said.

An event this weekend raises cash toboost the program further to allow formore active sponsorship of women freedfrom sex trafficking.

Changes to the building code:1 Master Builder MattersBy DOUG BACKHOUSE

Q

UESTION: Under what circumstancesdo you need to get council approval

for any walls, fencing, decks or pergolas atthe front or back of your property?

Answer: Building work must meet therequirements of both planning and buildinglegislation.

Each is a separate assessment andapproval process that determines the compli-ance of development (construction and otherwork, such as clearing land).

You might not require a building permitfor a small shed, but planning requirementsmight not permit the shed to be located in thefront yard or adjacent neighbouring land.

You must ensure you meet both planningand building legislation with all works youare proposing.

New building legislation in place sinceApril 2, 2012, provides a more consistentapproach to minor structures.

The Building Regulations 2012 include a

Home and [if

schedule of building work that is exemptfrom requiring a building permit.

It is important to note that as the owner ofthe land, you are responsible to ensure yourbuilding work complies with relevant build-ing standards (regardless of the need to obtaina building permit - i.e. Building Code ofAustralia, Australian Standards) and otherlegislation.

For example. you cannot build certainbuildings over or near effluent disposal sys-tems, or compliance with the ResidentialPlanning Code (R-Codes). Access to the R-Codes is available on the Department ofPlanning Website, planning.wa.gov.au .

The following list is a guide to some of thebuilding work that might not require a build-ing permit:

U Retaining walls less than 500mm highnot supporting neighbouring land and notassociated with other building work. (If youare installing a retaining wall and extendingyour home, you would need to include theretaining wall on plans.)

U Freestanding shed-type building that areless than 10 square metres. no higher than

2.4m do not require ti building permit.U Construction of a pergola (unroofed

structure) with an area not exceeding20square metres, with a height not more than2.4m and not locatec. in a cyclonic area

U Renovating. altering, improving ormaintenance work oil buildings (loc-not require a building permit. This is onlyvalid if the work being undertaken doe; notinclude structural wcrk or an increase ordecrease in the existi ig floor area.

Keep in mind that the work must includethe same, or similar materials being replaced.the building is not changing use (i.e. changinga garage into a game:; room).

The work must still be compliant with rel-evant codes and standards, and the building isnot subject to an or&r, agreement, or permitunder the Heritage At.

U Photovoltaic panels or solar hot-watersystems on domestic buildings

Although I have summarised the mainexempt structures and building work, themost important point is that contacting dieShire prior to undertaking any new buildingwork will prevent an future problems.
